LANCE FRITZ, Union Pacific, Omaha&nbsp;

Lance Fritz&nbsp;is Union Pacific chairman, president and chief executive officer. He stepped into these roles in 2015, when he was also elected to the corporation’s board of directors. He began his Union Pacific career in July 2000 as vice president and general manager – Energy in the company’s Marketing and Sales Department. Since then, Fritz has served as executive vice president – Operations, vice president – Labor Relations, and president and chief operating officer. Fritz graduated from Bucknell University and earned a master’s degree in management from Northwestern University.

He serves as a member of the board of directors of Parker-Hannifin Corporation, Business Roundtable, The Business Council, Nebraska Medicine, Omaha Zoological Society, STRATCOM Consultation Committee and the Association of American Railroads. He also serves on the Georgia Institute of Technology president’s advisory board. Sid Dinsdale&nbsp;is Chairman of Pinnacle Bancorp, Inc., a family-owned business that owns 100% of four bank charters: Pinnacle Bank Nebraska, Bank of Colorado, Pinnacle Bank Texas and Pinnacle Bank Wyoming. He grew up in Palmer, NE, a town of 425 people, and grew up working in the family feedlot, hay fields and irrigation operations. After graduating from Palmer High School, Dinsdale attended Hastings College then transferred to the University of Nebraska-Lincoln, where he graduated with a degree in Finance.

He later attended the Graduate School of Baking at the University of Colorado and completed the Presidents Program at Harvard University. HORNADY FAMILY, Hornady Manufacturing Company, Grand Island

Steve and Jason Hornady&nbsp;serve as the President and Vice President of Hornady Manufacturing Company, started by Steve’s father Joyce in 1949. Steve assumed leadership of the company from his father in 1981 and Jason followed in his father’s and grandfather’s footsteps, joining the family business in 2006.&nbsp;

Steve Hornady has been a lifelong shooter, avid hunter and advocate for the shooting sports industry. Steve, a lifetime Nebraska resident, began his career at Hornady Manufacturing in 1971. 10 years later, he took the reins of the company after his father’s passing and led Hornady to what it is today.&nbsp;

2024 Nebraska Business Hall of Fame Honorees Announced

The Federal Energy Regulatory Commission (FERC or Commission) has issued a ruling in a proposed Contract Termination Payment (CTP) submitted by Tri-State Generation and Transmission, Inc. (Tri State) of which Northwest Rural Public Power District (NRPPD) has protested. 

The Commission sided with NRPPD finding that the CTP proposed by Tri-State was unjust and unreasonable. NRPPD currently has an electric wholesale power supply contract with Tri-State, based out of Westminster, Colorado. NRPPD has given notice to terminate that contract effective May 1, 2024.

 NRPPD is situated in the Eastern Interconnection (Nebraska) as opposed to the majority of Tri-State’s service territory in the Western Interconnection (Colorado, New Mexico and Wyoming). NRPPD protested Tri-State’s calculation of the amount due under Tri-State’s proposed CTP, more than $43M, which attempted to recover funds through a Lost Revenue Approach. NRPPD claimed no amount should be paid to Tri-State to cover stranded assets as Tri-State has no generating assets in the Eastern Interconnection serving NRPPD. 

The Commission upheld NRPPD’s protest and determined, “Under the Adopted Balance Sheet Approach, withdrawing members must pay their pro rata share of generation-related assets, debt and other obligations.” The Commission further concluded, “Based on cost causation principles, this pro rata share will be among Tri-State members in the Western Interconnection.” And that, “…Northwest Rural, as an Eastern Interconnection member, would pay its proportion of Purchase Power Agreements that are used to serve its load…” 

Tri-State currently serves NRPPD through Purchase Power Agreements between Tri-State and Basin Electric Power Cooperative, based in Bismarck, ND and from federal hydro-power contracts with the Western Area Power Administration, based in Lakewood, CO. 

General Manager of NRPPD, Chance Briscoe, says, “We appreciate the Commission’s clear recognition that NRPPD and other Eastern Interconnection members receive no benefit from assets owned by Trii State serving those members in the Western Interconnection and that NRPPD is not responsible to cover the stranded cost of those assets.” Briscoe continued, “While this isn’t the final step in securing NRPPD’s alternate future power supplier and left a few questions to be answered, the Commission provided a stark rebuke of Tri-State’s position that NRPPD owed Tri-State in excess of $43M to exit and helped to clear the way for our transition.” 

Additionally, the Commission determined, “We uphold the Modified Balance Sheet Approach’s treatment of patronage capital…” This treatment will allow NRPPD to choose between the normal retirement schedule of patronage capital or a lump sum withdrawal upon exit at net present value. Briscoe says, “NRPPD currently has over $6M of patronage capital in Tri-State and this order will provide the option to receive approximately $4M immediately, rather than waiting 50 or 60 years to receive those funds for the benefit of our customers in the rural Panhandle of Nebraska.”

FERC issues order on Contract Termination Payment between NRPPD and Tri-State

LINCOLN — Gov. Jim Pillen, in his quest to reduce local property taxes, has loaded up a self-described “bold and courageous” proposal to decrease property taxes via an increase in state sales taxes.

The state sales tax rate would climb by 2 cents, from 5.5 cents to 7.5 cents, the Examiner learned Tuesday. Revenue from the 36% hike in sales taxes would be used to help lower local property taxes — a “tax shift” rejected by former Gov. Pete Ricketts as really a tax increase.

