The United Way of Western Nebraska is having their food distributions to Family in need starting today. Executive Director Karen Benzel explains what the program is all about.

"These are the food distributions where we are looking to fill those gaps for families and help families that are low resource or families in need," Benzel explained.

The participants in the program will get three reusable bags with one bag of fresh fruit and vegetables, one of perishable items and the other is non-perishable items.&nbsp;

The first food distribution event is today (Tuesday, Oct.3) in Alliance, the next one is on Tue Oct. 10 in Sidney, Thu. Oct 12 in Scottsbluff Tue, Oct 17 in Chadron and wrapping up in Gordon on Oct. 27.

Acting United States Attorney&nbsp;Susan&nbsp;Lehr&nbsp;announced that Anthony Unocic, 54, of Cheyenne, Wyoming, was found guilty on September 28, 2023, by a jury in federal court in Lincoln, Nebraska. Unocic was convicted of one count of Threatening to Assault a Federal Law Enforcement Officer. 

Sentencing has been set for January 4, 2024, at 9 a.m. before Senior United States District Judge John M. Gerrard. Unocic faces up to six years in prison and up to three years on supervised release. There is no parole in the federal system.

In 2021 a Wyoming ATF Agent investigated Unocic for possession of an unregistered silencer.&nbsp; During the investigation a search warrant was executed at Unocic’s Wyoming residence where agents found the silencer, several firearms, ammunition and user amounts of heroin, cocaine, and methamphetamine.&nbsp; In 2021 Unocic pleaded guilty in the United States District Court, District of Wyoming, to being a felon in possession of a firearm.&nbsp; He was sentenced to 33 months in federal prison.

While awaiting sentencing in the District of Wyoming case, Unocic was held in the Scotts Bluff County Jail in Nebraska.&nbsp; Unocic expressed anger about his conviction to fellow inmates. He talked about killing the ATF agent who led the investigation. A video from inside the jail showed him acting out how he was going stab the ATF agent.

This case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives

Panhandle Company announces return of Kawaski Motorcycles

LINCOLN, Neb., Sep. 27, 2023 – Farmers and ranchers interested in preventing erosion, improving soil health, conserving water and wildlife, or making other natural resource conservation improvements to their property are encouraged to apply now for funding available from the USDA Natural Resources Conservation Service

(NRCS). Those interested in receiving funding this year should sign up before November 17, 2023. NRCS accepts conservation program applications on a continuous basis but sets application cutoff dates as funding allows. According to NRCS Nebraska State Conservationist Rob Lawson, there are several options still available to producers for this year. 

“NRCS has a whole suite of conservation programs available to Nebraska’s farmers and ranchers looking for assistance in improving and protecting the natural resources on their ag land. These programs provide funding on cropland and rangeland, as well as for establishing or enhancing wildlife habitat and wetlands. NRCS staff can help landowners and operators identify their options that best suit their operation’s needs,” said Lawson. 

Nebraska's two most popular conservation programs are the Environmental Quality Incentives Program EQIP) and the Conservation Stewardship Program (CSP). These programs provide financial incentives to landowners to install conservation practices that protect natural resources, resulting in cleaner air and water, healthy soil, and more wildlife habitat.

In fiscal year 2023, EQIP obligated $31.6 million to 1,047 contracts, covering 415,000 acres across the state. CSP obligated $31 million to 313 contracts, covering 767,366 acres. Thanks to the Inflation Reduction Act.

Nebraska received over 300 EQIP – IRA applications that were ranked and considered for FY23 funding. For applications to be considered eligible for IRA funding, applications need to include one or more core practices listed on the FY23 Climate-Smart Ag and Forestry (CSAF) Mitigation Activities List.

Application Cutoff for Natural Resource Conservation Funds Approaching

CHADRON – The Graves Lecture Series at Chadron State College will continue Wednesday with Dr. Haesong Kwon. All presentations are free and open to the public in the Sandoz Center’s Chicoine Atrium at 7 p.m.

Kwon’s presentation is titled Poems that Can Drive a Fully Grown Human to Sob Uncontrollably.

He is an Assistant Professor of Creative Writing at CSC, who teaches courses in composition and creative writing.&nbsp;&nbsp;

When he joined the faculty in 2022, he said his English colleagues impressed him as dedicated teachers and researchers.

He earned a doctorate at Oklahoma State University and master’s degrees from both the University of Massachusetts Amherst and the Iliff School of Theology. His bachelor’s is from Clark University.

“My lecture is for those who believe in the power of a good cry. It is for those who have not yet given up on the power of the written word to evince complicated, salvific truths,” he said.

