A man sought in a Scottsbluff shooting death of a&nbsp;63-year-old woman remains at large.&nbsp;

The Scottsbluff Police Department has obtained an arrest warrant for 38-year-old Davin Darayle Saunders.&nbsp;

The arrest warrant is for the following charges:

-1 Count of Murder in the Second Degree; Class 1B Felony

-1 Count of Possession of a Deadly Weapon by a Prohibited Person; Class 1D Felony

-1 Count Use of a Deadly Weapon to Commit a Felony; Class 1C Felony

Saunders is described as a black male, 5’11”, 190-200 lbs., brown eyes, black hair.

Saunders has numerous tattoos. His tattoos include tattoos on both inner forearms, a script across his upper chest, a script on the right side of the neck that has a star at the beginning and at the end of the text, and a flaming skull tattoo above the navel.

"Information was developed by investigators that Saunders was last in Cheyenne, Wyoming during the evening hours of May 24," Scottsbluff Police Captain Lance Kite said. "It was also reported that he had left the area of the Cheyenne Wal-Mart on foot."

The Cheyenne Police Department assisted the Scottsbluff Police Department in investigating this lead.

"Saunders has an extensive history of violence and should be considered armed and dangerous," Kite said. "Please contact local law enforcement should you see Saunders."

The 63-year-old woman has been identified&nbsp;Karen Cooper.&nbsp;

UPDATE: Suspect remains at large following Scottsbluff shooting death

LINCOLN, NEB.)&nbsp;&nbsp;—&nbsp; A dozen Nebraska State Troopers have been recognized for their efforts to keep Nebraska roads safe through impaired driving enforcement and education.

Mothers Against Drunk Driving (MADD) presented Hero Awards to the 12 troopers, as well as officers, deputies, and advocates from several other agencies and organizations around the state. The annual MADD Heroes Award ceremony was held Tuesday at Wilderness Ridge in Lincoln. MADD honors law enforcement and public safety advocates for their work to keep drunk or drugged drivers off Nebraska roadways.

“Enforcement and education are two keys to keeping Nebraska roads safe for all,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “We’re tremendously proud of our troopers and our public safety partners for their efforts to combat impaired driving. MADD is a fantastic partner in that mission, and we salute their work across the state to highlight the critical importance of always having a sober driver.”

In 2021, NSP troopers arrested nearly 1,200 drivers for driving under the influence of alcohol or drugs. So far in 2022, troopers have made more than 350 DUI arrests. Troopers also conduct hundreds of events across the state each year to educate Nebraska’s youth about the dangers of drinking and driving.

12 Troopers honored for DUI enforcement, education

Poverty is a lack of resources. People in poverty are often in survival mode, driven by the tyranny of the moment, where they cannot plan for the future. Their problems are often crises that must be dealt with today.

People in poverty are forced to decide which is their most immediate problem: Do they pay rent or their utility bill? Do they pay for medicine or groceries? What can they let slide for another week or month?

It is especially difficult for those with a chronic illness. How do they maintain a place to live, get to appointments, and afford medications and treatments? Can they even hold down a job?

Think about what it means to rent. Many places require a two-month security deposit, along with the first month's rent. (And really, do they ever give the whole deposit back?) Utility companies also want a deposit. Where you can rent may depend on your transportation needs. And rent has been skyrocketing across America in the last two years. What is the alternative? Extended stay motel? Friend's sofa? Car? Homelessness?

The support systems those of us in the middle class take for granted are often non-existent for those in poverty. Yes, the taxes we pay offer many of the services needed by those in poverty.

But those services challenge people in poverty by throwing up barriers at every turn. How does a single parent get to work at a minimum wage job without transportation or dependable child care? Can they get any benefits if businesses are only hiring for part-time openings? Do they need to get two or three jobs to pay bills? How can they take off work to go to parent-teacher conferences, or visit food pantries, or sign up for assistance that requires using a computer, or visit an office that is only open during normal working hours? The system is not easy to navigate!

Poverty is at the heart of poor health, unaffordable housing, transportation challenges, homelessness, low-wage jobs, poor nutrition and hunger, lack of education, and unaffordable child care.

People are often thrown into situational poverty by circumstances. How many of us wouldn't have a major financial setback if something truly bad happened to us? Something like a job loss, a serious illness (theirs or someone in their family), divorce, death, accident, or a catastrophe destroying their home. A January survey by Bankrate found that 56% of Americans had not saved enough money to cover a $1,000 emergency expense. How long could we last before our credit cards were maxed out, utilities were cut off, we were evicted, or our home was foreclosed?

