LINCOLN, Neb. (AP) — Nebraska lawmakers gave final approval Thursday to a $11 billion, two-year state budget package that closes a projected $260 million deficit and modestly increases state spending.

The budget package, crafted by the Legislature’s Appropriations Committee, represents a 0.9% increase in state expenditures over the next two fiscal years. Lawmakers passed six key components of the budget, including the mainline budget bill, LB261, on a 37-11 vote.

LB261 includes several provisions rolled into the bill from other legislation. Among them:

Lawmakers also passed LB264 on a 35-13 vote. The bill authorizes fund transfers, including $216 million from state agency cash funds and $147 million from the state’s Cash Reserve Fund. It leaves roughly $684 million in the so-called “rainy day fund.”

Gov. Jim Pillen praised lawmakers for approving what he called a historically conservative and balanced budget.

“This budget puts money toward education, property tax relief, and elimination of the developmental disability waitlist,” Pillen said in a statement. “It also bolsters our national nuclear security, all while closing the $432 million deficit reported in November.”

Pillen said he would review the package for possible line-item vetoes to trim additional spending.

During the ride, volunteer riders will reenact the mail-delivery service of the historic Pony Express by collecting letters written by youth, their families, and other supporters about the importance of children’s mental health, their personal experiences, and their journey with mental health.

The tradition of the Pony Express Ride is centered on mental health being fundamental to overall health for individuals of all ages. This year, riders, youth, behavioral health regions, family members, and other key stakeholders will focus on knowing yourself to grow yourself. Each individual approach to mental health reflects their unique needs, background, and environment.

The ride will finish at the Nebraska State Capitol at 1:30 pm. on Saturday, May 17, where the riders will deliver these letters to DHHS Division of Behavioral Health Director, Dr. Thomas Janousek.

“Raising awareness and reducing stigma around childhood mental health sets a sturdy foundation for positive mental health in adulthood,” said Dr. Janousek. “The dedication of these riders reflects the important need to support the mental health journey of kids and individuals of all ages. Exceptions to the above are the following:

• Three days before Memorial Day and three days after;

• During a funeral, and three days after.

Flowers may be placed outside of the grave marker base three days prior to Memorial Day on Thursday, May 22, 2025. All items remaining outside of the marker base will be removed by cemetery personnel on Friday, May 30, 2025.

If you anticipate you will not be able to return in this time period and would like your arrangement saved for an additional seven days (ten days total following Memorial Day), flower tags will be available at the Greenwood Cemetery sexton’s building. You may write your name on the back of the tag and attach it to your arrangement. All arrangements with tags will be stored alongside the shop building for one week for you to pick up.

Ninety years ago President Franklin D. Roosevelt signed the Social Security Act into law. This new act was designed by Frances Perkins, Secretary of Labor, as part of the New Deal programs of the Great Depression. Today Social Security benefits play a vital role in reducing poverty, lifting more Americans above the poverty line than any other program.

When the law was signed on August 14, 1935, most Americans worked until they died. Most people couldn’t afford to retire unless other family members chose to support them.

In 1939, Social Security was broadened to include benefits for a worker's dependents and survivors. Before that time, when a wage earner died or became disabled, the rest of the family was thrown into poverty and often became homeless.

President Eisenhower expanded Social Security in 1956 to include the disabled. In 1965 Congress created Medicare, health insurance for people aged 65 and older. The law also created Medicaid for low-income people. It was quickly signed by President Lyndon Johnson.

These programs are&nbsp;a vital source of inflation-adjusted income for retired and disabled workers, their dependents and their survivors.&nbsp;For many who live in poverty, it may be the only income they receive.

The current Social Security system works like this: when you work, you pay taxes into Social Security. The money is used to pay benefits to people who have already retired, people who are disabled, survivors of workers who have died, and dependents of beneficiaries. Benefits are adjusted for inflation.

You pay Social Security taxes of 6.2% of your earnings, up to $176,100. It’s listed as FICA (Federal Insurance Contributions Act) on your paycheck. Your employer matches what you pay. You and your employer pay Medicare taxes of 1.45% on all your wages (or net earnings from self-employment); this is used for Medicare health insurance coverage.

Social Security bases your benefit payment on how much you earned during your working career. Your age when you start claiming benefits also affects how much you will receive. You can begin drawing retirement any time from age 62 to 70, and the longer you wait, the more you will receive each month. Full social security retirement age is currently 67 years. You receive less per month if you start drawing at a younger age, more if you wait until age 70.

Social Security is not the only source of income for most people when they retire. Most financial advisers say you will need about 70 percent of pre-retirement income to live comfortably in retirement. This income might include your Social Security benefits, pension, retirement accounts, investments, and personal savings.