Kwon will offer a close reading of several of his favorite poems that evoke powerful, emotional responses. He will also speak about persuasive line breaks in poetry, the challenges of composing poems in English as a second language learner, and human tears as a response to moments in literature.

The final presentation of the fall semester by Danielle Covolo on Oct. 24 presentation is titled Sacred Knowledge. She is an Instructor teaching Topics in Corrections (Principles of Victim Services), Topics in Law Enforcement (Domestic Violence and Crime), Serial Killers in Popular Culture, and The Academic Life.

“Teaching at CSC was my academic career aspiration since the college serves rural students and first-generation students," she said.

She is pursuing a doctorate in Administration Leadership and Service from Indiana University of Pennsylvania. She earned a master’s degree in Criminal Justice from New Mexico State University, and a bachelor’s from the University of Wyoming. She also completed Russian Language courses at Privet Language School in Russia.

Covolo’s presentation addresses the topic of missing and murdered Indigenous persons on the Pine Ridge Reservation. She will include related topics such as a return to the localization of resources and tribal sovereignty.

He will also speak about persuasive line breaks in poetry, the challenges of composing poems in English as a second language learner, and human tears as a response to moments in literature.The final presentation of the fall semester by Danielle Covolo on Oct. 24 presentation is titled Sacred Knowledge. She is an Instructor teaching Topics in Corrections (Principles of Victim Services), Topics in Law Enforcement (Domestic Violence and Crime), Serial Killers in Popular Culture, and The Academic Life.“Teaching at CSC was my academic career aspiration since the college serves rural students and first-generation students," she said.She is pursuing a doctorate in Administration Leadership and Service from Indiana University of Pennsylvania. She earned a master’s degree in Criminal Justice from New Mexico State University, and a bachelor’s from the University of Wyoming. She also completed Russian Language courses at Privet Language School in Russia.Covolo’s presentation addresses the topic of missing and murdered Indigenous persons on the Pine Ridge Reservation. CHADRON – Chadron State College’s Diversity, Equity, and Inclusion (DEI) committee has planned a dinner concert to celebrate Hispanic Heritage Month on Wednesday at the Student Center.

Honduran musician Gustavo Moradel will perform in the Ballroom. Guests are invited to enjoy a specially prepared Honduran meal while listening to the concert. The meal is free for all CSC students, while non-students will pay the normal Dining Hall meal rates.

Taylor Osmotherly, director of Housing and Residence Life, said he is excited for the evening of Honduran music and food.

“The idea is that attendees will pick up their trays from the Dining Hall starting at 6 p.m. and then come to the Ballroom. Gustavo will start his performance at 6:30 p.m. so people have the chance to sit down with their meals,” Osmotherly said.

Moradel, who was born in Honduras and moved to the U.S. when he was 12, is a bilingual singer-songwriter, producer, speaker, and caseworker based in Nashville.

“I am proud of my work not only because of what I bring to the table but also the way people react to my storytelling. My songs speak of the human experience from the perspective of someone who is always questioning everything, feels deeply, and cares not only for people but also our planet,” Moradel posted on his website. “My songs are a collection of my life-lived experiences as an immigrant, seeker, and artist.”

Adding a special Honduran meal to the concert was suggested by Osmotherly. The Aladdin Campus Dining staff readily embraced the idea. According to Food Service Director Karl Kigerl, Lydia Garcia, a Honduran student on his staff shared some possible menus with executive chef Zach Hartley and lead cook Andrew Sanchez, who then worked together to determine the final menu.

The menu will include Baleadas Hondureñas, bean soup, Pollo con Tajadas, Honduran bean tostadas (catrachas), and Honduran red beans and rice (casamiento), with Honduran Yucca cake for dessert. The regular daily menu will also be available.

“The menu may change slightly depending on the availability of some ingredients, but we are excited for this opportunity,” Kigerl, said.

The DEI committee is collaborating with Familia and the International Club to present the event.

The boat ramp at Cottonwood-Steverson Wildlife Management Area, located north of Hyannis in Cherry County, will close temporarily starting Oct. 2 so repairs to the boat ramp may begin.

There has been significant undermining, settlement, and separation of the boat ramp and concrete sidewalk to the point that it needs to be repaired.

Construction is expected to last one week; however, the ramp will remain closed for an additional three weeks or until the concrete has had adequate time to cure and support the weight of vehicle traffic.&nbsp;

On October 7 and 8 the Foster Care Mobile Closet of Nebraska will be coming to Scottsbluff/Gering and Sidney. They will be serving children in foster care in Western Nebraska. Appointments are not necessary. 

