LIHEAP, the Low Income Home Energy Assistance Program, helps families with their energy costs. Through LIHEAP, federal funds provide assistance to reduce the costs associated with home energy bills, weatherization, and minor energy-related home repairs. When summer comes electric bills go up, and LIHEAP can help.

LIHEAP is managed by DHHS, the Nebraska Department of Health and Human Services. The information in this article is from their publications and website.

To qualify for LIHEAP, a household must have an income at or below 150% of the federal poverty level. There are tables on the dhhs.gov website showing what that amount is for different household sizes. The household must be responsible for paying the energy utilities. There are citizenship and residency requirements, and there are some factors that make a household ineligible.

LIHEAP offers both heating assistance and cooling assistance. The cooling season is from June

1 st &nbsp;through August 31 st . Payments are made one time per cooling season directly to the utility company to reduce the amount a household must pay to utility providers. The household is required to pay the remainder of their utility bill.

Cooling assistance is harder to obtain than heating assistance. To qualify, a household must be LIHEAP eligible and include at least one member who is 70 or older, a child under age 6 who receives ADC (Aid to Dependent Children), or the household has received an air conditioner from DHHS within the last four years. The household might also have a person who has a severe illness or medical condition that is aggravated by extreme heat; this must be verified by a licensed healthcare provider who files Form IM-55.

A LIHEAP household might qualify for the purchase of a window air conditioner. DHHS will ask the household to provide estimates for the cost. A household is not eligible if they have received assistance to buy a window air conditioner within the last 60 months.

Financial assistance is available for the repair or replacement of a furnace or central air conditioner. up to $750. To qualify, a household must be eligible for LIHEAP heating assistance (furnace) or cooling assistance (central air conditioner). They must provide documentation that the repair or replacement is necessary and provide estimates for the cost of the repair or replacement as requested by DHHS. They may receive up to $750. Sidney Police investigating a burglary that took place at the Rock

LINCOLN, NEB. —&nbsp;Twenty Nebraska State Troopers were honored Tuesday for their work to keep Nebraska roadways safe from impaired drivers. The troopers received the “Heroes Award” from Mothers Against Drunk Driving (MADD).

“Every DUI arrest has the potential of saving lives,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “These troopers represent great examples of that life-saving mission. We’d like to thank MADD for their tireless advocacy to keep Nebraska roadways safe.”

Each year, MADD honors troopers, officers, deputies, and advocates from across Nebraska for their work to prevent drunk driving. Those honorees work in areas of enforcement, education and awareness, and advocacy. In total, 20 troopers were honored. Those troopers include:

In 2023, troopers arrested 1,187 people for driving under the influence of alcohol or drugs. So far in 2024, troopers have made 483 DUI arrests.

“As the summer months approach with family gatherings and community events, it’s critical that we all do our part to keep Nebraska roads safe,” said Colonel Bolduc. “If any of your summer celebrations involve alcohol, plan ahead and have a sober driver ready.”

Any motorist can report a dangerous or impaired driver by calling *55 to reach the NSP Highway Helpline.

20 Troopers honored by MADD For Impaired Driving Enforcement

The state parks department is offering prizes for hikers who trek down 45 designated trails across Nebraska as part of a “Trail Trek” competition that begins Wednesday.

Participants must snap a picture of a Trail Trek sign on the designated trails, then submit the photograph online to&nbsp;<a target="_blank" href="https://outdoornebraska.gov/about/press-events/events/your-parks-adventure/">YourParksAdventure.com</a>.

The more trails trekked, the more chances to win prizes that will be awarded after the hiking program ends Oct. 31.

The prizes vary from outdoor gear and a two-night cabin stay at a Nebraska state park, to an annual subscription to Nebraskaland Magazine.

Hiking and spending time outdoors is not only good for your physical health, but also your mental well-being, according to Bob Hanover, parks division assistant administrator for the Nebraska Game and Parks Commission.