In last week's column I talked about current attacks on Social Security from people who think it should be scaled back or ended completely. Who would be affected?

This year 69 million people are drawing Social Security payments every month. About 75% are retirees; the rest are disabled or dependents of a worker who died or became disabled. Their average check: $1,976 ($23,712 for the full year). I recently read an article from AARP that said that 22 million people rely on these payments for at least half of their income. For 10 million people, their monthly benefit is more than 90% of their total income.

Money paid into Social Security is used to pay current recipients. It is also invested in the Social Security Trust Fund, which currently has $2.721 trillion in government bonds, earning interest. In the ninety years since the program was created there have been several tweaks, which included adjustments to the percentage withheld, income limits, inflation adjustments, even retirement age. A few more tweaks may be needed to ensure its continued stability, but Social Security is financially sound.

Box Butte Co. Special Election Unofficial Results

CRAWFORD – The Northwest Nebraska Trails Association and several other partners will bring the fourth annual Northwest Nebraska Volksmarch to Crawford this spring.

The event will take place May 17, with 5K and 10K walking options available on the White River Trail.

Volksmarches, a non-competitive form of fitness walks, became popular in Europe in the 1960s.

“Northwest Nebraska is excited to continue its volksmarch tradition and invites people to use the opportunity to explore the White River Trail, which connects the City of Crawford to Fort Robinson State Park,” said Kerri Rempp, director of Discover Northwest Nebraska. “Participants interested in the 5K walk will start their trip in the beautiful Crawford City Park, while 10K walkers will report to the Post Playhouse near the trailhead for a round-trip adventure along the entire trail.”

The Friends of the White River Trail, along with Chadron Community Hospital, Fort Robinson and Panhandle Public Health District join the NNTA this year in sponsoring the walk.

The White River Trail is one of three sanctioned volksmarch trails and walkers can sign up and walk any of them at their convenience. The trails at Agate Fossil Beds are sanctioned as a seasonal volksmarch, while volksmarches at Chadron State College and along the White River Trail are sanctioned with year-round availability. Walkers can complete the walks and get their stamps through an online process at ava.org or by stopping at the Chadron Chamber of Commerce and asking for the volksmarch start box.

Pre-registration for the Northwest Nebraska Volksmarch May 17 is not required but is open at <a href="https://bit.ly/3vugnOb">https://bit.ly/3vugnOb</a>. Enter Crawford as the starting city to navigate to the Northwest Nebraska Volksmarch page. The first 38 pre-registrations will receive a free t-shirt. Registration will also be available the day of the walk. The cost to walk is $4/person; children in strollers are free. Participants can begin their volksmarch anytime between 8-11 a.m. and must report back in by 2 p.m.

By Discover Northwest NebraskaCRAWFORD – The Northwest Nebraska Trails Association and several other partners will bring the fourth annual Northwest Nebraska Volksmarch to Crawford this spring.The event will take place May 17, with 5K and 10K walking options available on the White River Trail.Volksmarches, a non-competitive form of fitness walks, became popular in Europe in the 1960s.“Northwest Nebraska is excited to continue its volksmarch tradition and invites people to use the opportunity to explore the White River Trail, which connects the City of Crawford to Fort Robinson State Park,” said Kerri Rempp, director of Discover Northwest Nebraska. “Participants interested in the 5K walk will start their trip in the beautiful Crawford City Park, while 10K walkers will report to the Post Playhouse near the trailhead for a round-trip adventure along the entire trail.”The Friends of the White River Trail, along with Chadron Community Hospital, Fort Robinson and Panhandle Public Health District join the NNTA this year in sponsoring the walk.The White River Trail is one of three sanctioned volksmarch trails and walkers can sign up and walk any of them at their convenience. The trails at Agate Fossil Beds are sanctioned as a seasonal volksmarch, while volksmarches at Chadron State College and along the White River Trail are sanctioned with year-round availability. Walkers can complete the walks and get their stamps through an online process at ava.org or by stopping at the Chadron Chamber of Commerce and asking for the volksmarch start box.Pre-registration for the Northwest Nebraska Volksmarch May 17 is not required but is open at <a href="https://bit.ly/3vugnOb">https://bit.ly/3vugnOb</a>. CHADRON – Chadron State College student members of the Health Professions Club (HPC) were honored Friday night during the organization’s annual awards banquet. Students who are advancing to graduate school and careers were recognized along with HPC officers for 2025-26. The officers include President Ashleigh Hills of York, Neb., Vice President Jayna Moses of Amelia, Neb., Treasurer Dawson Ohrt of Henderson, Neb., Secretary Eva McConnell of Hershey, Neb., Campus Activity Board Representative Margaret Teague of Casper, Wyo., and Social Media Representative Piper Craig of Norfolk, Neb.

