RAPID CITY, S.D. (AP) — State and local officials say a mechanical failure caused the fire that has burned about 1.5 square miles northwest of Rapid City.

South Dakota Wildland Fire and the Rapid City Fire and Police departments tweeted the fire was accidentally ignited by a mechanical failure of some earth-moving equipment. 

The so-called Auburn Fire is 50% contained, according to fire officials.

 Residents of the Marvel Mountain area were temporarily evacuated after the fire, which started Monday, began to spread. 

The neighborhood remains closed to the general public.

Mechanical failure touched off fire north of Rapid City

"This missing juvenile from Chadron, Greggory Pond has been located and is safe," Chadron Police Chief Rick Hickstein said. "He was located in South Dakota and is currently with family members.&nbsp; We would like to thank you and everyone in our coverage areas for their assistance with this case."

The Chadron Police Department is asking for the public’s assistance in locating missing 10-year-old Greggory Pond.

 Greggory is described as being Native American, 4’11” and weighing approximately 150 pounds, black hair and brown eyes. He was last seen wearing a white hat, black shirt, black pants, black and white shoes. 

Pond was last seen at approximately 7:30 p.m. on Oct. 6 at Pump &amp; Pantry in Chadron getting into a black 4-door sedan. 

The black sedan is possibly a Ford Fusion with South Dakota license plates.

"Greggory is possibly with Rowland Coomes," Chadron Police Chief Richard Hickstein said. "Rowland is a 34-year-old Native American male, 5’7" and weighing approximately 170 pounds. Rowland is described as driving a white or grey minivan with the back window broken out with plastic covering it."

UPDATE Chadron police seek public's help locating child 

On Oct. 4, Chadron City Council voted to approve resolutions for sidewalk repairs on Ann Street.&nbsp;

The sidewalk repairs will affect 459, 461 and 601 Ann Street.&nbsp;

"I don't know how frequent this kind of action on council's part is, but I think if you take a look at the pictures and have some of the conversation...you can see that council made very positive steps to get some improvement in these," Chadron City Manager John Sutherland said. "Sadly, sidewalks become one of those neglected things."

Sutherland said economic development is improved when you have a walkable community.&nbsp;

"A community that is friendly to walking and bicycling in town, usually makes to a very vibrant local economy," Sutherland said. "Council has finally taken some action on some sidewalks that have been left untended to for years and years and years. And let's get the property owners to step up and get those taken care of. Council took the right action in my opinion."

Panhandle Post asked Sutherland how soon the sidewalks will be repaired.&nbsp;

"I do not," Sutherland said. "Part of the ordinance requires action with a certain amount of time. I couldn't quote that to you exactly. But I know there was some discussion...it was mentioned that there was a letter that would be sent and notify the property owners. I think they have 60 days to make some&nbsp;affirmative action. The city can be very flexible in working with the property owners to make sure that progress is made without&nbsp;unduly putting anybody in difficulty...getting it done. We'll see how long this takes and how much success we can have here."

Chadron council approve resolutions for sidewalk repairs on Ann Street

CUSTER, SD – Jewel Cave National Monument will offer final cave tours this season on Saturday, October 9.

The monument had success in leading both Historic Lantern Tours and modified Discovery Tours over the summer months. The Historic Lantern Tours finished for the season back in midSeptember to make way for hibernating bats. The final modified Discovery Tours for the seasonwill be available on Saturday, October 9 on a first-come, first-serve basis. With the elevator project continuing, the steep hiking route down into the modified Discovery Tour would not be feasible to lead tours into the winter season.

Though cave tours will cease until further notice, Jewel Cave is also a wonderful place to visit on the surface to enjoy a picnic or go on a scenic hike. The visitor center, park store, and surface trails will continue to be open Wednesdays through Saturdays from 8:30 a.m. to 4:30 p.m., and closed Sundays through Tuesdays.

To ensure safe access to the Senior Center located at 212 Yellowstone Avenue, the Alliance Police Department has asked for people to start at the Northeast corner of East 2nd street and Yellowstone Avenue. CSC announces start of Fall Fund Drive      

OMAHA, Neb. (AP) — A Nebraska man accused of participating in the storming of the U.S. Capitol has pleaded guilty to a single count of disorderly conduct.