A spokeswoman for Pillen said that the “bold and courageous” idea has been prompted by the failure of other recent efforts to decrease local property taxes.

“Nebraskans cannot afford to keep watching their property taxes skyrocket, with absolutely no relief in sight,” spokeswoman Laura Strimple said Tuesday.

A state sales tax rate of 7.5% in Nebraska would make it the highest in the country, according to the&nbsp;<a target="_blank" href="https://www.salestaxinstitute.com/resources/rates">Sales Tax Institute,</a>&nbsp;as of Jan. 1.

The tax shift is the keystone of Pillen’s promised&nbsp;<a href="https://nebraskaexaminer.com/2024/01/02/gov-pillen-previews-his-property-tax-plan-other-goals-for-2024-legislative-session/">“transformative” proposal on property taxes</a>&nbsp;to reduce them from a total of $5 billion a year on all taxpayers to $3 billion. The plan includes a tougher lid on local spending.

Immediate reaction to the proposal, which was endorsed Tuesday&nbsp;<a href="https://nebraskaexaminer.com/2023/07/25/with-property-valuations-skyrocketing-pillen-appoints-working-group-to-consider-reforms/">by a “working group”</a>&nbsp;of government and business officials appointed by Pillen, was mixed.

Sen. Lou Ann Linehan, who chairs the legislative committee that deals with tax issues, said that such an increase deserves a discussion in the Legislature, which opens its 2024 session Wednesday.

Lawmakers, she said, have increased state payments to reduce local property taxes by $1 billion during her seven years in the Unicameral, but property taxes keep rising and have outpaced that additional aid.

“We have to do something about our over-reliance on property taxes in Nebraska.&nbsp;It’s really ridiculous,” said Linehan, a key ally of Pillen in the Legislature.

Under the proposal, groceries would continue to be tax-exempt in the state, possibly blunting some opposition from advocates for low-income Nebraskans. But the cost of other goods, such as automobiles, clothes and supplies such as diapers, would see a jump.

Rebecca Firestone, the executive director of the OpenSky Policy Institute, which analyzes state policies, tweeted that such an increase in sales taxes would make the Nebraska tax code “even more regressive” for lower-income citizens.

“That’s a 36-percent increase for all consumers in the state, for the purpose of reducing taxes for just property owners,” Firestone tweeted.

Is this something that’s going to be really painful, or something we can sell to the public?

Currently, the highest state sales tax rate in the nation is in California, at 7.25%, followed by a handful of states at 7%.

The highest state sales tax rate among Nebraska’s neighbors is in Kansas at 6.5%.

Bellevue Sen. Carol Blood said there needs to be more consideration of such a tax increase by state lawmakers other than what was provided by Pillen’s working group, which was formed in July initially to look at skyrocketing property valuations across the state. Later, the group’s focus turned to reducing property taxes.

“We have to approach this in a more strategic fashion,” Blood said. &nbsp;“The solution for less property taxes isn’t more taxes.”

Blair Sen. Ben Hansen said that if the result of a sales tax hike is a net decrease in total tax load, by decreasing property taxes, that’s a good thing.

“I’ve always thought that sales tax and consumption tax were more fair than property tax,” Hansen said, because you have some choice in whether to purchase an item.

Hansen added that there’s frustration among lawmakers that past efforts to decrease local property taxes haven’t been as successful as hoped. Then property valuations spiked by double digits during the past year, prompting more desire for change, he said.

“I think what happened with valuation increases really upped the appetite among senators to be a little more bold,” Hansen said.

Sen. Joni Albrecht of Thurston, who was part of the working group, said lawmakers need to demonstrate that they’re “serious” about tackling the No. 1 issue in the state: high property taxes.

Albrecht said the working group looked at a lot of options, including eliminating some current sales tax exemptions.

“We were peeling people off the ceiling with some of those,” she said.

Albrecht, like others, said that the 2-cent increase is just the starting point and that it could be amended lower. She suggested that if property taxes are lowered, that could be passed along to renters.

The big question, Albrecht said: “Is this something that’s going to be really painful, or something we can sell to the public?”

Two other senators on the working group, Brad von Gillern of Omaha and Eliot Bostar of Lincoln, said they wanted to see the complete proposal from the governor before commenting.

A Lincoln car dealer — who would see the price tag for a $10,000 vehicle increase by $200 — had a lukewarm reaction immediately on Tuesday.

Tom Dean of Durst Motors said Lincoln residents are already paying about 10% to license a car when considering local and state sales and licensing fees, though a 2-cent sales tax hike “is no small item.”

“I don’t care to pay any taxes,” Dean said, adding that the big problem in government is too much spending.