In the Scottsbluff area the Foster Care Mobile Closet will be open Saturday, October 7th from 10:00 am - 3:00 pm at American Legion Chapter #46, 1425 9th Street, Gering.

 Guardian Light Family Services is partnering with the Foster Care Closet in Sidney, Melissa Misegadis is  Director of Foster Care Services and explains the partnership.

"They've been serving areas of Nebraska mobily, which means that they bring all of the clothes to our respective areas," Misegadis said. "We work together to organize the event, and it is so we restore children's dignity that are living in the foster care system."

The Foster Care Closet in Sidney is from 12-3 p.m. on Oct. 9 at the Sidney Fine Art Center.

Foster families are asked to please bring their Master Case Number in order to shop.

Foster Care Mobile Closet coming to Panhandle

&nbsp;The man who allegedly led law enforcement to a pursuit and held a woman hostage in standoff that lasted close to 29 hours was booked early Thursday morning to the Scotts Bluff County Jail. 37-year-old Bradley Garcia faces charges of Attempted Second Degree Murder, which includes multiple counts as a result of firing at officers. Kidnapping, Possession of a deadly weapon by a prohibited person, Terroristic Threats, Use of a firearm to commit a felony, flight to avoid arrest and Child abuse.

The final decision on charges will be made by&nbsp;The Scotts Bluff County Attorney’s Office.

On Wednesday, September 27, 2023, members of the FBI Hostage Rescue and SWAT teams took action that resulted in the rescue of the hostage in this incident.&nbsp; After the hostage was rescued, FBI negotiators and tactical personnel made continual, unsuccessful attempts to communicate with Bradley Garcia so he would surrender.&nbsp; Garcia had gained access to areas behind walls and within the attic.&nbsp; The teams eventually deployed chemical agents, which caused Garcia to emerge from where he was hiding, and he was taken into custody.&nbsp; He was transported to Regional West Medical Center, and following medical clearance he was housed at the Scotts Bluff County Detention Center. &nbsp;Firearms were recovered from the house.&nbsp; &nbsp;

During this incident, residents heard multiple loud detonations as the teams used various munitions and equipment.&nbsp; However,&nbsp;no shots were fired by any law enforcement personnel at any time during this incident.&nbsp;&nbsp;&nbsp;

The FBI provided tactical assistance to help resolve the hostage situation safely and apprehend the subject.&nbsp; SWAT teams and negotiators from the Omaha and Denver field offices, as well as the FBI’s Hostage Rescue Team out of Quantico, worked with our state and local partners to bring the incident to a safe conclusion.&nbsp; FBI Omaha Special Agent in Charge Eugene Kowel said, “We are grateful for our strong partnership with the Scotts Bluff Sheriff's Department, Gering Police Department, Nebraska State Patrol, and every other agency which participated. Every agency brought a unique skill set which contributed to a successful outcome.&nbsp; We work closely with our state and local partners in Nebraska to protect the community from violent criminal activity. This operation was a great example of how teamwork between law enforcement agencies is critical during life-threatening incidents.”

After a nearly 29-hour standoff in Gering, 37-year-old Bradley Garcia is in custody after a female hostage who was Garcia's Sister-in-law was released on Wednesday afternoon at about 1:30.&nbsp; Shortly before 8:30 p.m on Wednesday, Garcia was arrested and taken to Regional West Medical Center in Scottsbluff with minor injuries, as there were no major injuries in this incident.

 Garcia was arrested after reported flash bangs and percussions at the house on 2300 block of 19th Street in Gering. The incident began with traffic stop and a pursuit leading to the 29-hour standoff.&nbsp; Gering Public Schools announced that they are reopening schools are having classes on Thursday.

Panhandle Post will provide any additional information that law enforcement provides in the case.

On Tuesday, September 26, 2023, a Scotts Bluff County Deputy attempted to stop a vehicle in Gering for a traffic violation.  The driver, later identified as Bradley Garcia, age 37, refused to stop.  A brief pursuit ensued that included Gering Police, ending when Garcia crashed his car into a garage in the 2300 block of 19th Street in Gering. 

 Garcia discharged a firearm towards the Deputy’s vehicle during the pursuit but did not strike the vehicle.  Garcia then entered the home and took the three female occupants hostage.