 Brandon Straka, of Omaha, entered the plea Wednesday. In exchange, a felony count of impeding a law enforcement officer during civil disorder was dropped. 

In court documents outlining Straka's plea, prosecutors say he entered the Capitol with a mob on Jan. 6. 

In a video Straka recorded, he's heard yelling, “Go! Go! go!” to encourage others to storm the Capitol. 

He later chimed in with a crowd chanting, “Take it! Take it!” as others tried to take a Capitol police officer's shield.

The grounds of the historical park will remain open for visitors to enjoy hiking, picnicking, wildlife watching and other activities.

Ash Hollow’s fall hours of operation for the visitor center and cave are 10 a.m.-4 p.m. Wednesday-Sunday. They will close for the season Oct. 31. Tours are by appointment only by calling 308-778-7708.

As schools have returned to session and park staffing levels have become more limited, park managers have made adjustments to hours of operation and services as needed. The Nebraska Game and Parks Commission encourages its patrons to call ahead before visiting a park to check on activity times and availability to ensure a great park experience.

LINCOLN&nbsp; — Harvest is in full swing across Nebraska and the Nebraska State Patrol encourages all motorists to be aware of agriculture equipment traveling on roads throughout the state.

“Agriculture producers across Nebraska are busy moving from field to field right now, so all motorists should stay alert for slow-moving ag implements,” said Captain Martin Denton, Commander of NSP Carrier Enforcement. “At the same time, we ask all ag producers to be safe on the roads as well.”

Motorists are reminded that combines, grain carts, tractors, and other agriculture implements typically travel at slower speeds. Due to their dimensions and loads, operator visibility is often reduced. Drivers are urged to be cautious when approaching, following, or attempting to pass farm vehicles.

Ag producers across Nebraska utilize a harvest permit to move their products to market. There are a number of benefits with this permit, including a gross overweight allowance of up to 15 percent above state law. To utilize the harvest exemption, the product owner should provide the hauler with a signed statement of origin and destination,&nbsp;<a href="https://statepatrol.nebraska.gov/sites/default/files/seasonal.exception.form.pdf" target="_blank">such as this example.</a>

Haulers should maintain the safety of their vehicle by conducting pre-trip inspections, voluntarily comply with traffic safety laws, display warning signs on machinery, use flashing yellow caution lights when traveling, and be aware of vehicles that may be attempting to pass.

“Harvest season is a busy time around Nebraska,” said Captain Denton. “We can all show our appreciation to Nebraska farmers and ranchers by keeping an eye out on the roads and helping get their valuable products to market. Let’s work together to make this a safe harvest season.”

CHADRON – Dr. Jennifer Green, Associate Professor at Michigan State University, will receive the Distinguished Young Alumni Award during Chadron State College’s Homecoming.

The Distinguished Young Alumni Award is presented to CSC alumni 40 years of age or younger who have distinguished themselves in their chosen career or community or shown exceptional service to the college.

Green graduated from CSC in 2004 with a Bachelor of Science in Secondary Mathematics Education. She worked at the University of Nebraska Lincoln as a graduate teaching assistant and graduate research assistant while earning her Master of Science in Statistics in 2006 and doctorate in Statistics in 2010.

For three years, she served as a Research Assistant Professor at the University of Nebraska Lincoln before becoming an Assistant Professor in 2013, and an Associate Professor in 2018 at Montana State University. In 2020, she joined Michigan State University as an Associate Professor in the Department of Statistics and Probability and the Program in Mathematics Education.

She has received numerous honors and awards including the College of Letters and Science Outstanding Teaching Award from Montana State University and the Ron Wasserstein Award for Best Contributed Paper Sponsored by the Statistical Education Section at the 2018 Joint Statistical Meetings from the American Statistical Association.

Additionally, Green has written many research grants to explore effective communication, teaching, and learning in mathematics and statistics. She contributed to several publications and manuscripts and serves as a section editor for the Journal of Statistics and Data Science Education.

She presented at numerous conferences across the U.S. and abroad, including the U.S. Conference on Teaching Statistics, the International Conference of the ERCIM Working Group on Computational and Methodological Statistics, and the Expanding Your Horizons Conference.