The event speaker was CSC alum Dr. Andrew Leider, a physical therapist in Alliance. His wife, Amanda, is also a CSC alum and a pharmacist in Alliance. Leider spoke about the value of his undergraduate education at CSC.

“At times, I felt like the tests and work would never end, and in my head, I am sure that I cursed out many of my professors for writing such tricky questions or presenting such difficult material. However, quickly after arriving at UNMC, that frustration turned into appreciation for those same professors, many who are still here,” Leider said.

He praised the professors for helping him improve his study habits and ability to process information.

“When I arrived at UNMC I can truly say there was not any student in my class more prepared for the challenges of professional school than I was. This allowed me to excel from day one, ultimately graduating with high distinction and an academic full ride through a portion of my time at UNMC. I have no doubt that without my foundation at CSC, I would not have enjoyed the same success,” Leider said.

Health Professions students recognized at annual Chadron banquet

SCOTTSBLUFF, Neb. — The Scottsbluff Police Department will host a Law Enforcement Memorial Ceremony on Thursday, May 15, 2025, at 11 a.m. in honor of all fallen law enforcement officers.

The event is part of National Police Week, which is observed from May 11 through May 17 to recognize and remember the sacrifices of officers who have died in the line of duty. The ceremony will feature guest speaker Doug Warner and is open to the public.

The theme for the 2025 observance is “Respect. Honor. Remember.” and underscores the importance of supporting law enforcement and remembering their service and dedication.

Scottsbluff Police to Host Memorial Ceremony Honoring Fallen Officers

On Sunday, May 11 at approximately 2:00 pm, Scottsbluff Police responded to an injury accident in the 200 block of E Overland involving a single motorcycle. 

 The investigation found that a Black 2024 Kawasaki ER650 driven by Devontae Gutierrez, 24, of Scottsbluff, was west bound in 300 block of E Overland prior to the accident.  Witnesses reported the rider was standing on the motorcycle seat when he lost balance and fell off the bike in the 200 block of E Overland.  The driver fell to the pavement and the motorcycle continued west on E Overland for approximately 400 feet where it came to rest on its side.

  Gutierrez was transported to Regional West Medical Center via ambulance for treatment of a leg injury.

&nbsp;The 200 block of E Overland was closed for approximately 20 minutes during the investigation of the accident.&nbsp;

 The motorcycle had an estimated damage of $300. 

 Gutierrez was charged with Willfull Reckless Driving. 

 Scottsbluff Fire Department and RWMC Ambulance Services assisted in the response.

APS Foundation announces 2025 scholarship, grant recipients

Winter wheat perked up weeks ago, alfalfa reaches for the sky and all manner of seeds are finding a home in rows throughout Northwest Nebraska. A few tractors, however, sow plants meant to last for decades instead of a season.

The Buskirk family has been planting trees since the mid 1990s. Dean and Sonya Buskirk and their son Chad of rural Hemingford described the business – Trees Are Us – that acquired its name and became official in 2000. I visited with them while picking up recycling at the farm/Pat’s Creative recently. They even received an order of trees during the interview. It seems like people driving through the country may give little thought to how the shelterbelts originated.

Trees Are Us Welding manufactures and sells the implements: planters, mulchers and trailers to haul them; and Trees Are Us plants the trees for the Natural Resources District (NRD)/Natural Resources Conservation Service (NRCS) as well as landowners through independent contracts, including quite a few last year in the Bayard area. The number of trees planted in a season has varied wildly, with government programs and other factors, from as many as 300,000 a year over 2000-2003 to about 22,000 currently.

\Chad explained that they plant whatever people ordered. Regardless of variety, everything goes in the ground bare root. Eight is the optimum number to get the job done (two tractors – one driving, three behind) though the size of the crew depends on the job site. Trees are planted before it gets too hot – April-June with May being about the best. “We have a cooler to keep trees in between planting dates,” Dean noted. “Trees need to be kept as close to dormant as you can.”

Their experienced workers know how to get the most out of the equipment with high marks of 5,500 trees and 11 ½ miles of fabric, respectively, completed in a day. Dean explained the overall demand was high enough that for 10 years the family only raised hay on their farm and rented out their row crop ground.

Dean said that building planters is “kind of what we can get done in the winter” with 13 turned out one year. “More or less it was designed for the Sandhills,” he said. “We’re planting quite a few trees because we could plant no till.”