The plan includes a tougher lid on local spending.Immediate reaction to the proposal, which was endorsed Tuesday&nbsp;<a href="https://nebraskaexaminer.com/2023/07/25/with-property-valuations-skyrocketing-pillen-appoints-working-group-to-consider-reforms/">by a “working group”</a>&nbsp;of government and business officials appointed by Pillen, was mixed.Sen. Later, the group’s focus turned to reducing property taxes.<h2>Need ‘more strategic’ approach</h2>“We have to approach this in a more strategic fashion,” Blood said. &nbsp;“The solution for less property taxes isn’t more taxes.”Blair Sen. Ben Hansen said that if the result of a sales tax hike is a net decrease in total tax load, by decreasing property taxes, that’s a good thing.“I’ve always thought that sales tax and consumption tax were more fair than property tax,” Hansen said, because you have some choice in whether to purchase an item.Hansen added that there’s frustration among lawmakers that past efforts to decrease local property taxes haven’t been as successful as hoped. Then property valuations spiked by double digits during the past year, prompting more desire for change, he said.<h2>‘Peeling people off the ceiling’</h2>“I think what happened with valuation increases really upped the appetite among senators to be a little more bold,” Hansen said.Sen. Joni Albrecht of Thurston, who was part of the working group, said lawmakers need to demonstrate that they’re “serious” about tackling the No. 1 issue in the state: high property taxes.Albrecht said the working group looked at a lot of options, including eliminating some current sales tax exemptions.“We were peeling people off the ceiling with some of those,” she said.Albrecht, like others, said that the 2-cent increase is just the starting point and that it could be amended lower. Molly Ridgeway was sworn in on Tuesday as Deputy Clerk of the Box Butte County District Court.

County Clerk Martie Burke swore in Ridgeway at the Box Butte County Courthouse in Downtown Alliance. Ridgeway, a Bridgeport native has been the Records Clerk since July 1. 2019 and is excited for the new position.

"I'm just grateful to have a different title but still do the same thing, while still adding a little more responsibility," Ridgeway said.

District Court Clerk Kevin Horn explains that Ridgeway plays a huge role in the office, such as signing court documents, and will continue to do passports for the Box Butte County, an area Horn says Ridgeway excels in.

"That might not sound like much, but in the world of government, it is," Horn said. We pride ourselves on customer service, and Molly does 90% of the passports currently.&nbsp; It is my hope that anyone that deals with her on passports and everything else we do leaves here with a good feeling about this office and about her."

The Alliance City Council held their Council meeting on Tuesday evening and two measures were passed.

The Council passed the first reading of Ordinance No. 2972, to approve and rezone a 3.88 tract of land and in the southwest quarter of Section 26, Township 25 North, Range 48 West of the 6th Principal Meridian. From Ag, Agriculture, to C-3, Heavy Commercial Zoning.&nbsp;

Alliance City Manager Seth Sorensen says it is expected that new buildings will be built but is unsure of a timetable of that occurring.

The Council also moved on&nbsp;Resolution No. 24-02, will accept and award the 2024 Landscaping Services Bid to the All-Seasons Landscaping, LLC, in the total amount of $30,460.00.&nbsp; &nbsp;

Sorensen says that after the first year of the contract with All Season, there will be three annual renewals for the contract where the City and Council can choose to continue the contract or terminate it and reopen the project to bids.&nbsp;

Councilwoman Tearza Mashburn made a motion to remove the yearly annual renewals, but her motion did not receive a 2nd motion so the contract will be as originally written.

LINCOLN — Public input is being sought on the updating of a state plan to reverse the decline of at-risk wildlife and plant species and preserve key habitats in Nebraska.

Six open house-style meetings are scheduled in January to gather comments on a required update of the state wildlife acton plan, formally known as the&nbsp;<a target="_blank" href="https://outdoornebraska.gov/conservation/conservation-efforts/natural-legacy-project/">Nebraska Natural Legacy Project.</a>

The voluntary, incentive-based plan, created by Congress in 2001, provides a “blueprint” in seeking to reverse the decline of<a target="_blank" href="https://outdoornebraska.gov/wp-content/uploads/2023/03/NE-SWAP-SGCN-Revision-Supplemental-Document-2018-Final_edited-1.pdf">&nbsp;at-risk species&nbsp;</a>&nbsp;so they do not need to be listed as threatened or endangered federally or by the state.

More than 700 species are listed as “at-risk” in Nebraska, including the burrowing owl, Eastern red bat and Monarch butterfly.

A number of Nebraska conservation and farm groups are listed as partners in putting together the plan, which is coordinated by the Nebraska Game and Parks Commission. It is part of a nationwide effort to address the needs of declining wildlife populations.

Nebraska’s wildlife action plan initially was published in 2005, and it was updated in 2011. Its next update will be released in 2025.

Open houses are scheduled from 6:30-8 p.m., unless otherwise noted:

Nebraskans invited to provide input on update of state ‘wildlife action’ plan

Troopers with the Nebraska State Patrol have arrested a Sidney woman after a pursuit early Monday morning.

At approximately 2:10 a.m. MT Monday, a trooper was on patrol in Sidney on 6th&nbsp;Avenue when a GMC Terrain nearly rear-ended the trooper’s patrol unit. The trooper contacted the driver of the GMC and observed the strong odor of alcohol. The trooper also saw a child in the backseat of the vehicle. The trooper attempted a traffic stop to conduct a DUI investigation, but the driver refused to comply, accelerated, and fled. The trooper initiated a pursuit.

The vehicle fled on residential streets in Sidney, with speeds of approximately 50 miles per hour, and eventually started traveling westbound on Highway 30 through Sidney. After approximately two miles, the vehicle ran out of fuel and came to a stop. Troopers were able to take the driver into custody and found two young children in the backseat, without car seats or seat belts.

The driver, Karla Fernandez, 27, of Sidney, was arrested for child endangerment, flight to avoid arrest, driving under the influence of alcohol .15+, and obstructing a peace officer. Fernandez was lodged in Cheyenne County Jail. The children were placed with family.

A while back one frequented the Mini Max Market. The cat left, only to be joined by another (albeit smaller) friend between the grain elevator and golf course. These two AlleyCats relocated several weeks ago to the west end of the lot that houses the former police station.