Green lives in Haslett, Michigan, with her husband, Joe, and two daughters, Brianna and Lily.

LINCOLN, Neb. (AP) — Prison officials in Nebraska say two inmates have died in as many days, including one who had test positive for COVID-19 prior to his death.

 The Nebraska Department of Correctional Services said in a news release that an inmate in his 40s died at a Lincoln hospital Tuesday night after testing positive for the virus. 

The department did not say which prison the inmate had been housed in or give his name, citing hospital privacy laws.

 The inmate's death came a day after the death of 36-year-old inmate Robert Camacho at the Community Corrections Center in Omaha.

 Camacho was serving a 15- to 20-year term for arson. 

A grand jury will investigate the deaths of both inmates.

Officials report back-to-back deaths of Nebraska inmates

CHADRON – Law enforcement officers met with more than 20 students and community members Thursday at Chadron State College’s Sandoz Center Chicoine Atrium.&nbsp;

Chadron Police Officer Sam Cafferty, who organized the event, studied Criminal Justice at CSC and played football team. His interest in law enforcement was encouraged by his uncle, an officer for the Boise Police Department in Idaho, and grew though riding along with officers as part of his high school senior project.

Cafferty adapted the idea of an informal gathering of law enforcement and students from Cops and Coffee, a past event on campus. He said his goal was to create an open space for students and community to get to know local law enforcement, including the Dawes County Sheriff’s Office, the Nebraska State Patrol, and Nebraska Game and Parks.

“We’re just people too and we’re part of the community,” Cafferty said.

Bridges Out of Poverty: Institutional Lens

Bridges Out of Poverty: Institutional Lens will be offered on Thursday, October 14, 2021, at Western Nebraska Community College in Scottsbluff. This is the second of four in the Bridges series. Bridges: Institutional Lens is an in-depth extension of the Bridges Out of Poverty workshop, introducing change strategies for agencies, organizations, and other institutions that work with people who live in poverty. What we learned in Bridges Out of Poverty will be applied to program designs, policies, and procedures.

Bridges Out of Poverty is a national program series designed to help a community understand, alleviate, and work with those in poverty. Bridges believes that organizations and communities who want to reduce poverty must first understand the mindset of the people they serve. The ultimate goal is to increase the likelihood of moving from welfare to work, especially for those living in generational poverty, families who have lived in poverty for at least two generations.

In June, Bridges Out of Poverty: Part 1, Individual Lens was presented at the Alliance High School Performing Arts Center. Participants learned about poverty research and the hidden rules of class, resources, family structure, and language. If you didn’t grow up in poverty, you may not know that there are hidden rules that are followed by people in each class: poverty, middle class, and wealth. People think and act differently based on the class they were raised in. Schools and businesses use the rules of the middle class. These rules are not often taught and are therefore confusing to people raised in poverty households.

The developers of Bridges Out of Poverty suggest that poverty isn’t about whether you are above or below a certain income, but instead about “the extent to which an individual does without resources.” These resources include financial, emotional, mental, spiritual, physical, support systems, and relationships.

Support systems taken for granted by most of us are largely nonexistent for those who live in poverty; they are often in survival mode and rely on relationships with family and friends. Bridges provides a deeper understanding of their challenges and strengths, and helps us work together to develop connections to other resources.

Program evaluations for Bridges Out of Poverty: Part 1, Individual Lens were outstanding, with people excited about what they had learned. The only concern was that they didn’t know how to apply it – what’s the next step? That is what will be covered in Bridges: Institutional Lens.

Funding for the Bridges series and speakers is from several sources: The Medica Foundation, Western Nebraska Community College, Panhandle Partnership, the Alliance Ministerial Association, United Way of Western Nebraska, CAPstone, Community Action Partnership of Nebraska, and the Alliance Poverty Task Force.

Because of the generosity of these organizations, future programs in the Bridges series will be available in the Panhandle over the next two years, with Part 3: Community Lens in Alliance on June 9, 2022.

Partial street closure on Laramie Avenue to Box Butte in Alliance

CHADRON – Chadron State College graduate Mack Rawhouser is being honored with the college’s Distinguished Alumni Award for his long and notable career as an educator, coach, civic leader, and community volunteer.