“Trail Trek encourages people of all abilities to join us outdoors to explore trails, see new sights, and explore healthy ways to spend time together or get away from it all,” Hanover said. “Nebraska has many great trails to discover.”

Several of the designated trails are at state parks, but others are at city, county and federal parks or those maintained by the Papio Missouri River Natural Resources District.

The Trail Trek signs, which feature the mascot Kit the Raccoon, are typically within a half mile of the trailhead. About half of the trails are handicapped accessible.

NORFOLK, NEB.&nbsp; — A Madison Public Schools teacher has been arrested following an investigation by the Nebraska State Patrol into inappropriate contact with a student.

Last week, State Patrol investigators received information regarding an allegation of an inappropriate relationship between a teacher and student at Madison High School, in Madison. Following an investigation, an arrest warrant was issued Monday, May 20, for Nixel Ortiz, 29, of Madison. The arrest warrant was for a charge of sexual abuse by a school employee.

Monday, Ortiz was located by the Madison County Sheriff’s Office. She was arrested and lodged in Madison County Jail. The investigation remains ongoing.

Nebraska teacher arrested for inappropriate relationship with student

SCOTTSBLUFF, Neb. -&nbsp;Planning has begun for the 13th annual Platte Valley Companies Monument Marathon, scheduled for Sept. 28. The race will again have a full marathon, half marathon, 5K run/walk, and a three-person half-marathon relay.

The Platte Valley Companies Monument Marathon is the largest annual fundraiser for the Western Nebraska Community College Foundation which supports students, programs, and facilities at WNCC. Last year the marathon celebrated its 12th year as a premier event in Scotts Bluff County, drawing runners to the area from around the country, and raising $47,251 dollars for WNCC students, bringing the total funds raised to $557,536 since the marathon's inception in 2012.

Jennifer Reisig, race director and WNCC Foundation executive director stated "This success is made possible by the generosity of Platte Valley Companies, and their CEO, Hod Kosman. We are so grateful to them for their support for the thirteenth year in a row.”

"We are very honored to be a part of such a good organization," Kosman said. "We're very thankful to WNCC and we're pleased that we can add value back to those in our community who make this community an even greater success."

Reisig also mentioned the course changes made last year.

“In 2023 we made some notable changes to our course when we recertified the race as a Boston Qualifying course for another 10 years," she said. "Feedback about the changes was very positive from both runners and race personnel. What hasn’t changed is the purpose of the race: to promote the beauty of the region, to build tourism, to encourage a healthy lifestyle, and most of all to support WNCC students.”

Two WNCC students were in attendance to speak about the support they have received because of the marathon and to talk about how they in turn helped at the marathon last fall. New WNCC President, Greg Dart, chatted with the students about their experiences.

Victoria Schwartz, who graduated this month from WNCC with her Associate Degree in Nursing found herself her home at WNCC and said that the scholarships she received from the Foundation kept her in school and out of debt.

"I was paying for college out of pocket," Schwartz said. "These scholarships really help students like me to finance my goals and get me to this point in my nursing career. These scholarships allowed me to come out of school debt free."

Ben Firminhac, of Torrington, Wyoming, and freshman on the Cougar baseball team, was also able to volunteer at the Monument Marathon last year.

"It was really cool to see how big of a deal (the marathon) was and how many people participated and how great those people were," Firminhac said. "There were people that I knew from Torrington and it was just really special to see how big of a deal it is to the community."

"It just brings the community as a whole together," Schwartz said. "It brings people in that might not come from such a small community and don't know what it means to really know everyone. Being allowed to volunteer and cheer on the runners and hand out water or whatever it might be gave me satisfaction in ways of showing what our community is all about."

Schwartz will begin her career as a registered nurse at CHI Health - St. Elizabeth Regional Medical Center in Lincoln next month. Firminhac will continue pursuing his Elementary Education degree in the fall.

Last year, 533 registered runners came from 36 states and 5 countries to run the Monument Marathon. For the September 28, 2024 race there are already over 125 runners registered from three countries and 23 states.