Not many companies produce the planters and mulchers (which lay down the protective barrier for weed control and moisture retention), Chad said. “They’re not like ours.” Trees Are Us has worked extensively in the Northern Panhandle with not many local sales. However, Dean said, they have sold planters in 10 states as well as Canada. Chad hauled one to Washington State, which has been a popular destination, along with Wisconsin. In a humorous mixup, a customer from New York thought NE stood for New England. When he found out the real location he came and got it anyway.

I can think of no downside to adding hundreds of thousands of trees to our area in the past generation. The family talked about the size of the initial windrows as they have matured and the perspective of the venture looking back. Landowners break the pervasive Nebraska wind and temper erosion with trees while garnering more moisture from snow. Birds and other wildlife gain habitat with higher populations for hunters as well.

Looking ahead, Trees Are Us embraces innovation. The black mulch itself made a huge difference, Dean said, “moisture is a huge thing.” Farmers have been able to meet 80 percent survival requirements dedicated in some programs. KAB: Trees Are Us’ Marks Quarter Century

Lexington, Neb. — Authorities are investigating a tragic incident in rural Dawson County that has left four members of a family dead in what appears to be a murder-suicide.

At approximately 9:45 a.m. Saturday, the Dawson County Sheriff’s Office responded to a call at a home located in the Plum Creek Canyon #1 area of Johnson Lake. Upon arrival, deputies discovered four deceased individuals inside the residence, all identified as members of the same family: Jeremy Koch, 42; his wife, Bailey Koch, 41; and their two sons, Hudson, 18, and Asher, 16.

Preliminary findings suggest that Jeremy Koch fatally stabbed his wife and sons before taking his own life. A knife believed to have been used in the killings was recovered at the scene.

The Nebraska State Patrol has taken the lead in the homicide investigation, with assistance from the Dawson County Sheriff’s Office, Eustis Fire &amp; Rescue, and the Dawson County Attorney. Autopsies have been ordered for all four victims.

Upon arrival, deputies discovered four deceased individuals inside the residence, all identified as members of the same family: Jeremy Koch, 42; his wife, Bailey Koch, 41; and their two sons, Hudson, 18, and Asher, 16.Preliminary findings suggest that Jeremy Koch fatally stabbed his wife and sons before taking his own life. Gov. Pillen Extends Burn Ban in Western, Central Nebraska

CHADRON – Chadron State College students had a positive experience at the Rocky Mountain Psychological Association (RMPA)&nbsp;<a href="https://www.rockymountainpsych.com/" target="_blank">conference</a>. Dr. Mary Jo Carnot and Dr. Carrie Stiefel, who accompanied the group, said the students came back excited about doing research and possibly establishing a Psi Chi International Honor Society in Psychology at CSC. The students also told the faculty members they appreciated gaining valuable networking opportunities and career skills in the conference sessions.

The students who attended are Samantha Hill of Gillette, Wyo., Andaira Landenberger of Sutton, Neb., Katrina Christensen of Guernsey, Wyo., Tonah Alexander of Hot Springs, S.D., and Rylee McManis of Sidney, Neb.

Landenberger, a psychological sciences major with a minor in mental health and addiction-wellness, said attending the conference was a memorable and inspiring experience.

“It gave me the chance to connect with others passionate about psychology, explore diverse research topics, and gain valuable insight into potential career and graduate school paths,” Landenberger said.

Landenberger, who plans to graduate in May 2026 and become a clinical therapist specializing in mental health wellness and trauma recovery, said the conference, her first, helped her solidify the path she wants to take after graduation.

Fellow conference attendee Hill, a criminal justice and psychological studies major with a visual arts minor, said the experience was more impactful than she imagined.

“I learned from so many engaging presentations, connected more deeply with my peers, and left with a clearer sense of where I’m headed with my degree,” she said. “Watching the research-based discussions inspired me to begin my own undergraduate research, which is crucial for getting into a graduate program in criminal psychology. It also helped me understand how to strengthen my CV and apply what I’m learning in class in a meaningful way,” Hill said.

In addition to her studies, Hill serves as CSC’s Student Trustee on the Nebraska State College System Board, secretary for both the Social Work and Psychology Club, and the Art Guild. She is an Admissions Ambassador, Eagle Mentor, and QPR-trained peer supporter.

“If the opportunity presents itself to attend a conference like this, take it,” Hill said. “You never know how much you can gain until you jump in.”

Christensen, a first-time RMPA attendee, also found the trip to be a turning point. Set to graduate in May 2025 with a Bachelor of Arts in Psychology, she plans to earn a master’s degree and eventually become a therapist.