Those in situational poverty hopefully have the skills needed to work themselves out of the hole. They often have support systems of family and friends. They can figure out how to navigate the system and get the help they need.

More discouraging are the problems faced by those in generational poverty. These are families who have experienced poverty for two generations or longer. They feel like they have no choices and no power. Not only do they lack money, they don't have education and connections that people in other classes rely on. They don't have the resources to pack up and move to an area with better opportunities. These families are trapped in a cycle of poverty unless there is outside intervention.

How does a family get out of the downward spiral?

These questions and problems are the reason the Alliance Poverty Task Force was formed. Alliance, and all of rural America, isn't as prosperous as it was forty or fifty years ago. This is the reason we are bringing Bridges Out of Poverty programs to our area.

Through Bridges Out of Poverty, we hope to learn how to affect real change. We want to create public and private partnerships with our agencies and organizations, to collaborate to find solutions.

Alliance Highway 2, 3rd Street Bridge repairs to start soon

On May 24 at approximately at 3:29 p.m. Scottsbluff police officers were called to the 900 block of 15th&nbsp;Avenue involving a stabbing. 

Officers found a 29-year-old female who sustained a laceration to her right arm. 

"Once the scene was made secure Scottsbluff Fire Department and Valley Ambulance Service attended to the victim," Sergeant Tyler Fliam said. "A 13-year-old suspect was taken into custody nearby without incident."

Each year, Mothers Against Drunk Driving (MADD) Nebraska hosts an awards banquet to recognize law enforcement officers across the state for their efforts in removing impaired drivers from our roadways.  Only a select few law enforcement officers in our state receive the time-honored MADD Award for their efforts.

Yesterday, Sergeant Stefan Yocum received a MADD Award for his efforts in impaired driving enforcement in Alliance.&nbsp;

We appreciate and commend Sergeant Yocum for his dedication to keeping Alliance’s roadways safe from impaired drivers.

Grave Witching, also known as Grave Dowsing is a process to determine if a grave has someone buried in it or not, along with other fascinating information. Staff and volunteers will be showing the process, teaching you how, and answering other cemetery questions until 4 p.m. This is a fascinating procedure, similar to divining water that is very helpful and intriguing.

The Staff will also be at the Alliance Cemetery Saturday, May 28th, Sunday, May 29th, and Memorial Day from 9am to 5pm to help patrons in locating graves.

Flowers or any other items remaining outside of the concrete marker base need to be picked up by Thursday evening on June 2 at Greenwood Cemetery in Chadron.&nbsp; Anything remaining outside of the marker base will be disposed of by cemetery personnel on Friday morning, June 3.

If you anticipate you will not be able to return in this time period and would like your arrangement saved for an additional seven days (ten days total following Memorial Day), flower tags will be available at the Greenwood Cemetery sexton’s building. You may write your name on the back of the tag and attach it to your arrangement. All arrangements with tags will be stored alongside the shop building for one week for you to pick up.

SCOTTSBLUFF, Neb.-A manhunt is underway for the suspect in a fatal shooting in Scottsbluff.

Scottsbluff police said the shooting happened at around 5:00 p.m. Tuesday.

Officers responded to the 1700 block of Avenue Z, where they found a 60-year-old woman who had been shot. Officers and medical personnel attempted to perform life-saving measures but were unable to.

Police have identified a relative of the woman, Davin Darayle Saunders, 38, as the suspect and a manhunt is currently underway.

Saunders is described as an African-American male, 5'11", weighing 205 pounds. Police said Saunders should be considered armed and dangerous. He was reportedly driving a gold Chevrolet Impala which police have recovered.

Anyone with information on Saunders' whereabouts is encouraged to contact&nbsp;Scottsbluff police at (308) 632 7176.

Manhunt underway for suspect in fatal Scottsbluff shooting

At the May 16 Chadron City Council meeting, the council approved a resolution for the Chadron Parks Foundation for solar lights to be installed in Wilson Park.

"We have a number of those lights in Memorial Park already, they've been performing well, and providing a very nice ambient light there during the night time hours," Chadron City Manager John Sutherland said. "We're going to do a similar installation in Wilson Park."

Sutherland said the City of Chadron will be using community development funds to install the solar lights.

One of the many benefits of installing the lights will be to help with vandalism.