Scottsbluff police investigate multi-vehicle accident 

The $1.2 million expansion of the Mare Barn Campground at Fort Robinson State Park is scheduled to open this week, bolstering the northwestern Nebraska attraction's reputation as the state's premier destination for those traveling with horses.

Donita Morava, a superintendent at the park, said the 24 new sites and new horse pens at the west end of the park's main complex will open May 24 if no snags occur as contractors finalize electrical work.

The new sites, which doubled the campground’s previous capacity, provide hook-ups for 50-amp electricity, water and sewer. They are all paved and long enough to accommodate a truck and trailer. Three of the new sites are designed to comply with the Americans with Disabilities Act.

“We still need to add some trees and get the grass to grow, but the sites are ready for people to camp on them,” she said.

Half of the campground’s sites are available for reservation, while the other half are first-come, first-served. To reserve the sites, people may visit the “Make a Reservation” link at OutdoorNebraska.gov.

The 30 new pens near the campground are expected to be popular with visitors who want a place to put horses during their stay. The 20-by-24-foot open-air pens complement the historical Mare Barn Complex, which was renovated in 2020.

Morava said the pens have long been requested by visitors, as some horses aren’t used to being indoors, especially in hot weather. This gives visitors an option.

The Mare Barn offers stalls in 20,000 square feet of space over a 300-yard-long footprint in the shape of a C. It originally housed the broodmares when Fort Robinson served as a remount depot for the U.S. Army from 1919 to 1945.

Four of the original 24 sites offer full hook-ups, with the rest providing electrical service. A new shower house was installed at the campground in 2022.

Morava said Fort Robinson’s rich history in horses — both as a state park and its former role as a cavalry base — make it an ideal attraction to cater to the rising popularity of equestrian activities nationwide.

“It’s going to become increasingly popular as time goes on,” she said. “People love to bring their horses to experience the open spaces of the Pine Ridge.”

The Mare Barn Campground is one of three campgrounds at the park. There are 98 sites with varying levels of amenities at the Soldier Creek Campground and 157 full hook-up sites at the Red Cloud Campground. Both are on the other side of the main park complex, east of U.S. Highway 20.

According to AAA’s 2024 Memorial Day Travel Forecast, nearly 3.1 travelers from the West North Central Region ((WNC): IA, KS, MN, MO, ND, NE, SD) will journey 50 miles or more.

Unfortunately, many of them will experience car trouble. Nationwide, AAA expects to rescue more than 378,000 stranded motorists, during the holiday weekend – an increase of 5% from last year. The three most common reasons drivers call AAA are for flat tires, dead batteries, and lockouts.

“As you finalize your travel plans for the holiday weekend, make sure your vehicle is ready for the road,” said, Brian Ortner, Public Affairs Specialist for AAA – The Auto Club Group. “We encourage all drivers to get a pre-trip inspection of their tires, battery, brakes, and other basics. This could help prevent a breakdown before it happens.”

AAA Tips for Drivers who Experience Car Trouble

Preparing your vehicle is one thing. It’s also important that drivers are personally ready to focus on the road. AAA provides the following safe driving habits, as a reminder for drivers:

The Alliance Volunteer Fire Department was called to a structure fire early Sunday morning May 19th.

Assistant Fire Chief Nick Hinman tells Panhandle Post that the initial page was issued at 4:03am.  The residential fire spread over two stuctures; the first structure was a total loss while the second was severely damaged.

The Nebraska Panhandle crop report for the weekend ending May 17, shows despite a slight delay in planting due to wet fields, the sugar beet crop is planted and emerging. Corn planting should be completed by this time next week. Corn is also emerging across the Panhandle. Winter wheat looks good to particularly good across the southern and northern Panhandle growing areas. Alfalfa is progressing towards the first cutting, with a few reports of alfalfa weevil showing up. Alfalfa weevil may still be a problem after first cutting and growers are encouraged to scout their fields.

