'Husker Game Day Traditions' presentation to be held at Alliance library

Today at 2:27 a.m. the Chadron Volunteer Fire Department battled a house fire on West 8th Street.&nbsp;

The Chadron Volunteer Fire Department used an aerial truck to help fight the fire with Crawford Volunteer Fire Department.&nbsp;

The house was engulfed in flames and a total loss.&nbsp;

Heritage Apartments, north of the fire, was evacuated for protection of the residents.&nbsp;

Chadron resident Andrew Scherbarth escaped the fire. 58-year-old Nanci Hartman died at the scene.&nbsp;

"While the Chadron firefighters fought the blaze, the Nebraska Fire Marshal/Investigative team from North Platte was contacted to investigate the cause of the house fire," Dawes County Attorney/Coroner Vance Haug said.&nbsp;

Haug said an autopsy has been ordered.&nbsp;

"The preliminary findings of the investigation indicate that Ms. Hartman died of soot and smoke inhalation as a result of an accidental house fire; likely the result of smoking," Haug added.&nbsp;

Hunting on state recreation areas begins in Nebraska

LINCOLN, Neb.&nbsp;–&nbsp;The Nebraska Bankers Association recognized Sen. Mike Jacobson of North Platte and Andy Olson of Hershey with the 2022 NBA Agri-business Recognition Award. The award has been presented each year since 1983 to individuals who have made significant contributions to the state of Nebraska and its agricultural industry. The presentation was made during the NBA’s Fall Agri-business Conference in Lincoln.

Jacobson is president and CEO of NebraskaLand Bank in North Platte, which he founded in 1998. The bank has grown to $900 million in assets and employs 105 people. Earlier this year, he was appointed to represent District 42 in the Nebraska Legislature where he is a member of the Agriculture, General Affairs and Natural Resources Committees.

Growing up on a farm sparked Jacobson’s passion for agriculture. He studied agricultural economics and agricultural education in college and taught for a short time before beginning his banking career as an agricultural lending officer at City National Bank in Hastings. He later moved to Lincoln to work for First Commerce Bancshares, eventually leading the correspondent division. In that role, he managed a participation portfolio that assisted banks across Nebraska in meeting the credit needs of their agriculture customers.

Jacobson is a member of the Governor’s Agricultural Advisory Committee, the Farm Foundation and the board of directors of the Federal Home Loan Bank of Topeka. He served as chair of the Nebraska Bankers Association in 2009. He is a past president of the Agriculture Builders of Nebraska and previously served on the American Bankers Association Agricultural Banking Advisory Work Group. Jacobson’s many community activities include serving as president of the North Platte Development Corporation and the North Platte Public Schools Foundation Board.

With the purchase of three mares in 1954, Olson began his long career of raising Lazy U Quarter Horses. In 1964, he and his father incorporated Olson Farms. Custom cattle feeding was added to the operation in 1986. The business was expanded in 2015 and they now feed 32,000 head of cattle and employ 40 people. Olson Farms is in the process of adding capacity to its feed yard, with further expansion in the planning stages. Conservation is a priority for Olson, and he has implemented numerous conservation practices on his operation.

Olson is a strong supporter of local and national youth organizations. One of his most recent activities is donating beef to schools. He also regularly donates beef to local food pantries, shelters and the North Platte Opportunity Center.

Among his many awards, Olson was named an honorary member of the Paxton FFA Chapter, served as parade marshal of the Hershey Fall Festival and was honored with the North Platte Business of the Year Award. He was a founding member of the Hershey Lions Club and served as president of Maria Lutheran Church.

Western Community Health Resources to hold 'Fun Day Activities' for kids

Thanks to a recently completed project by the&nbsp;Nebraska&nbsp;Game&nbsp;and&nbsp;Parks&nbsp;Commission, anglers are sure to enjoy better fishing on a half-mile section of trout stream in one of the Pine Ridge’s most scenic locations.

The renovation crew teamed up in August to improve Sowbelly Creek where it flows through the 160-acre G.H. Coffee Park 3½ miles northeast of Harrison. The project, estimated at about $40,000, was funded by a grant from the&nbsp;Nebraska&nbsp;Environmental Trust.