"It also assists a little bit with vandalism and it helps minimize anything that might be going on out there in the park late at night," Sutherland said. "Maybe some things that the dark of night would otherwise disguise; now we'll have the daylight out there provided by solar lighting."

Sutherland said the city parks have had a "disappointing amount of vandalism."

"We've made some new installations out there with very nice picnic tables, and those were destroyed," Sutherland said. "We bought replacements and put those in...and a couple of those were likewise destroyed. It's just a darn shame that we have bad actors in the community who insist on damaging things."

PIERRE, S.D. (AP) — A Pine Ridge man, accused in a shooting that left the victim partially paralyzed, has been found guilty of eight federal charges.

 The U.S. Attorney’s Office says 30-year-old Isaac Roubideaux was convicted of assault with a dangerous weapon, assault resulting in serious bodily injury and six other charges. 

Roubideaux was indicted by a federal grand jury in December. 

The assault and firearms charges relate to Roubideaux shooting another man in the back on Nov. 18, 2021, resulting in the victim suffering permanent paralysis below his waistline. 

The defendant was turned over to the custody of the U.S. Marshals Service.

Pine Ridge man guilty in shooting that caused paralysis

Alliance – The City of Alliance Facilities will be closed on Monday, May 30 in observance of Memorial Day. This closure includes the Utility Office, Senior Center, and the Municipal Building.

The Public Works Building will be closed Friday, May 27 thru Monday, May 30 with on-call employees available for emergencies.

Public Transit will be available for medical rides only on Monday, May 30th.

The Alliance Municipal Landfill and the Alliance Public Library, will also be closed Saturday May 28 and Monday, May 30 for the holiday weekend.

On Memorial Day, we honor men and women who made the ultimate sacrifice in military service to our nation.&nbsp; Time and again throughout our Republic’s history, courageous Americans have ventured into harm’s way to protect the freedoms we hold dear.&nbsp; The liberties we enjoy wouldn’t be possible without their heroism.&nbsp;

A brief survey of history reminds us that freedom is rare and fragile. &nbsp;It’s not the norm throughout the centuries.&nbsp; When freedom is established, it’s often upheld at great cost through the selfless service of devoted patriots.&nbsp; Our Republic has endured for nearly two-and-a-half centuries due to the blood, sweat, and sacrifice of our military veterans. &nbsp;

One of the many things I love about Nebraskans is the honor we have for our fallen heroes.&nbsp; Our residents give generously to organize commemorative ceremonies, create parks, and build monuments to memorialize those we’ve lost in war.&nbsp; These tributes preserve the stories of Nebraskans’ heroic patriotism for future generations.

Bill and Evonne Williams, of Omaha, exemplify our state’s commitment to honoring those lost in military service.&nbsp; They led the creation of the Remembering Our Fallen Memorial to honor American military members who have died since 9/11.&nbsp; The memorial displays photos of the heroes who took the fight to the enemy after 9/11, deploying halfway around the world to dismantle terrorist networks. &nbsp;The brave sacrifices of these men and women in the Middle East protected our freedoms and restored peace and security here in America.&nbsp;

The national Remembering Our Fallen Memorial will be displayed in Omaha’s Old Market (12th&nbsp;and Jones Streets) from Friday, May 27th&nbsp;at 2:00 pm to Saturday, May 28th&nbsp;at 4:00 pm.&nbsp; The Nebraska Remembering Our Fallen Memorial will be displayed at Midwest Bank at 2601 W. Last month, Nebraska hosted the dedication of a physical memorial to members of the 73rd&nbsp;Calvary Regiment at Heartland of America Airborne Memorial in Omaha.&nbsp; It honors 51 of our nation’s heroes who died while serving in the regiment.&nbsp; The ceremony took place on the 15th&nbsp;anniversary of a terrorist attack in Iraq that claimed the lives of nine soldiers from the 73rd Cavalry, including two from Nebraska: First Lieutenant Kevin Gaspers of Hastings, and Staff Sgt. In addition to memorializing those we’ve lost, Nebraskans step up to support our Gold Star families in need. &nbsp;In January, Staff Sgt. Locker’s son, Preston, had his Chevy Malibu stolen from the Lincoln Northeast High School parking lot.&nbsp; Preston had bought the car with money his dad left him. &nbsp;

The thieves wrecked the vehicle, which police later found totaled and abandoned.&nbsp; Since the car only had liability insurance coverage, Preston’s family needed to come up with money to replace it.&nbsp; Family friend Stephanie Dowding started a GoFundMe campaign to help raise money so that Preston could buy a new car.&nbsp; Nebraskans gave generously, exceeding her goal of $7,000 by donating double that amount. &nbsp;That’s the Nebraska Way, going above and beyond to support the families who’ve lost a loved one through military service.