Irrigation water diversions and deliveries are taking place in the North Platte Valley canals and growers are taking advantage to irrigate alfalfa and other crops. Dry edible bean planting will be starting soon and take place over the next several weeks.&nbsp;

The weather forecast for the week preceding Memorial Day weekend is for chances of precipitation and cooler temperatures.

Planting And Crops Looking Good In The Panhandle

Environmentalism and education intersect for
Box Butte County students at their schools and in their communities, what I
have referred to as Bulldog Green in regard to Alliance Public Schools. This
past Friday, my son chose what he said was just the right t-shirt in
preparation for a litter pickup at Dirty Pop with his fourth grade class.
Spring outings to bag trash continue to be a popular choice though youth,
teachers, staff and administrators put what they learn about the environment
into practice throughout the academic year. Keep Alliance Beautiful Education
Coordinator Carlie Foster instills the importance of recycling in ways that
enhance classroom curriculum.

Area schools undoubtedly incorporate a range
of “green” classroom assignments. Typically, things appear on my radar when we
are involved at the KAB Recycling Center. Ross (an APS bus driver), with a high
school student or two in tow, delivers cardboard and white paper daily, for
instance. We collect at St. Agnes Academy, every week from the kitchen then
arrive at least once a month so the eighth graders can load recyclables from
the rest of the building. Alliance High School’s student council gathered (primarily)
aluminum cans and plastic bottles and a dozen of the National Honor Society
members visited the center to clean up around the building and sort curbside
bags. Most recently, I led a tour of the center for a group of 22 first graders
from Hemingford who were enjoying a recycling-themed field trip.

My crew also heard about our education
efforts, whether unloading what the recycling “monsters” ate or collecting
plastic bottles for a craft. Carlie reviewed her first school year with KAB
last week as we met before she left to play recycling-themed Minute To Win It
games saying it went well. “I love kids have a face to go with recycling.”

Considering changes for 2024-25, Carlie wants
to transition from teaching processes to applying what the children have
learned. “I want to do better about branching out and doing things that really
help the Earth,” she said. “Overall, I’m excited about what I did. A big thanks
to the teachers and administrators who allowed me to come in and take up
instructional time.”

September – Healthy Kids Day at the ARC:
recycling relay with grabbers to get pieces into the right bin. Black Ops began
for third graders at Grandview (five classrooms) and SAA (one). Carlie hopes to
add a classroom at IELS next year and would like to include Hemingford.

October – Monster recycling at Emerson’s four
second-grade classrooms. “Probably the biggest thing (I did this year),” she
said. Halloween toilet roll center crafts: Emerson first graders made spiders
and ghosts.

November – America Recycles Day: a scavenger
hunt open to all Alliance and Hemingford students. Participants collected five
different items and entered a drawing that yielded 14 winners of $25 cash or
selected toys. Reuse Relay at the ARC: Carlie taped large boxes together and
the children rolled in them down the gym floor like hamsters.

January – AMS sixth grade cardboard Picasso:
Cut out pieces and layered, stacked, glued and painted.

February – Valentine’s Day boxes: collaborated
with Cynthia at the Alliance Public Library. Globe Craft: IELS, Kiddie Kampus
and Honey Bear students painted an imprint of their hand like a globe and wrote
“You mean the world to me.”

March – Calendar Contest: Met with students to
encourage submission of entries of artwork for the Nebraska Department of
Environment and Energy’s 2025 calendar. The schools responded with 300-400
entries. Carlie also made a xylophone after AMS donated used PVC pipes. The
instrument is now part of the playground at Emerson Elementary School.

May – Minute to Win It games for K-5 students.
Black Ops: Carlie presented graduates of the program t-shirts upon completion
of the last mission: cleaning up their playground together.

CHADRON – Chadron State College has announced the undergraduate students qualifying for the Spring 2024 President’s and Dean’s Lists. The President's List consists of students with a 4.0 cumulative grade point average on a 4.0 scale. Students met the requirements for the Dean’s List by earning at least a 3.5 cumulative grade point average.
