CHADRON – Seven new faculty members have joined Chadron State College for the fall semester. Three of the new faculty earned their undergraduate degrees from CSC. In the School of Liberal Arts they are Dr. Adam Hoesing and Dr. Tiffany Wasserburger. In the School of Professional Studies and Applied Sciences they are Adrianna Calle, Jessica Heesacker, and Dr. Miranda Scoggan. And, in the School of Business, Mathematics, and Science they are Dr. Clint Evrard and Kinsley Mason.

Dr. Adam A. Hoesing&nbsp;is an Assistant Professor in Justice Studies. He graduated from CSC in 2009 from the Justice Studies department, with a B.A. in Legal Studies. In 2012, he graduated from the University of Nebraska-Lincoln College of Law. During law school, he served on the Nebraska Law Review as an executive editor, and earned Order of the Coif.

After law school, Hoesing joined Simmons Olsen Law Firm in Scottsbluff, Nebraska. While there from 2012 to 2023, he practiced general civil law including real estate, probate, estate planning, bankruptcy, municipal law, litigation support and appellate practice, natural resources law, and commercial law. He became a partner of the business in 2016 and a corporate officer in 2020.

“It is great to be back; teaching in the same program I graduated from. I look forward to continuing the strong tradition and values of the program,” he said.

Hoesing will teach Introduction to Legal Studies (LS 231), Legal Research and Writing (LS 238), Constitutional Law (LS/CJ/PS 333), Litigation and Civil Procedure (LS 232), Family Law (LS 236), Legal Research and Writing II (LS 338), and Ethics and Professional Responsibility (LS 436).

Dr. Tiffany A. Wasserburger&nbsp;is an Associate Professor in Justice Studies. She grew up in Chadron and graduated from CSC. Before starting law school in 1997, she served as a Legislative Aide for one year at the Nebraska Unicameral.

“I'm excited to be back at CSC where my professional journey began,” she said.

After graduating with her Juris Doctorate from UNL’s College of Law, she worked with Legal Aid, the Scotts Bluff County Attorney’s Office, and was the Criminal Justice Program Director at Western Nebraska Community College from 2014 to 2023.

She will teach Introduction to Criminal Justice (CJ 231), Introduction to Law (CJ/LS/PS 337), Criminal Law (CJ 331), Real Estate Law (LS 434), Rules of Evidence (CJ/LS 433), Juvenile Delinquency (CJ/SOC 332), and Criminal Procedure (CJ/LS 334).

She has been a presenter at the Academy of Criminal Justice Sciences National Conference and was named to the Top 10 Defenders by the Animal Legal Defense Fund during National Justice for Animals Week in 2009.

School of Professional Studies and Applied Sciences

Adrianna Calle&nbsp;is an&nbsp;Assistant Professor in Social Work&nbsp;who&nbsp;will teach Policy Analysis and Advocacy (SW 434), Services to Elderly and Differently Abled (SW 332), and Pre-Field and Orientation (SW 459).

Prior to coming to CSC, she worked as a mental health therapist.

“This is my first time teaching in higher education. I wanted to expand my horizons,” she said.

She graduated from the U.S. Air Force Academy in 2011, the Air Force Institute of Technology in 2013, and the University of Central Florida in 2019.

Calle is a member of the National Association of Social Workers.

Jessica Heesacker&nbsp;is an Instructor in Education. She earned a bachelor’s in Education and Human Sciences, and Social Science and Coaching from UNL, a master’s in School Leadership from Concordia University, and is pursuing a doctorate in Educational Leadership from Liberty University.

“Working at CSC will allow me to work alongside a team of individuals who are as passionate about teaching and education as I am. I am eager and excited to be a part of guiding and partnering with the next generation of teachers,” she said.

She will teach Introduction to Teaching (EDUC 131), Assessment Foundations (EDUC 329), and Secondary/MS Assessment (EDUC 418S).

Most recently, Heesacker was the principal and dean of students at Red Cloud Indian School in Pine Ridge, South Dakota. Previously, she was a teacher, director, and principal at the Denver School of Technology. Her additional work experience was as a teacher and administrator at the Austin Business and Entrepreneurship Academy in Chicago.

Dr. Miranda Scoggan&nbsp;is an Instructor in Education. Originally from northwestern Nebraska, Scoggan said she wanted to return to the area.

“My previous work experiences led me to pursue a Ph.D. in education. Those experiences also helped me realize that special education is my passion and higher education is where I can reach my full potential as an educator,” she said.

She earned a bachelor’s in Education and Special Education and a master’s in Learning and Technology from Western Governors University. She earned a doctorate in Education with an emphasis in Special Education from Northcentral University.

Scoggan will teach Introduction to the Exceptional Learner (SPED 230), Assessing Individuals with Mild to Moderate Disabilities (SPED 435/535), Special Education Practices and Strategies (SPED 444), and Assessment and Diagnosis of Young Children (SPED 640), and Characteristics of Learning Disabilities (SPED 555).