Keep Alliance Beautiful moved its two recycling trailers – a 10-container configuration and another reserved for cardboard/paperboard – at the request of the Village municipal offices, with just over a month until the New Year. The pair now reside, coincidentally, next to the alley. By now I assume Hemingford’s serious patrons of the mobile receptacles have either found the new location or contacted somebody who could point them in the right direction. Like our other trailers, we do our best to park KAB’s trailer’s in the spot requested. I hope this change attracts new residents and a few more passersby.

The first week on a fresh calendar traditionally means looking forward. Stepping into 2024 will bring changes at the recycling center. Who knows whether what our crew’s workplace looks like day-to-day will shift little compared to 2023 or present a marked contrast for people who have not visited in a while.

Speaking for myself, and drawing on comments from coworkers, below are versions of the spirit of KAB Future that may have come in the wee hours from a Victorian dream:

&gt;One Million Pounds: Our Keep Nebraska Beautiful affiliate continues to chase this volume threshold. We set a new recycling record in 2023 and will strive to keep another 75 tons of “trash” out of the Alliance landfill throughout the next 12 months to surpass a million.

&gt;Volunteers: Paid staff do the heavy lifting (literally) to process materials for shipment at KAB. We welcome and appreciate all the volunteers and hours contributed. However, I envision long-term and regular contributions from more people. This could be an opportunity to actively recruit youth, retirees and anyone in between with an interest in a healthier planet and a slice of time to spare.

&gt;Resources: KAB adds resources strategically as opportunity and funds allow, most recently a third pickup and flatbed trailer. A fourth baler tops the wish list. Squeeze it into a rectangular cube and out the door. The other day Dixie left this illustration in the office: An empty 20 oz. water bottle weighs about .33 oz – lid included. It takes about 48 bottles to weigh one pound. Picture a 300-pound bale in our warehouse. The bale would have around 14,400 bottles in the space of 2x3x4-feet destined for post-consumer use, not a landfill cell.

&gt;Clean and categorized: An ideal version of 2024 ushers in an era without a speck of trash to be found, and where the majority of what comes through our doors is presorted from drive-up, curbside and trailers. Realistically, we promote spending a few minutes, if possible, to separate as a good habit that saves hours on our end. Free and affordable, single-stream options promote convenience in the ongoing process of recruiting and retaining recyclers.

Thanks for recycling and investing in a clean community as we ponder the potential of what we can do together in the new year.

We set a new recycling record in 2023 and will strive to keep another 75 tons of “trash” out of the Alliance landfill throughout the next 12 months to surpass a million.&gt;Volunteers: Paid staff do the heavy lifting (literally) to process materials for shipment at KAB. We welcome and appreciate all the volunteers and hours contributed. However, I envision long-term and regular contributions from more people. This could be an opportunity to actively recruit youth, retirees and anyone in between with an interest in a healthier planet and a slice of time to spare.&gt;Resources: KAB adds resources strategically as opportunity and funds allow, most recently a third pickup and flatbed trailer. A fourth baler tops the wish list. Squeeze it into a rectangular cube and out the door. The other day Dixie left this illustration in the office: An empty 20 oz. water bottle weighs about .33 oz – lid included. It takes about 48 bottles to weigh one pound. Picture a 300-pound bale in our warehouse. The bale would have around 14,400 bottles in the space of 2x3x4-feet destined for post-consumer use, not a landfill cell.&gt;Clean and categorized: An ideal version of 2024 ushers in an era without a speck of trash to be found, and where the majority of what comes through our doors is presorted from drive-up, curbside and trailers. Realistically, we promote spending a few minutes, if possible, to separate as a good habit that saves hours on our end. Free and affordable, single-stream options promote convenience in the ongoing process of recruiting and retaining recyclers.Thanks for recycling and investing in a clean community as we ponder the potential of what we can do together in the new year.

CHADRON – The twelfth president of Chadron State College,&nbsp;<a href="https://www.csc.edu/news/2023/patterson-named-cscs-12th-president.html" target="_blank">Dr. Ron K. Patterson</a>, took office July 1. Patterson conducted a listening tour, Building Our Future Together, with more than 20 stops in three states within CSC’s service region. He said he wanted to learn more about what the college is doing well, as well as learn about areas for improvement. In addition to the public events, Patterson conducted listening sessions with students, employees, and alumni. He plans to use the information he gathers to help determine priorities for the college’s strategic plan. Patterson’s inauguration will be April 5, 2024.

Laure Sinn, Sandoz Center Program Coordinator, received the&nbsp;<a href="https://www.csc.edu/news/2023/sinn-receives-local-tourism-award.html" target="_blank">Frontline Employee Award of the Year</a>&nbsp;from Northwest Nebraska Tourism at its annual banquet. Sinn has been with CSC for 29 years in various roles, including Student Activities Coordinator and Rangeland Center Program Coordinator. She has worked at the Sandoz Center for approximately four years.

Associate Professor of Music Dr. Brooks Hafey taught classes, performed concerts, and made a conference presentation this summer in&nbsp;<a href="https://www.csc.edu/news/2023/hafey-teaches-performs-and-presents-during-european-tour.html" target="_blank">Romania and the Baltics</a>. Hafey presented a Masterclass in June for piano students ages 12-17 at the Sigismund Toduta School of Music in Cluj-Napoca. He also performed a concert with three colleagues two of whom he had hosted at CSC for guest performances in the past.