Anglers familiar with the clear, babbling brook&nbsp;and&nbsp;its picturesque backdrop of sandstone buttes&nbsp;and&nbsp;pine forest will notice a difference.

Where before the stream flowed just a few inches deep, it now moves over rock riffles&nbsp;and&nbsp;into pools up to 5 feet deep. At bends in the stream, anglers now find logs, rocks&nbsp;and&nbsp;other structures that not only prevent erosion but also attract fish as overhead cover.

Al Hanson,&nbsp;Game&nbsp;and&nbsp;Parks’ northwest district fisheries supervisor, said the newly renovated section of stream will provide immediate improved fishing opportunity&nbsp;and&nbsp;should get even better with time.

“Before long, the vegetation will return&nbsp;and&nbsp;these holes will hold a lot of fish,” Hanson said.

The stream, about 5 feet wide, already harbors a healthy population of brown trout&nbsp;and&nbsp;brook trout,&nbsp;and&nbsp;Hanson said future releases of cutthroats or rainbows would capitalize on the expanded capacity.

Another highlight of the improvements involves fencing. Three new walk-through Y-gates make it so anglers can access the entire public portion of stream without crossing over barbed-wire fence. Signage has been added at the property boundaries to deter park visitors from trespassing on adjacent private land.

Hanson said the improvements were designed to withstand flooding but noted nobody can be sure how they will handle such an event until it happens. It is hoped the area can avoid an event similar to June 2015, when a 4- to 6-inch rain over saturated soil caused water to rush down the narrow canyon&nbsp;and&nbsp;create a massive logjam of up to 4,000 cubic yards of timber at the park. A clean-up effort using funds from emergency management agencies occurred that November.

Coffee Park is named for Guy H. “Chick” Coffee. His wife, Ila, donated the property to the village of Harrison in 1972, the year he died. The property was developed in the next four years with money from the Land&nbsp;and&nbsp;Water Conservation Fund&nbsp;and&nbsp;donations. The village owns&nbsp;and&nbsp;maintains the park, which features picnic shelters, playground equipment&nbsp;and&nbsp;vault toilets.

Sowbelly creek, canyon&nbsp;and&nbsp;road were named for an 1800s incident. Legend has it that Fort Robinson military scouts hid for days in the vicinity while being pursued by Native Americans. When united with a rescue party, the hungry scouts were provided salty bacon, often referred to then as “sowbelly.”

 </figure>The renovation crew teamed up in August to improve Sowbelly Creek where it flows through the 160-acre G.H. Coffee Park 3½ miles northeast of Harrison. The project, estimated at about $40,000, was funded by a grant from the&nbsp;Nebraska&nbsp;Environmental Trust.Anglers familiar with the clear, babbling brook&nbsp;and&nbsp;its picturesque backdrop of sandstone buttes&nbsp;and&nbsp;pine forest will notice a difference.Where before the stream flowed just a few inches deep, it now moves over rock riffles&nbsp;and&nbsp;into pools up to 5 feet deep. At bends in the stream, anglers now find logs, rocks&nbsp;and&nbsp;other structures that not only prevent erosion but also attract fish as overhead cover.<figure>

 </figure>The stream, about 5 feet wide, already harbors a healthy population of brown trout&nbsp;and&nbsp;brook trout,&nbsp;and&nbsp;Hanson said future releases of cutthroats or rainbows would capitalize on the expanded capacity.Another highlight of the improvements involves fencing. Three new walk-through Y-gates make it so anglers can access the entire public portion of stream without crossing over barbed-wire fence. Signage has been added at the property boundaries to deter park visitors from trespassing on adjacent private land.Hanson said the improvements were designed to withstand flooding but noted nobody can be sure how they will handle such an event until it happens. It is hoped the area can avoid an event similar to June 2015, when a 4- to 6-inch rain over saturated soil caused water to rush down the narrow canyon&nbsp;and&nbsp;create a massive logjam of up to 4,000 cubic yards of timber at the park. A clean-up effort using funds from emergency management agencies occurred that November.Coffee Park is named for Guy H. “Chick” Coffee. His wife, Ila, donated the property to the village of Harrison in 1972, the year he died. The property was developed in the next four years with money from the Land&nbsp;and&nbsp;Water Conservation Fund&nbsp;and&nbsp;donations. The village owns&nbsp;and&nbsp;maintains the park, which features picnic shelters, playground equipment&nbsp;and&nbsp;vault toilets.Sowbelly creek, canyon&nbsp;and&nbsp;road were named for an 1800s incident. Legend has it that Fort Robinson military scouts hid for days in the vicinity while being pursued by Native Americans. When united with a rescue party, the hungry scouts were provided salty bacon, often referred to then as “sowbelly.”