We also saw that support last September when a Nebraska hero—fallen Marine Corporal Daegan Page—returned home after making the ultimate sacrifice in Afghanistan.&nbsp; It was inspiring to see Nebraskans line the streets to honor him and support his family.&nbsp; Cpl. Page’s sacrifice is a sobering reminder that our freedoms can’t be taken for granted.&nbsp; We must continue to vigilantly defend them.&nbsp;

One hundred years ago, Willa Cather published the novel&nbsp;One of Ours, which won the Pulitzer Prize.&nbsp; The book and its main character were inspired by her cousin Grosvenor P. Cather’s service in World War I.&nbsp; Grosvenor grew up near Willa in Webster County and was Nebraska’s first officer to die in the war.&nbsp; He was posthumously awarded the Distinguished Service Cross for valor. &nbsp;U.S. Army records describe his heroism: “During a strong enemy attack Lieutenant Cather mounted the parapet of his trench, and, although exposed to withering machine-gun fire, he so skillfully directed the fire of his automatic rifles that the attack was repulsed. &nbsp;In this action he fell mortally wounded.”

A line from&nbsp;One of Ours&nbsp;is etched in stone at the national World War I Memorial in Washington, DC.&nbsp; It aptly describes the bravery of soldiers like Kevin, Ken, Daegan, and Grosvenor.&nbsp; “They were mortal, but they were unconquerable.”&nbsp; On this Memorial Day, we thank God for the unconquerable spirit of those who’ve given their last measure of devotion on our behalf.

Gering, NE –&nbsp;&nbsp;&nbsp;With Memorial Day right around the corner, the busy summer season is about to start at Scotts Bluff National Monument. To accommodate increased visitation and longer daylight hours, extended operating hours will take effect on Saturday, May 28th.&nbsp;&nbsp;

The Summer Visitor Center hours will be from 8:00 a.m. to 6:00 p.m. The Summit Road will be open to motorized vehicles from 9:00 a.m. to 5:30 p.m. and all vehicles must be down, off the road by 6:00 p.m. The entrance booth will be staffed during Summit Road operating hours. These operating hours will be in effect through Labor Day weekend as staffing allows. Park grounds, including the trails, are open from sunrise to sunset year around. As a reminder, walking or biking on the Summit Road during operating hours is prohibited for safety reasons.&nbsp;&nbsp;

Mr. Wade Sanders, son of Mr. and Mrs. Tom Sanders of Alliance, Nebraska has been named the 2022 recipient of the Charles E. and Myrtle Slagle Fund scholarship.&nbsp; The Slagle Fund scholarship, in the amount of $2,000, is awarded annually to a member of the Order of DeMolay who belongs to a chapter located in the geographical area in Nebraska served by the Alliance Scottish Rite Bodies.&nbsp; The scholarship is payable at the rate of $500 per year while the recipient is attending a college or vocational school.

Sanders graduated this may from Alliance High School and this fall and will enter Texas Tech University in Lubbock, Texas, where he plans to major in animal science.&nbsp; Sanders is an active member of the Alliance Chapter, Order of DeMolay, and has served as its Master councilor, the highest elective office, and previously held the positions of both Senior and Junior Councilor.&nbsp; He is a member of the National Honor Society, an outstanding athlete at Alliance High School and a participant in a variety of academic endeavors.&nbsp; Sanders is also active in the community in a variety of ways including 4-H and Holy Rosary Catholic Church.

The Slagle Fund Scholarship, which is administered by the Alliance Scottish Rite Bodies, honors the memory of Dr. Charles E. Slagle and his wife, Myrtle.&nbsp; Dr. Slagle was an early Alliance surgeon and an active member of the Alliance Scottish Rite Bodies.

EDGEMONT, S.D. – &nbsp;One man died Sunday afternoon in a three-vehicle crash east of Edgemont.

Names of the six people involved are not yet being released pending notification of family members.