Director of College Relations Alex Helmbrecht received the&nbsp;<a href="https://www.csc.edu/news/2023/helmbrecht-receives-magic-key-award.html" target="_blank">Magic Key Award</a>&nbsp;from the Chadron Area Chamber of Commerce in July. The award is designed to honor residents who have dedicated their time, talents, and resources to assisting civic organizations and businesses.

A&nbsp;<a href="https://www.csc.edu/news/2023/brust-returns-to-wyoming-to-confirm-discovery.html" target="_blank">new beetle species</a>&nbsp;will be named for Professor of Life Sciences Mathew Brust who discovered it. He returned to south-central Wyoming this summer with the intention of capturing additional specimens to confirm what he suspected was his discovery of a new species of bumblebee scarab beetle in July 2022. He also discovered an unusual range expansion for the&nbsp;<a href="https://www.csc.edu/news/2023/brust-discovers-grasshopper-in-unusual-range-expansion.html" target="_blank">pallidwinged grasshopper</a>

Dr. Ann Buchmann, a Biology Professor who teaches genetics and advises IDeA Networks of Biomedical Research Excellence (INBRE) research students, and a student, Emmanuella Tchona, received training during the fall break about how to use a new piece of scientific research equipment called a&nbsp;<a href="https://www.csc.edu/news/2023/science-student-and-faculty-member-receive-training-on-biotech-equipment.html" target="_blank">flow cytometer</a>. The compact tabletop unit uses a laser to detect and analyze the chemical and physical characteristics of cells. Buchmann said the $32,000 unit purchased with Coronavirus Aid, Relief, and Economic Security Act (CARES) Higher Education Emergency Relief Funds (HEERF) is a welcome addition.

Justice Studies Instructor Danielle Covolo presented&nbsp;<a href="https://www.csc.edu/news/2023/covolo-panel-presents-traditional-cultural-values-of-the-lakota.html" target="_blank">Sacred Knowledge</a>, a panel discussion about the culture of the Oglala and Lakota people and the Pine Ridge Reservation. The panel included Duane Two Bulls and a singing performance by Virgil RedCloud Goode.

Seven&nbsp;<a href="https://www.csc.edu/news/2023/csc-welcomes-new-faculty.html" target="_blank">new faculty</a>&nbsp;members joined CSC in the fall semester. Three of the new faculty earned their undergraduate degrees from CSC. In the School of Liberal Arts they are Dr. Adam Hoesing and Dr. Tiffany Wasserburger. In the School of Professional Studies and Applied Sciences they are Adrianna Calle, Jessica Heesacker, and Dr. Miranda Scoggan. And, in the School of Business, Mathematics, and Science they are Dr. Clint Evrard and Kinsley Mason.

Title IX Coordinator Morgan Cullan presented at the Association of&nbsp;<a href="https://www.csc.edu/news/2023/-cullan-makes-national-presentation-about-title-ix-.html" target="_blank">Title IX</a>&nbsp;Administrators (ATIXA) in Philadelphia. The opportunity came her way when she was approached by Tom Green, Director of Title IX Compliance for Nebraska State College System.

Chadron State College's High Plains Herbarium Director Steve Rolfsmeier taught youth and adults about local plants at Chadron State Park in September during the Nebraska Game and Parks Bioblitz.

Caden Shanklin of Hot Springs, South Dakota, was CSC’s first student to earn the state Society of Health and Physical Educators (SHAPE)&nbsp;<a href="https://www.csc.edu/news/2023/shanklin-earns-statewide-health-education-major-of-the-year.html" target="_blank">Outstanding Health Education Major</a>&nbsp;of the Year overall award. This year, students in Dr. Dawn Brammer’s Special Methods/HPER (EDUC431C) class earned a Dean’s Council grant to pay their SHAPE Nebraska membership fees. Other CSC winners include Joel Carpenter of Sturgis, S.D., Physical Education Major of the Year, Parker Gonser of Windsor, Colo., Sport and Recreation Management Major of the Year, Braden Mechem of Torrington, Wyo., Exercise Science Major of the Year, and Kenzey Kanno of Morrill, Neb., Athletic Training Major of the Year.

<a href="https://www.csc.edu/news/2023/esports-team-wins-rocket-league-open-plus-championship.html" target="_blank">Rocket League Black</a>&nbsp;won the National Association of Collegiate Esports (NACE) championship game against Ohio Northern University in early December. The team finished the season undefeated in the EAST 12B Conference Champion III division playing against Sam Houston State University, Florida International University, New Jersey Institute of Technology, Rochester Institute of Technology, Drexel University, Grand Valley State University, and Northern Michigan University.

Emmanuella Tchona and David Johnson, presented their summer research at the IDeA Network of Biomedical Research Excellence&nbsp;<a href="https://www.csc.edu/news/2023/students-present-scientific-research.html" target="_blank">(INBRE)</a>&nbsp;program conference in August in Nebraska City, Nebraska.

Students participated in a&nbsp;<a href="https://www.csc.edu/news/2023/students-participate-in-swift-fox-study.html" target="_blank">swift fox study</a>, the second hosted by CSC in 10 years. Dr. Teresa Frink, Professor of Rangeland, said 15 students enrolled in Mammology (AGRI 445/BIOL 435) have strategically deployed 20 trail cameras, to document if the state endangered animal, Vulpes velox, is living in western Nebraska.

Allison Acosta of Tucson, Ariz., and Cole Martinez of David City, Neb., won&nbsp;<a href="https://www.csc.edu/news/2023/csc-students-win-advertising-awards.html" target="_blank">American Advertising Federation</a>&nbsp;awards.