Because vendors were unable to provide birds, the Nebraska Game and Parks Commission will not be releasing pen-reared pheasants before the youth pheasant season and Thanksgiving holiday this year.

The statewide youth season still will take place Oct. 22-23, but only youth ages 15 and younger will be allowed to hunt.

People interested in hunting pen-raised birds in a more controlled environment are encouraged to visit one of state’s 48 Controlled Shooting Areas. CSAs are privately-owned areas for hunting upland gamebirds during an extended season. No pheasants available to be released for youth season, Thanksgiving this year

CHADRON – Chadron State College’s presence in Alaska is expanding. In addition to a well-established graduate program in Anchorage, an undergraduate cohort from the Palmer/Wasilla area will enroll this fall.

Nearly 50 individuals have graduated through CSC’s grow-your-own school administrator partnership with the Anchorage School District, according to Dr. Don King, a retired CSC Education Professor and recruiter for Education Outreach Programs. The fifth cohort will enroll in January 2023.

“It's been very successful. As a result, other school districts in Alaska have caught wind of it&nbsp;and reached out,” King said.

As a result of increasing interest, King has helped to initiate a new program at the Matanuska-Susitna (Mat-Su) school district aimed at high school graduates earning their bachelor’s degrees in education. The district, about the size of West Virginia, includes nine high schools in Palmer and Wasilla, according to King.

Like other&nbsp;districts in Alaska, Mat-Su is facing a challenge to retain teachers. It costs about $2,400 to advertise in the lower 48 to recruit one teacher, King said.

“When teachers from the contiguous lower 48 states move to Alaska, they are excited, initially. Then winter kicks in. It's very long. It's very dark. It's very cold.&nbsp;Ultimately and unfortunately,&nbsp;a lot of teachers end up leaving which causes a lack of education continuity,” King said.

During a 2021 trip to Alaska, King reached out to Mat-Su school district superintendent Dr.&nbsp;Randy Trani to share information about CSC’s&nbsp;para-teacher program, in addition to the Education Administration graduate program at Anchorage.

“A week later, Dr. Trani got back in touch with me and asked if there was any flexibility in CSC’s&nbsp;programming. I said, ‘Well, it depends. What do you have in mind?’ So, I drove back up to Palmer and met with him in person. In about two hours, we hammered out a potential grow-your-own teacher program specifically for high school graduates,” King said.

The Mat-Su graduates will enroll with Chadron State as freshmen and, simultaneously, the district will hire them for 20 hours a week&nbsp;as para-professionals in one of their schools.

The students will complete their education degree coursework via distance learning. In addition to CSC faculty, qualified Mat-Su teachers and administrators will&nbsp;serve as adjuncts, providing content in their courses related to issues in Alaskan education and&nbsp;the Mat-Su Valley.

King says this is a win-win arrangement for Mat-Su and CSC.

“The students will be employed by their alma mater and receive teacher training while on the job. CSC coursework pairs nicely with their on-the-job experience,” King said. “The&nbsp;beauty of what Mat-Su is doing also includes a financial incentive. They are literally paying back every one of these students’ college debt. The first year a CSC graduate from Mat-Su teaches in the district, they get 10 percent of their college loan debt forgiven. The next year, 30 percent, and so on, until in the fifth year&nbsp;when they are debt-free, which is amazing.”

This year, seven Mat-Su high school students are enrolled as incoming freshman students with CSC, and Mat-Su has room for 25.

“They hope&nbsp;the program will grow,” King said.&nbsp;“The district is providing an avenue for a professional career for these young people; one they can build upon.&nbsp;It also saves money on recruiting and in the long run, it's going to pay off in big dividends because the population the district is targeting already has family ties there. This is their home.”

King believes the unique program is one of the first in the nation.