Preliminary crash information indicates that a 2011 Toyota Tundra was eastbound on U.S. Highway 18 when it slowed down to make a left-hand turn onto Red Canyon Road. The Toyota was rear-ended by a southbound 2008 GMC Sierra pickup. The collision sent the Toyota into the westbound lane where it was struck by a 2004 Chevrolet Silverado Pickup. The Toyota tipped over and the 57-year-old male driver of the Toyota was pronounced dead at the scene. His seatbelt use is under investigation.

The 53-year-old male driver of the Chevrolet pickup and a 57-year-old female passenger both suffered serious non-life threatening injuries. Both were air transported to a Rapid City hospital. 

The other female passenger, 43 years old, sustained serious non-life threatening injuries and was taken to a local hospital. The 58-year-old male passenger was not injured. All four were wearing seatbelts.

The 19-year-old female driver of the GMC pickup sustained minor injuries and was not transported. She was wearing a seatbelt.

South Dakota’s Highway Patrol is investigating the crash. 

All information released so far is only preliminary.

The Highway Patrol is an agency of the South Dakota Department of Public Safety.

The American Legion Family Post 7, Veterans of Foreign Wars, The Daughters of the American Revolution, the Alliance Fire Department, area Veterans and many others will be gathering at the Veteran's Memorial on the grounds of the Box Butte County Court House, in Alliance, NE on Memorial Day, Monday, May 30 at 10 a.m. to honor the memory of our fallen warriors. Remembering those who have given everything for their country.

From the American Revolution to our most recent operations against terrorism, over 1 million American men and women have made the supreme sacrifice while serving in wars and conflicts. All will be honored – not just those with the highest medals or the heroes who fought in the most famous battles. They all died so America can continue to cherish the things that are loved - freedom, country and family.

Legionnaires, are pledged through the Preamble of the organization's constitution to “preserve the memories and incidents of our associations in all Wars...” This solemn promise is on the back of each

American Legion membership card. Yet, they do not remember our fallen brothers and sisters-in-arms because of an edict or obligatory ritual. They do so because they want to. They want to be there for their families. Long after the battlefield guns have been silenced and the bombs stop exploding, the children of our fallen warriors will still be missing a parent. Spouses will continue to miss their life partners. Parents will never stop grieving for their heroic sons and daughters that died way to early.

It is a reminder on this Memorial Day and everyday that in each generation, brave men and women will always step forward to take the oath of allegiance as members of America's armed forces willing to fight, and if necessary, die for the sake of freedom.

As Americans, it should be remembered that freedom isn't free. It's only possible because the fallen heroes have paid it's high price. A price paid which enables such ceremonies and observances like the Memorial Day Celebration to be held in communities across this great county.

Memorial Day ceremony to be held in Alliance 

SCOTTSBLUFF, Neb. -&nbsp;Western Nebraska Community College Interim President John Marrin is leading a series of public listening sessions this spring. WNCC will visit all 13 counties in its service area, which consists of the Nebraska Panhandle.

The listening session in Grant County is scheduled for Wednesday, June 1 from 1:00 - 2:00 p.m. at the Grant County Courthouse meeting room in Hyannis.&nbsp;All interested members of the public are invited and encouraged to attend.

"We want to hear from as many people as possible," said Marrin. "We are in the process of building our next strategic plan that will bring together WNCC's vision to positively impact the education and well-being of every student, employer, and community member in the Panhandle."

The session will feature a brief presentation and extensive time for question-and-answer exchange. Refreshments will be provided.

The final session of the listening tour will be in Cherry County. A date has not been set yet.&nbsp;

Wastewater surveillance at the Scottsbluff collection site shows an uptick of COVID virus in the area. Wastewater surveillance can provide an early warning of COVID’s spread in communities.

People infected with COVID can shed the virus in their feces, even if they don’t have symptoms. The virus can then be detected in wastewater, enabling wastewater surveillance to capture presence of COVID shed by people with and without symptoms. This allows wastewater surveillance to serve as an early warning that COVID is spreading in a community and communities can act quickly to prevent the spread of COVID. Now is a good time to get up-to-date on your COVID vaccination.

The Nebraska Wastewater Surveillance System is a collaboration between wastewater treatment facilities, the University of Nebraska-Lincoln, University of Nebraska Medical Center College of Public Health and Nebraska DHHS. Since the pandemic began, more than 4.8 million children ages 5 through 11 have been diagnosed with COVID, 15,000 have been hospitalized and, tragically, over 180 have died. As cases increase across the country, a booster dose will safely help restore and enhance protection against severe disease.