Seven Chadron State College students and Music Professor Dr. Joel Schreuder attended the American Choral Directors&nbsp;<a href="https://www.csc.edu/news/2023/students-attend-national-music-conference.html" target="_blank">National Conference</a>&nbsp;in Cincinnati. The students are TJ Chadwick of Akron, Colo., Felicity Suelter of Lincoln, Madison Schafer of Sturgis, S.D., Rayne Charging Thunder of Gordon, Neb., Josh Fernau of Chadron, and Jacob Haertel and Wyatt Ellis of Hot Springs, S.D.

Five students attended the Sigma Tau Delta&nbsp;<a href="https://www.csc.edu/news/2023/students-present-at-international-english-convention.html" target="_blank">International Convention</a>&nbsp;in Denver. Sigma Tau Delta is an international English Honors society that strives to confer distinction for and promote interest in English language and literature and hosts an annual convention where selected student works are presented in panel-style presentations.

Ashlyn Jensen of Green River, Wyoming, traveled to Cango Wildlife Ranch in Oudtshoorn, South Africa, in June to gain experience in&nbsp;<a href="https://www.csc.edu/news/2023/jensen-travels-to-south-africa-with-pre-veterinary-program.html" target="_blank">veterinary medicine</a>. Jensen, an Organismal Biology and General Chemistry major, chose LoopAbroad as her travel platform.

Seniors in the&nbsp;<a href="https://www.csc.edu/news/2023/social-work-conference-addresses-poverty.html" target="_blank">Social Work</a>&nbsp;program presented a conference Nov. 8 entitled Helping Overcome Poverty and Eliminations (HOPE). Members of the SW435 class taught by Rebecca Fernau are Ashley Gonzalez-Rodriguez of Marquette, Neb., Makayla Keck of Pueblo, Colo., Minh Le of Saigon, Vietnam, Nicole Scarrow of Chadron, and Madison Watt of Broomfield, Colo.

Nine students, Associate Professor Dr. Mary Keithly, and Instructor Kinsley Mason traveled to&nbsp;<a href="https://www.csc.edu/news/2023/students-study-physics-at-theme-park.html" target="_blank">Universal Studios Florida</a>&nbsp;to enhance their scientific understanding. CSC President Ron K. Patterson and Nebraska State College System Chancellor Paul Turman officiated the event.

The<a href="https://www.csc.edu/news/2023/three-student-directors-prepare-production-about-the-us-constitution-.html" target="_blank">&nbsp;Theatre</a>&nbsp;department presented Heidi Schreck’s play, What the Constitution Means to Me, in the fall. Theatre Professor Scott Cavin selected three directors, Olivia Freeze, Josie Fritz, and Halle Smith, who each directed a separate cast providing the public with nine shows.

First Attendant to the Queen was Jayden Kanno of Morrill, Neb., an Elementary Education major, and the Second Attendant was Aubree Quast of Clarks, Neb., a Human Biology and Chemistry major.

Megan Helberg, Mike Sandstrom, and Shane Terrell, were honored during Homecoming activities as recipients of the&nbsp;<a href="https://www.csc.edu/news/2023/-helberg-sandstrom-and-terrell-receive-distinguished-young-alumni-awards.html" target="_blank">Distinguished Young Alumni</a>&nbsp;Award. Chelsea Zuege was selected as the 2023 Secondary&nbsp;<a href="https://www.csc.edu/news/2023/zuege-named-nebraskas-secondary-art-teacher-of-the-year.html" target="_blank">Art Teacher of the Year</a>&nbsp;by the Nebraska Art Teachers Association.

During its first year of operation, the Dr. Lois Veath&nbsp;<a href="https://www.csc.edu/news/2023/new-planetarium-reports-stellar-first-year.html" target="_blank">Planetarium</a>&nbsp;in the Math Science Center of Innovative Learning (COIL) served 2,404 people, according to Kinsley Mason, an Instructor in Physical Sciences who managed the planetarium this year. The attendance was more than double the final year the planetarium operated in Math Science before its renovation and expansion.

CSC hosted its 60th annual Scholastic Contest in October. Thirty-two schools from Nebraska, Wyoming, South Dakota, and Colorado, brought more than 900 students to campus to take 42 tests, according to Caitlin Roes chair of the Scholastic Contest Committee. Students who earned high marks in their respective tests, received CSC scholarships.

A special session for art teachers during&nbsp;<a href="https://www.csc.edu/news/2023/art-day-provides-connections-for-teachers-ideas-for-students.html" target="_blank">Art Day</a>&nbsp;showcased Paint the Town, a project including more than a dozen murals on buildings in downtown Chadron, and most recently, a city water tank about 15 miles south of Chadron along Highway 385.

The&nbsp;<a href="https://www.csc.edu/news/2023/food-pantry-will-open-three-days-a-week-beginning-this-fall.html" target="_blank">Food Pantry</a>&nbsp;expanded its hours of service, added fresh produce and social media posts with recipes.

Campus was busy throughout the spring and fall semesters with many departments and organizations hosting various events. Those events included: the&nbsp;<a href="https://www.csc.edu/news/2023/more-than-100-students-compete-in-best-of-the-west-invitational.html" target="_blank">Best of the West Business</a>&nbsp;Invitational brought 106 high school students to campus in January, the&nbsp;<a href="https://www.csc.edu/news/2023/speaker-you-can-make-a-difference-in-childrens-lives.html" target="_blank">Excellence in Early Childhood Education Conference</a>&nbsp;in February, and&nbsp;<a href="https://www.csc.edu/news/2023/csc-hosts-annual-western-district-history-day.html" target="_blank">Western District History Day</a>&nbsp;in March.