“I think you're going to see a lot more like it,” he said. “We are just tickled to be partnering with the Mat-Su district on the innovative venture. It's exciting.”&nbsp;

 </figure>Nearly 50 individuals have graduated through CSC’s grow-your-own school administrator partnership with the Anchorage School District, according to Dr. Don King, a retired CSC Education Professor and recruiter for Education Outreach Programs. The fifth cohort will enroll in January 2023.“It's been very successful. As a result, other school districts in Alaska have caught wind of it&nbsp;and reached out,” King said.As a result of increasing interest, King has helped to initiate a new program at the Matanuska-Susitna (Mat-Su) school district aimed at high school graduates earning their bachelor’s degrees in education. The district, about the size of West Virginia, includes nine high schools in Palmer and Wasilla, according to King.Like other&nbsp;districts in Alaska, Mat-Su is facing a challenge to retain teachers. It costs about $2,400 to advertise in the lower 48 to recruit one teacher, King said.“When teachers from the contiguous lower 48 states move to Alaska, they are excited, initially. Then winter kicks in. It's very long. It's very dark. It's very cold.&nbsp;Ultimately and unfortunately,&nbsp;a lot of teachers end up leaving which causes a lack of education continuity,” King said.During a 2021 trip to Alaska, King reached out to Mat-Su school district superintendent Dr.&nbsp;Randy Trani to share information about CSC’s&nbsp;para-teacher program, in addition to the Education Administration graduate program at Anchorage.“A week later, Dr. Trani got back in touch with me and asked if there was any flexibility in CSC’s&nbsp;programming. I said, ‘Well, it depends. What do you have in mind?’ So, I drove back up to Palmer and met with him in person. In about two hours, we hammered out a potential grow-your-own teacher program specifically for high school graduates,” King said.The Mat-Su graduates will enroll with Chadron State as freshmen and, simultaneously, the district will hire them for 20 hours a week&nbsp;as para-professionals in one of their schools.The students will complete their education degree coursework via distance learning. In addition to CSC faculty, qualified Mat-Su teachers and administrators will&nbsp;serve as adjuncts, providing content in their courses related to issues in Alaskan education and&nbsp;the Mat-Su Valley.King says this is a win-win arrangement for Mat-Su and CSC.“The students will be employed by their alma mater and receive teacher training while on the job. CSC coursework pairs nicely with their on-the-job experience,” King said. “The&nbsp;beauty of what Mat-Su is doing also includes a financial incentive. They are literally paying back every one of these students’ college debt. The first year a CSC graduate from Mat-Su teaches in the district, they get 10 percent of their college loan debt forgiven. The next year, 30 percent, and so on, until in the fifth year&nbsp;when they are debt-free, which is amazing.”This year, seven Mat-Su high school students are enrolled as incoming freshman students with CSC, and Mat-Su has room for 25.“They hope&nbsp;the program will grow,” King said.&nbsp;“The district is providing an avenue for a professional career for these young people; one they can build upon.&nbsp;It also saves money on recruiting and in the long run, it's going to pay off in big dividends because the population the district is targeting already has family ties there. This is their home.”King believes the unique program is one of the first in the nation.“I think you're going to see a lot more like it,” he said. “We are just tickled to be partnering with the Mat-Su district on the innovative venture. It's exciting.”&nbsp;

An 82-year-old Alliance woman died in a fire Tuesday afternoon.&nbsp; Alliance Fire Chief Troy Shoemaker said his department was called to a residence at 10th and Grand Ave on Tuesday to a report of a fire. Initially, the report said there was an explosion at the home. Shoemaker said that was not the case.&nbsp; 

According to the Alliance Police Department website, officers responded to the home and found the resident aflamed.&nbsp; The fire was extinguished. The resident was determined to be deceased on scene. Shoemaker said the state fire marshal from Ogallala was requested to investigate the fire.&nbsp;

The victim is identified as 82-year-old Dixie Howell of Alliance.&nbsp;

Funeral services will be at 10 a.m. Wednesday, Sept. 7, at Bates-Gould Chapel with the Reverend Gene Hill officiating.&nbsp; Burial will be in the Alliance Cemetery. A luncheon will follow from noon to 2 p.m. at the Eagles Club. Memorials may be given to Dobby’s Frontier Town c/o of Lori White,&nbsp;423 Hudson Ave., Alliance, NE 69301&nbsp;or to a charity of the donor’s choice.