He originally enrolled at Chadron State College in 1967, but joined the Army in 1968 and served in Vietnam until he was honorably discharged in 1970. Following his discharge, Rawhouser returned to CSC and graduated in 1975 with a degree in industrial technology education.

In 1972, Rawhouser married Ruth Filmore, and they were honored as Mr. And Mrs. CSC in 1975. After graduation, his first job was teaching industrial arts and coaching volleyball in Hay Springs.

A year later, he was offered a job as an industrial arts teacher, assistant football coach, and boys' basketball coach at Big Piney, Wyoming.

During Rawhouser's 31 years of teaching and coaching at Big Piney, he was named the Rocky Mountain Athletic Conference Boys Basketball Coach of the Year from 1982 to 1985 and again in 1987 and 1988. In addition, he was selected as the Assistant Coach for the first Boys North-South All-Star Basketball Game in 1984 and Wyoming Coaches Association Coach of the Year for 2A Boys Basketball in 1987.

Rawhouser later became the girls' basketball coach for the Sublette County School District and was named Rocky Mountain Athletic Conference Girls Basketball Coach of the Year from 1992 to 1996. In 1992, he was selected as Co-Head Coach in the North-South Girls All-Star Basketball Game and named the Wyoming Coaches Association Coach of the Year for 2A Girls Basketball.

From 1992 to 1998, Rawhouser was a representative for the Wyoming High School Activities Association Board of Directors for 2A Basketball. He also served as Chairman of the Sublette County Recreation Board and was Vice Chairman for Region 5 Board of Cooperative Educational Service for Southwest Wyoming for six years.

Rawhouser retired from teaching and coaching in 2007, but still continued to advocate for Wyoming athletics. He was a member of the Wyoming Activities Association Board of Directors, the Vice Chairman of the Sublette School Board, and served as a Sublette County Commissioner.

In 2011, he was presented with the Wyoming Coaches Hall of Fame Distinguished Service Award. In 2013, he was inducted into the Big Piney High School Athletic Hall of Fame. He also served as Western Sublette District No. 9 Board of Cooperative Educational Services Director and an Outreach Coordinator for Western Wyoming Community College He is the acting Commander of American Legion Post 78 in Big Piney.

He and his wife, live in Big Piney, and have one son, Charlie.

By OLIVIA BRYANT, CSC College RelationsCHADRON – Chadron State College graduate Mack Rawhouser is being honored with the college’s Distinguished Alumni Award for his long and notable career as an educator, coach, civic leader, and community volunteer.He originally enrolled at Chadron State College in 1967, but joined the Army in 1968 and served in Vietnam until he was honorably discharged in 1970. Following his discharge, Rawhouser returned to CSC and graduated in 1975 with a degree in industrial technology education.<figure>

 </figure>In 1972, Rawhouser married Ruth Filmore, and they were honored as Mr. And Mrs. CSC in 1975. After graduation, his first job was teaching industrial arts and coaching volleyball in Hay Springs.A year later, he was offered a job as an industrial arts teacher, assistant football coach, and boys' basketball coach at Big Piney, Wyoming.During Rawhouser's 31 years of teaching and coaching at Big Piney, he was named the Rocky Mountain Athletic Conference Boys Basketball Coach of the Year from 1982 to 1985 and again in 1987 and 1988. In addition, he was selected as the Assistant Coach for the first Boys North-South All-Star Basketball Game in 1984 and Wyoming Coaches Association Coach of the Year for 2A Boys Basketball in 1987.Rawhouser later became the girls' basketball coach for the Sublette County School District and was named Rocky Mountain Athletic Conference Girls Basketball Coach of the Year from 1992 to 1996. In 1992, he was selected as Co-Head Coach in the North-South Girls All-Star Basketball Game and named the Wyoming Coaches Association Coach of the Year for 2A Girls Basketball.From 1992 to 1998, Rawhouser was a representative for the Wyoming High School Activities Association Board of Directors for 2A Basketball. Rawhouser to receive CSC Distinguished Alumni Award

Nebraskans continue to tell me their top priority is relief from local government property taxes.&nbsp; Since taking office, addressing this issue has been my number one priority.&nbsp; This budget cycle—thanks to the support of farmers, ranchers, homeowners, and small businesses—we will deliver historic amounts of property tax relief.