The Child Development Center has earned&nbsp;<a href="https://www.csc.edu/news/2023/child-development-center-earns-accreditation.html" target="_blank">national accreditation</a>&nbsp;from the National Association for the Education of Young Children, the world's largest organization working on behalf of young children.

The college hosted several events in recognition of&nbsp;<a href="https://www.csc.edu/news/2023/csc-to-celebrate-veterans-day.html" target="_blank">Veteran’s Day</a>&nbsp;including a Quilts of Valor ceremony. The Nebraska Army National Guard from Grand Island displayed a static LUH 72 Lakota helicopter and other military vehicles were on display south of Beebe Stadium during the football game.

On Wednesday, December 27, 2023, at approximately 10:47 pm, the Chadron Police Department responded to a burglary alarm at a 301 East Third Street, Homer’s Eagles Roost. Upon arrival, Officers located the glass of the front door to the business broken. The officers cleared the building, locating nobody inside the business at the time of their arrival.

Officer Cafferty and Officer Hanson took photographs and gathered evidence at the scene. In addition, they were provided with video surveillance and pictures of a male suspect, who is pictured below. The video showed the suspect fleeing east on East Third Street.

The investigation has been ongoing for the last day and a half and several witnesses have been interviewed. Based on the video surveillance, photographs and statements from witnesses, the Chadron Police Department has arrested a suspect in this case.

20-year-old Sylvanus Lame Jr. was placed under arrest on Friday, December 29, 2023. Lame was booked into custody at the Dawes County Jail for Burglary(a class IIA felony), Criminal Mischief( a class III misdemeanor) and Theft by exercising Control( a class II misdemeanor).

The Chadron Police Department wants to thank everyone who has called into the department with information on this case. The public’s assistance played a vital role in identifying the suspect and making an arrest. The investigation is still continuing, and evidence is still being processed. OMAHA, Neb. (AP) — Nebraska's Republican governor on Friday reiterated his rejection of $18 million in federal funding to help feed children who might otherwise go hungry while school is out.

Nebraska will not participate in the 2024 Summer Electronic Benefits Transfer for Children — or Summer EBT — program, Gov. Jim Pillen said in a written statement. That statement came as advocates for children and low-income families held a news conference outside the Governor’s Mansion in Lincoln to call on Pillen to change his mind before the Jan. 1 deadline to sign up for the program.

The program — part of federal assistance made available during the COVID-19 pandemic — would provide pre-loaded EBT cards to families whose children are eligible for free and reduced-price lunches at school. Those families would receive $40 per eligible child per month over the summer. The cards can be used to buy groceries, similar to how SNAP benefits are used.

“COVID-19 is over, and Nebraska taxpayers expect that pandemic-era government relief programs will end too," Pillen said in his statement. Pillen announced on Dec. 19 that Nebraska would not participate in the program. He has drawn a firestorm of criticism for later defending that stance at a news conference by saying, “I don't believe in welfare."

Neighboring&nbsp;<a href="https://apnews.com/article/iowa-summer-ebt-food-assistance-0e878c5c0fc9dd0dd55622cb22a82561">Iowa is also opting out</a>&nbsp;of the program, with Republican Gov. Kim Reynolds announcing that decision last week and saying, “An EBT card does nothing to promote nutrition at a time when childhood obesity has become an epidemic.”

States that participate in the federal program are required to cover half of the administrative costs, which would cost Nebraska an estimated $300,000. Advocates of the program note that the administrative cost is far outweighed by the $18 million benefit, which the U.S. Department of Agriculture estimates would benefit 175,000 Nebraska children who might otherwise go hungry on some days during the summer.

Advocacy group Nebraska Appleseed on Friday delivered a petition bearing more than 6,100 signatures from 230 communities across Nebraska calling on the state to utilize the federal Summer EBT program. Many of those who signed the petition also included comments expressing how much the program is needed, especially in light of multi-year inflation that has outpaced many household incomes.

“Everything is expensive," wrote one mother from Bruno, a small rural town in eastern Nebraska. “I’m a single mom who works full time, and my budget is already spread so thin. My son plays sports, and as a growing boy, he could practically eat a hole through the wall; it feels like it never stops. The extra money for food would free up money for things like bills and savings, and car maintenance.”

Pillen insisted Friday that the state would continue to help food-insecure children through the Summer Food Service Program, which provides meals and snacks at various sites when school is not in session. Providing on-site services also allows providers to spot and report issues like malnutrition, neglect and abuse in children, he said.

But critics say not all families have access to the on-site programs — particularly in Nebraska's vast rural stretches, where sites can be many miles away from a struggling family.

“No kid ever said, ‘I want to be born into a family that struggles,’” said Jenni Benson, president of the Nebraska State Education Association — the state's largest teachers union. “Why would we even question that people and children deserve food?"

LINCOLN — Standing outside the Governor’s Mansion, educators, legislators and other advocates made a final plea Friday for Gov. Jim Pillen to change his mind and participate in a federal program that increases grocery-buying funds for low-income families.

Friday was the last working day prior to the Jan. 1 deadline for Nebraska to join 23 other states in the Summer Electronic Benefit Transfer program, which advocates maintain would help feed 150,000 children when they’re out of school next summer.