Alliance Resident dies in home fire Tuesday

A well-known Chadron man has died of natural causes.&nbsp; The Dawes County Sheriff's Office said it received a request on Aug. 30 to do a welfare check on an elderly man who had not been seen or heard from for several days.&nbsp; When deputies arrived on scene, they found 80-year-old Kenneth Korte deceased in his rural Dawes County residence.&nbsp; The county attorney/coroner was called to the scene to assist in the investigation.&nbsp;

Following a review of evidence gathered at the scene, witness statements and a review of medical records, it was determined Korte died of natural causes.&nbsp;

Korte was well known in the Chadron area, having worked at Chadron State College for several years.&nbsp; He also served as a bailiff&nbsp; at the Dawes County Courthouse and was an organizer of the annual Classics in the Park Car Show in Chadron.&nbsp;&nbsp;

The Alliance Police Department website issued this statement earlier this morning.

A potential threat was reported to APD and BBCSO.&nbsp; Due to the nature of the report the following schools went into “secure” in accordance to the Standard Response Protocol,&nbsp; Alliance High School,&nbsp; Alliance Middle School, and St. Agnes Academy.&nbsp;

The report was investigated by law enforcement. The threat was unfounded and the schools were given an all clear.&nbsp;

'Crawford Rock Swap' to be held in city park 

OMAHA, Neb. (AP) — The 8th U.S. Circuit Court of Appeals on Wednesday rejected a request to temporarily block part of Nebraska’s ballot initiative petition process sought by a group trying to legalize medical marijuana in the state.

Nebraska's ballot petition law, which is enshrined in the state constitution, requires petitioners to collect signatures of 7% of registered voters in the state to enact a statute. Additionally, it requires signatures be gathered from at least 5% of voters in at least 38 of the state's 93 counties.

Nebraskans for Medical Marijuana and the American Civil Liberties Union of Nebraska&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-health-lawsuits-marijuana-c9fcbb909eb10bda45bdfbc0565f7c65">sued</a>, arguing that the requirement violates free speech and equal protection rights by making some voters’ signatures more valuable than others. The requirement, they said, makes the signature of one voter in sparsely populated Arthur County equal to that of 1,216 voters in Douglas County, which includes Omaha.

In June,&nbsp;<a href="https://apnews.com/article/health-elections-marijuana-campaigns-medical-7366fea6684c9dbc11e56e493d6e549f">U.S. District Judge John Gerrard agreed</a>, saying that while the state can require statewide voter support for a ballot initiative, it “may not do so based on units of dramatically differing population, resulting in discrimination among voters.” Gerrard issued an order temporarily blocking the 5% requirement.

State officials appealed, and the 8th Circuit quickly put a hold on the federal judge's order until it could rule on the state's appeal A split panel of the 8th Circuit did so Wednesday.

U.S. Circuit Judges Raymond Gruender and David Stras found that the lawsuit is not likely to succeed.

“On balance, the preliminary-injunction factors clearly weigh in the Secretary’s favor,” Gruender wrote in the decision. “The district court abused its discretion by granting the plaintiffs’ request for a preliminary injunction.”

In a dissent, Judge Jane Kelly wrote that “if the right to vote is fundamental, I see no reason why it should not apply equally to the initiative process at the heart of Nebraska’s electoral and legislative system.”

Nebraska Secretary of State Bob Evnen issued a statement saying his office “will continue to enforce that Nebraska constitutional provision pending the final outcome of the case.”

The ACLU said in a statement: "We are not giving up.”

Daniel Gutman, an Omaha attorney representing the marijuana petition group, agreed that the effort to protect voters' rights would continue and that the group might ask the full 8th Circuit to weigh in on the issue.

“This issue has obviously divided judges,” Gutman said. “So we've put up a pretty strong fight so far.”

The medical marijuana effort&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-health-marijuana-medical-nebraska-f3b563a4c265f3faf373b48fb6ccb091">failed to gather</a>&nbsp;the 87,000 valid signatures it needed by the July 7 deadline to get to get the proposal on the November ballot. It also reached the 5% threshold in only 27 states.