All three students highlighted the value of service during their time in Denver. They volunteered at the Food Bank of the Rockies, where they helped distribute food to families in need.

“It was very exciting to see the faces of those we were giving food to. You could see the relief and ease in their expressions,” Christensen said.

Social Security is facing attacks, primarily driven by DOGE, the Department of Government Efficiency. Elon Musk has called the program a "Ponzi scheme". These attacks on Social Security mean the federal government is talking about budget cuts, staffing reductions, and office closures, all of which threaten access to benefits and services for 69 million Americans.

What is a Ponzi scheme? A form of fraud that cheats investors; profits are paid to early investors (especially the creator of the scheme) with funds from new investors. Investors are misled by showing higher than average profits on business activities. However, there usually aren't any business activities. The scheme works as long as new investors continue to buy in so money is being made, but it collapses when people want to cash out. Although he was hardly the first to create this scam, the fraud scheme was named for Italian businessman Charles Ponzi. His earliest investors received 100% returns in 90 days on investments in foreign postal coupons. Then "everybody" wanted to buy in, and only their contributions were used to pay dividends. In 1920 Ponzi took in huge amounts of money throughout the United States, and the fraud received a lot of press coverage when it collapsed.

It is true that the Social Security system is "pay-as-you-go". Current workers' payroll tax payments are used to pay people who are already retired. Wage and salaried workers pay 6.2% (7.65% when you include the amount for Medicare) from every paycheck, shown as FICA, and that amount is matched by their employers. The total 15.3% is credited to their accounts in the Social Security system. FICA taxes are collected on the first $176,100 of a person's earnings from their employment.

Social Security is more like a combination of a business's retirement plan and an insurance policy, run by the government. The idea was to guarantee that workers would have some kind of income when they retired or if they were disabled. Funds are also used to pay survivors or dependents when a worker dies. Like all insurance policies, funds paid in now are paying today's claims. Some people pay in more than they receive, and others receive more than they have paid in.

I doubt that Elon Musk has ever paid into Social Security, because it is not collected on dividends, capital gains, or corporate profits—the kinds of income the wealthy earn.

It is true that baby boomers are retiring and people are living longer, so there is currently more being paid out than into the Social Security system. However, this was anticipated. President Carter and Congress in 1977 began gradually increasing FICA rates. Carter established a Commission on Social Security Reform, led by Alan Greenspan. President Reagan signed their recommendations into law in 1983. Those recommendations included an increase to the amount paid in, and a gradual increase in the full retirement age from 65 to 67. People can retire and draw social security any time from age 62 to 70, and if they wait, they receive a larger monthly amount.

To ensure there would be enough funds to pay out when the baby boomer generation retired, the Social Security Trust Fund was established. The Trust Fund is invested in government securities and earns interest. At its highest in 2020, the trust fund had $2.908 trillion. Since then, its value has dropped; it was $2.721 trillion at the end of 2024. Remember that this was anticipated, which is why trillions of dollars are set aside for Social Security payments.

Social Security will be able to pay out full benefits until 2034. Can it be corrected to pay out beyond that point? Yes, either by reducing benefits or increasing taxes paid in. These tweaks would not be difficult for Congress to do. However, they have been challenged by the Trump Administration to reduce spending, and Social Security is currently the federal government's largest expense. Social Security has also lifted more Americans above the poverty line than any other program.

OGALLALA, Neb. — A high-speed chase that began in Ogallala and spanned multiple counties has led to a federal prison sentence for a 20-year-old man from El Salvador. Michael Alexander Ayala-Ramirez was sentenced Wednesday to 70 months in prison for illegally possessing firearms, according to Acting U.S. Attorney Matthew Molsen.

The case unfolded last July 6, when an Ogallala police officer spotted a stolen pickup truck tied to a vehicle theft at Denver International Airport. When the officer attempted to make contact, Ayala-Ramirez — the driver — fled, sparking a high-speed chase that tore through Keith and Deuel Counties.

The chase ended near a rural farmyard in Deuel County after law enforcement successfully used stop sticks. Ayala-Ramirez and a passenger, Pablo Escobar-Alas, briefly hid under a vehicle before stealing another pickup and leading officers on a second chase. Authorities eventually stopped that vehicle as well and arrested both men.

Inside the bags they carried were four firearms, including one that had been reported stolen. A third suspect, Selvin Escobar-Rivera, fled on foot and was later arrested with another stolen handgun.

All three men had previously been deported and were in the U.S. illegally. The cases against Escobar-Alas and Escobar-Rivera are still pending.