“I call on the governor to put politics aside and do the right thing for the right people … in this case, our kids,” Preston Love, an Omaha community activist, told about 30 people gathered outside the Governor’s Residence.

Pillen reiterated Friday that he isn’t changing his mind and is joining neighboring red states South Dakota and Iowa in rejecting the federal funds.

“COVID-19 is over and Nebraska taxpayers expect that pandemic-era government relief programs will end too,” said the Republican governor in a press release.

But, at Friday’s rally, State Sen. Danielle Conrad of Lincoln said “a host” of other avenues are being explored to bring Nebraska the $18 million in federal funds for the summer food program.

Danielle Conrad of Lincoln said “a host” of other avenues are being explored to bring Nebraska the $18 million in federal funds for the summer food program.Those include seeking a waiver or extension of the deadline to apply, seeking other state or local governments to apply for the money and exploring whether private entities could cover the state’s expected administrative costs of $300,000. Gretna Sen. Jen Day has also pledged to seek a legislative solution in the 2024 session that begins next week.“Rather than pointing fingers or calling names, we’re going to continue working for Nebraska kids,” said Conrad, a leading Democrat in the nonpartisan Legislature.<h2>Additional $120 over three months</h2>The program would put an additional $120 in grocery-buying money into the EBT cards issued to low-income families to buy food over the summer of 2024.<h2>Federal aid</h2>While Gov. Pillen has said he didn’t support “welfare” while rejecting federal funds for the Summer EBT, his family businesses have been recipients of federal aid in the past.Earlier this year, a Fremont pork-processing plant partially owned by the governor and his family&nbsp;<a href="https://nebraskaexaminer.com/2023/04/29/pork-processor-partially-owned-by-pillen-gets-25-million-federal-grant/">received a $25 million grant</a>&nbsp;to expand operations.In 2020, Pillen Holdings II LLC received $879,106 in federal agriculture subsidies, according to federal records.Sixteen businesses associated with the governor got $7.8 million in federal Paycheck Protection Program loans during the COVID-19 pandemic. The companies later returned more than $5 million of those funds, according to the<a target="_blank" href="https://apnews.com/article/coronavirus-pandemic-health-nebraska-columbus-c6a48d95526bac6553f4f4a9cb802732">&nbsp;Omaha World-Herald.</a>Following Pillen’s Dec. 19 decision not to participate in the program, the governor stated that he doesn’t “believe in welfare.”At Friday’s rally, speakers criticized that characterization of the food aid.“Why would we even question that people and children deserve food?” Jenni Benson, the president of the state teacher’s union, the Nebraska State Education Association, asked at the rally.Omaha Sen. Tony Vargas said one concern he’s been hearing from legislative colleagues is why Nebraska is turning down $18 million in federal funds that had been contributed by state taxpayers.He said that there’s a “moral obligation” to take care of our neighbors, but also a need for the state to obtain all the federal funds it deserves.“For $300,000, we’re getting a 60-to-1 return on our investment,” Vargas said.In recent days, the call for Pillen to change his mind has ramped up.On Friday, Nebraska Appleseed, which advocates for the poor, submitted a petition signed by 6,144 people&nbsp;from 230 Nebraska communities calling on the governor to participate in the Summer Electronic Benefit Transfer (EBT) program.The petitions included comments from several families who said that they were struggling to make ends meet and that the extra food aid in the summer would make a big difference while their children aren’t getting fed at schools.<h2>Summer hunger is ‘heart-wrenching’</h2>“Summer hunger is a regular and heart-wrenching event for families and children. Support, like the kind offered through Summer EBT, can help more children get the food they need in all corners of our state,” said Eric Savaiano, manager of Appleseed’s food access efforts, in a press release.In addition, the City of La Vista sent a letter Thursday, signed by the mayor and all eight members of its city council, urging Pillen to reconsider.The letter stated that 52% to 67% of children in three Title 1 schools in La Vista would qualify for the additional grocery aid and that an existing summer food aid program at schools — which Pillen has suggested is sufficient — operates for only one out of the three summer months.“The educational, health and behavioral benefits of providing stable access to food resources to Nebraska children will far outweigh the projected (administrative) costs” of the Summer EBT program, the La Vista letter stated.<h2>Governor says kids won’t go hungry</h2>Pillen, in a press release Friday, said his refusal of the EBT program “does not mean that hungry kids will lose access to summer nutrition programs.”He cited the existing USDA Summer Food Services Program, pointing out that children are fed “on-site by trained program providers” that ensure “healthy meals and snacks, as well as access to educational and enrichment activities.”Advocates at Friday’s rally, however, said that the existing program is inadequate, and doesn’t reach thousands of kids who don’t participate in summer school or camps. They add that Nebraska&nbsp;<a href="https://nebraskaexaminer.com/briefs/omaha-man-launches-vigil-at-governors-residence-as-pillen-proclaims-that-he-doesnt-believe-in-welfare/">has the lowest participation rate</a>&nbsp;in the current summer school food program, and that sites for such meals have been declining.The rally followed&nbsp;<a href="https://nebraskaexaminer.com/briefs/omaha-man-launches-vigil-at-governors-residence-as-pillen-proclaims-that-he-doesnt-believe-in-welfare/">an eight-day vigil</a>&nbsp;outside the governor’s mansion conducted by an Omaha anti-poverty activist, Paul Feilmann, to protest the governor’s decision.