From 2015 to 2019, I worked with the Legislature to nearly double the Property Tax Credit Relief Fund from $140 million annually to $275 million per year.&nbsp; In 2020, we passed a landmark property tax relief bill—LB 1107.&nbsp; It created a refundable property tax credit that Nebraskans were able to claim for the first time when filing their 2020 state income taxes. &nbsp;Additionally, the 2021 session mainline budget bill further increased the Property Tax Credit Relief Fund to $313 million annually.&nbsp;

During the Legislature’s regular session in 2021, we had our biggest success to date.&nbsp; Senators and I worked together to control spending growth and deliver a historic amount of tax relief.&nbsp; The current two-year budget which we agreed upon limits spending growth to 2.4%.&nbsp; The four biennial budgets I have worked on with the Legislature have an average annual growth rate of less than 2.5%.

While we’ve kept spending in check, we’ve also seen rapid growth in Nebraska.&nbsp; This growth is evident in the State’s increased revenues, which grew 19.2% beyond projections this past fiscal year (July 1, 2020 to June 30, 2021).&nbsp; They’re exceeding expectations again this fiscal year, having surpassed the forecast by $55 million through the first two months.

This is important because the Refundable Income Tax Credit created in LB 1107 is set to grow as tax revenues exceed expectations.&nbsp; Last year, the credit was worth $125 million statewide, offsetting 6% of local school property taxes.&nbsp; This year, the credit will jump to $548 million.&nbsp; This will offset 25.3% of your local school property taxes. &nbsp;Taxpayers will receive this credit when they file their state income taxes in 2022.

By controlling spending and growing Nebraska, we’ve been able to deliver a historic amount of tax relief.&nbsp; Over the next two years, Nebraskans will see over $1.9 billion of direct property tax relief and over $2 billion of estimated total tax relief.&nbsp; This means in the current two-year budget (FY 2021-2022 and FY 2022-2023), tax relief will represent about 20% of the State’s overall general fund budget—a historic accomplishment.

In addition to property tax relief, Senators and I agreed upon a number of other important tax measures this year.&nbsp;

While we’ve made progress on tax relief, there is more work to do. &nbsp;We need to make sure that the benefits of our state’s growth go to Nebraska families instead of local governments. &nbsp;We can’t afford to see our hard work get squandered by unrestrained spending from political subdivisions.&nbsp; Local government property taxes have increased 4.3% per year over the past decade in Nebraska.&nbsp; That may not sound like much, but when compounded over 10 years, it’s a 51.8% increase.&nbsp; By comparison, income grew 48% and inflation just 18.7% during the past decade.&nbsp;

Additionally, property values are rising quickly in much of the state.&nbsp; In my experience, local governments rarely lower their levy rates to adjust for property valuation increases. &nbsp;A year-over-year jump in property valuation means taxpayers see their property tax bills go up substantially, even if levy rates remain unchanged.

Earlier this year, Senator Tom Briese proposed LB 408 to cap the annual growth of local government property taxes at 3%. &nbsp;A limit like this would protect Nebraskans from seeing their tax bills go up faster than their family budgets can afford.&nbsp; Over the last six years, we’ve limited State spending growth to 2.5% annually, so it’s reasonable to cap local growth at 3%.&nbsp; Under LB 408, local governments would retain authority to override the 3% limit with voter approval.&nbsp; The override process provides flexibility to political subdivisions, but also empowers voters to block significant tax hikes.&nbsp; Local governments shouldn’t fear financial accountability. &nbsp;If there’s a need for more resources, elected officials should make that case to voters.&nbsp;

Last spring, we were able to get support from 29 Senators on LB 408, only 4 votes short of advancing it.&nbsp; As the 2022 session approaches, I’m working with Senators on new tax plans.&nbsp; We’ll need Nebraskans to engage in the legislative process to win support for additional tax relief.