  Eventually, he allowed two juvenile females to leave the house unharmed, but the adult female remains inside.  As the situation continued, Garcia fired multiple gunshots towards officers from more than one weapon.  No officers or citizens were injured, and no rounds were fired by law enforcement.&nbsp;

Gering Public Schools went on lockdown a little before 3:30  and then transitioned  a controlled release for Geil and Lincoln Elementary, and the Middle School. Gering High School had a controlled release at about 5:00.

Gering Police say that shots were fired as Scotts Bluff Sheriff deputies pursued an individual down Five Rocks Road, where the suspect led them to a home with children near Kings Road and 19th Street. The children were reportedly released at 5:25.

&nbsp;Scottsbluff Police officers assisted on the scene, along with the State Patrol and National Park Service, the Scotts Bluff County SWAT Team  and the Scottsbluff Police Bomb Squad trailer with remote-control robots.

More information will continue to be released as authorities have details ready to release to the public.

CHADRON – Chadron State College will celebrate its annual Homecoming Sept. 30 through Oct. 7.

The week of activities, themed Wild West, starts with a volleyball match between&nbsp;CSC&nbsp;and Black Hills State University Saturday, Sept. 30 at 3 p.m. in the Chicoine Center.

The Homecoming round-up tailgate will take place in the Brooks Hall parking lot Monday, Oct. 2 from 5:30 to 7 p.m. followed by a showing of Indiana Jones and the Dial of Destiny at the Kline Amphitheatre from 7 to 10 p.m.

Free bowling night for&nbsp;CSC&nbsp;students will be at Hilltop Lanes Tuesday, Oct. 3 at 7 p.m.

The Diversity, Equity, and Inclusion Committee will present a performance by Honduran musician&nbsp;<a href="https://www.gustavomoradel.com/about-2/" target="_blank">Gustavo Moradel</a>&nbsp;with a Honduran meal Wednesday, Oct. 4 at 6 p.m. Those attending may take their meals from the Dining Hall to the Student Center Ballroom for the concert. All students will receive the meal for free, while community residents will pay the normal dining rate.

Coronation of Homecoming Royalty will take place Thursday, Oct. 5 at 6 p.m. on Elliott Field followed by the Pep Rally and lighting of C-Hill. Candidates are juniors and seniors representing campus organizations.

To continue the celebrations, a mechanical bull and dummy roping will be available in the Hub Friday, Oct. 6 at 7 p.m. The Math Science Center of Innovative Learning will host a planetarium show and star party from 7 to 9 p.m.

In keeping with tradition, Saturday will be the busiest day of the week with the parade at 9:30 a.m., led by the Parade Marshal, President Ron K. Patterson. Area organizations or businesses interested in entering a float are invited to line up at 9 a.m. on the north side of 12th&nbsp;Street east of Main. No registration or fee is required. The parade route will end at 4th&nbsp;Street where the procession will turn west. CSC&nbsp;Band Director John Wojcik expects six high school bands from the region to march in the parade and an additional six bands to play in the stands with the&nbsp;CSC&nbsp;Eagle Band during the football game against Fort Lewis that starts at 1 p.m.. Nebraska bands are traveling from Alliance, Bayard, Bridgeport, Gering, Hay Springs, Hemingford, Kimball, Minatare, Mitchell, and Valentine. Two out-of-state schools are also sending bands: Fleming, Colorado, and Edgemont, South Dakota.

Together, these institutions serve more than&nbsp;3.5 million&nbsp;college students in the United States.

“Choosing to attend college is one of the most significant financial decisions a student or family can make. Knowing how much it will cost upfront is crucial, and Chadron State, Peru State, and Wayne State College have demonstrated and will continue to uphold their dedication to providing our students with clear and accurate financial information,” said Dr. Paul Turman, Chancellor of the NSCS. “The Nebraska State Colleges are proud to be a partner in this work.”&nbsp;

The monumental commitment comes as lawmakers, think tanks, and government entities continue to scrutinize the financial aid offers that colleges and universities present to students. The principles and standards recommended by the CCT — a task force composed of the leaders of 10 higher education associations representing college presidents, financial aid offices, and admissions and school counselors — respond to the needs of students and families in a nuanced and careful manner.&nbsp;

“Students and families need upfront, accurate, and clear information when making decisions about college,” said Peter McPherson, chair of the CCT task force and president emeritus of the Association of Public and Land-grant Universities (APLU).&nbsp; “Some standard terminology and clear requirements on what is to be included in financial aid offers is important. Colleges and universities are committing to give students and families the information they need.”

Moving forward, the College Cost Transparency Initiative will be managed by the National Association of Student Financial Aid Administrators (NASFAA). This work is generously sponsored by a grant from Strada Education Foundation.

“We are committed to making sure that students and families get the information they need to make informed decisions about paying for college,” said Justin Draeger, president and CEO of NASFAA. “If this project has shown us anything, it’s that this work is complex, but can be done when institutional leaders and practitioners come together to make college cost transparency a priority. We look forward to continuing to recruit more higher education institutions to the initiative.”&nbsp;

The principles and standards provide that financial aid offers to undergraduate students:

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Are transparent, ensuring that costs are understandable for students and families, and include the most accurate estimate possible of a student’s costs.

The CCT also released a set of&nbsp;<a href="https://www.collegeprice.org/samples" target="_blank">financial aid offer examples</a>&nbsp;that meet the initiative’s principles and standards for institutions to use in developing or updating their aid offers, and a&nbsp;<a href="https://www.collegeprice.org/glossary" target="_blank">glossary</a>&nbsp;of common financial aid terms and definitions.

Trials for the winter peas included 16 varieties and were planted in the fall of 2022. The winter pea trials at Perkins County were excellent, considering the dry fall and being planted into dry soil. The peas went into winter without significant stands. Volunteering wheat from the preceding crop hindered a good stand in the spring. Rainy weather meant the volunteer wheat could not be sprayed on time. Not much winter kill was observed. The trails in Cheyenne County failed with dry soils and poor stands in the spring.

The spring pea variety trials planted in the fall of 2023 included 12 varieties. Overall, this year’s spring pea variety testing result was excellent compared to the last two to three years’ extremely poor yield due to drought and high temperature. This year’s weather was ideal, with lots of rain and mild temperatures throughout the growing season. Results were recorded for both Cheyenne and Perkins County, but Box Butte peas failed because of hail.&nbsp;

The trials included winter and spring peas from ProGene and Meridian Seeds, with winter peas from Seed Ranch and spring peas from Valesco Genetics.

Perkins County winter and spring pea seed protein data will be posted at a later date.&nbsp;

Results for 2023 Nebraska Pea Variety Testing Released

I recently listened to an interview with Nebraska Senator Megan Hunt about how children in foster care often are entitled to Social Security benefits, but those benefits are taken by states, under the guise of using those funds to pay for the expenses of caring for these youth. She introduced a legislative resolution in 2021 to find out the extent of this happening in Nebraska.

Most children in foster care do not qualify for Social Security benefits. About 10% do qualify; death of a parent or a disability entitles them to benefits. Many are diagnosed with mental health issues like anxiety, depression, or PTSD, often related to the reason they are in foster care. This diagnosis also qualifies them for Social Security.

In 2021 NPR broadcast a series on this issue. They found that in at least 36 states foster care agencies comb through their case files to find kids entitled to these benefits, then apply to Social Security to become each child's financial representative, a process permitted by federal regulations. Most states pay an outside firm to handle this. Once approved, the agencies take the money, almost always without notifying the children, their loved ones or lawyers.

Foster care expenses are paid for by taxpayers. In Nebraska, the Department of Health and Human Services (DHHS) oversees foster care.

State agencies like DHHS take kids' Social Security money as reimbursement for the cost of foster care, to recoup what the state has paid for each child's room and board. This has been happening since the 1980's. Each year the state receives about $3,000,000.

Most people, including Sen. Hunt, believe this money should not be used for taxpayer relief. Instead, it should be placed in a fund to allow that foster youth to get established when he/she ages out of the system at age 19.

In Nebraska, about 200 children age out of the foster care system each year. The National Alliance to End Homelessness reports 21%-46% of children who age out are homeless by age 26.

How does Nebraska help foster youth make the transition to living on their own? The Bridge to Independence Program (b2i), established in 2014 and managed by DHHS, helps. Young adults who aged out of foster care will receive housing support in the form of monthly stipends (payments). The amount of the stipend will be the same as the monthly foster care maintenance payment from when the young person was still in foster care.

To remain eligible for b2i, youth must be working towards a productive adulthood in one of these ways: completing a high school diploma or attaining a GED, taking classes at least part time at a college or vocational school program, working at least 80 hours a month, engaging in an activity designed to allow the young adult to address barriers to workforce participation, or be medically incapable of the above activities. Young adults must also meet with their Independence Coordinator monthly and be permanent residents of the State of Nebraska, unless they reside out of state through an Interstate Compact Placement Agreement.

Senator Hunt would like to see Social Security funds allocated to a specific youth be put in an account for that youth, money to use after aging out of the system. Instead, the Nebraska Legislature agreed to let youth and their families know that the funds are going to DHHS to provide for their care.