 <li>Veterans Tax Relief:&nbsp;We exempted 100% of military retirement benefits from state income taxation.&nbsp; This will boost our workforce by helping&nbsp;to retain and recruit veterans who’ve recently completed their service.</li><li>Social Security Tax Relief:&nbsp;We provided a tax exemption for 50% of Social Security income that will be phased in over time.&nbsp;</li><li>Ag Land Valuations Reduction:&nbsp;We enacted legislation to reduce ag land valuations from 75% of market value to 50% of market value for the purposes of property taxes for bond issues.&nbsp; This will reduce the tax burden on farmers and ranchers.</li><li>Water Tax Exemption:&nbsp;We exempted residential water service from sales taxes.</li><li>Truth in Taxation:&nbsp;We passed “truth-in-taxation” legislation to require local governments to notify taxpayers whenever their property tax askings are scheduled to increase more than 2%.</li><li>Job Creator Tax Relief:&nbsp;We started the process to align taxes on job creator income with that of taxes on individual income.</li>

Gov. Ricketts: Historic property tax relief

CHADRON – Stephanie (Olson) Dantzler, Deputy Director of the Cyberspace Operations Integrated Planning Element-European Command in Stuttgart, Germany, will be honored during Homecoming with Chadron State College’s Distinguished Alumni Award.

The Distinguished Alumni Award is presented to CSC graduates who demonstrate exceptional service to the college or distinguish themselves in their career or community through volunteer efforts.

Dantzler graduated from CSC with a Bachelor of Science in Business Education in 1987. She began her teaching career in 1989 at Big Horn High School, Big Horn, Wyoming teaching business and coaching track. In 1991, she took a position overseas in Guantanamo Bay, Cuba with the Department of Defense Dependent Schools teaching high school business and computer classes and coaching volleyball. During that time, she completed a Master of Education in Educational Media and Computers from Arizona State University.

In 1995, she transferred to Panama City, Panama and taught computer classes for one year at Balboa High School, she was later promoted to be the School Site Computer Coordinator at Howard and Kobbe Elementary Schools. In 1997, Stephanie moved to Miami, Florida and transitioned from teacher to Department of Defense Contractor. She spent five years working at U.S. Southern Command as a system administrator, webmaster and Information Assurance policy analyst.

In 2002, she moved to the Middle East, working for the Department of Defense Information System Agency supporting US. Central Command Theater Command, Control, and Communications in Manama, Bahrain. In 2004, she took a position in Stuttgart, Germany and spent ten years working as a Computer Network Defense Analyst, Chief of Cyber Defense, Policy, Strategy and Engagement and the Chief of International Cyber Engagement. In 2006, she completed her second Master's Degree in Information Assurance and Computer Network Defense from Capitol College. In 2007, she transitioned from DoD Contractor to Government Service Civilian as a GS-14.

In 2014, Dantzler moved back to the US to join the Defense Human Resource Activity organization in Alexandria, Virginia, as the Chief, Cybersecurity Compliance Branch with the Defense Civilian Personnel Advisory Service. She also served as the acting Chief of the Governance and Compliance Division before becoming the Information Systems Security Officer for the Defense Manpower Data Center.

Stephanie was accepted into the DoD Senior Leadership Development Program in 2017. During that time, she attended the U.S. Naval War College and received her third Master's Degree in National Security and Strategic Studies. She also spent a year on an experiential assignment

with the United States Department of Agriculture and served as a Policy Analyst for the Office of Homeland Security, National Policy Division in Washington, D.C. In June 2019, she was promoted to a GS-15 civilian with the United States Air Force and hired as the Deputy Director of the Cyberspace Operations Integrated Planning Element supporting European Command in Stuttgart, Germany.

Throughout her civilian career, Dantzler has received several significant awards, including the Joint Civilian Service Achievement and Commendation awards and the Employer Support of the Guard and Reserve Patriot Award. She has also produced various publications for U.S. European Command on the topics of cyber defense and engagement.

Stephanie is the deputy chair and board member of the Stuttgart Women’s Mentorship Program, a member of the European Command Diversity, Equity and Inclusion working group, and a mentor for the Girls Security mentorship program. She is also a Distinguished Toastmaster.

She is a native of Chadron, Nebraska, married to Damon Dantzler and has two adult children, Saffron and Darius.