She taught Special Education and behavior in Chugwater, Wyoming, and was a District Case Manager in Wheatland, Wyoming. She is a member of the National Society of Leadership and Success.

School of Business, Mathematics, and Science

Dr. Clint Evrard&nbsp;is an Instructor of Physics and Chemistry who values CSC’s campus environment and the benefits it offers students.

“I enjoy being able to know my students so I can make adjustments based on their needs. CSC is the perfect environment for that,” he said.

Evrard earned a bachelor’s in Physics from Indiana State University, and a master’s in Computational Chemistry/Materials Physics and a doctorate in Electronic Structure Theory/Computational Quantum Materials from the University of Louisville.

Evrard will teach College Chemistry I and lab (CHEM 131/131L) and College Physics I and lab (PHYS 151/151L).

He taught lectures and online classes for five years at the University of Louisville. Evrard has presented talks and posters at several professional conferences and published several research articles in professional journals including his dissertation.

Kinsley Mason&nbsp;is an&nbsp;Instructor in Natural Sciences who will teach Physical Science for Elementary and Middle Grades Teacher (GEOS 129), Astronomy (GEOS 138), Planetary Geology for Educators (GEOS 312), Ancient Monuments (FYI 169AU), College Chemistry I lab (CHEM 131L), College Chemistry II lab (CHEM 132L), Survey of Chemistry lab (CHEM 140L), and Organic Chemistry lab (CHEM 333L). She will also coordinate shows at the Lois Veath Planetarium.

Mason played softball at CSC and earned a bachelor’s in Molecular Biology and a master’s in Science Education. While a student, she earned a NASA Nebraska Fellowship and made several Nebraska Academy of Sciences presentations. She was a graduate assistant and adjunct faculty for the Natural Science department, as well as a softball coaching assistant.

Hunters should be prepared to scout ahead of teal season. Some wetland pumping is planned before the teal opener.

&nbsp; Panhandle Public Health District announced on Thursday that they have successfully completed a review process to maintain national accreditation status through the Public Health Accreditation Board (PHAB) as of August 21, 2023.

 In a statement on Thursday, PPHD says that by maintaining its accreditation status for another five years, PPHD has demonstrated that it meets PHAB’s quality standards and measures and has the capacity to continue to evolve, improve and advance to continue improving the health of the residents of the Nebraska Panhandle.

APS announces Story Time stories for Youth Program

The Alliance Police Department issued a statement about vandalism at the high school and are asking for the public's assistance.&nbsp;

Vandalism was done at the parking spots in the Seniors spots at the school, as an unknown white pickup truck left unwanted tire marks on three of the painted parking spots last weekend. Alliance High School has a senior parking lot initiative to add color to the school and is for a meaningful cause to assist families in need with a holiday meal.

"We're disheartened by this act of vandalism that affects our entire community, School Resource Officer Tyler Sherlock said. "We are reaching out to our wonderful Alliance Community to help us identify the pickup truck involved."

Alliance Police is asking for information or leads on the truck, if you have any information or leads, please contact Officer Sherlock at 308-762-4955 with any identifying information on the culprit.

Discover Northwest Nebraska announced on Thursday that the tourism industry did very well for the 22-23 fiscal year, indicating a strong tourism industry in the region.

The fiscal year ended on June 30, and data collected indicated that Dawes County had their 2nd largest year at $242,000 collected, just below the previous year of 262,000.&nbsp; Sioux County's mark was $4,200, down $300 from the previous year. Director of Northwest Nebraska, Kerri Rempp attributes the small dip in revenues to higher gas prices and a decrease in some out-out-state hunting permits.&nbsp;

“Regardless, visits to the region remain strong, and tourism continues to have a substantial economic impact, supporting more than 260 jobs,” Rempp said.

Earlier this week, Senator Pete Ricketts talked to an audience of business and community leaders in Alliance and Box Butte County. Panhandle Post sat down with the former Nebraska Governor, and one of the topics he discussed was renewable fuels and battling President Joe Biden on the issue.&nbsp;

"We all want to reduce our impact on the environment, but what we should allow is American industry to innovate and find ways to do that," Ricketts said. "Rather, the Biden Administration just wants to jam a one size fits all answer on us."

Ricketts has been outspoken against electric vehicles, saying it is not practical in rural areas of the country, like Western Nebraska. Biofuels,&nbsp; renewable diesel and bio diesel is what Ricketts would like to see implemented, and he says that by starting with the railroads, the country can begin to start reducing carbon output.

&nbsp;In July, Ricketts sponsored the Flex Fuel Fairness Act along with Senator Amy Klobuchar of Minnesota to give Flex Fuel vehicles the same credit relative to electric vehicles. According to Ricketts, it also level the playing field for vehicles running on low-carbon liquid fuels like ethanol.

A Wyoming man was arrrested following a pursuit in Dawes County on Monday night. The Nebraska State patrol were informed that Fall River County Sheriff's Deputies were pursuing a vehicle traveling South towards Nebraska on Highway 385 at 8:40 p.m. MT. 

Troopers responded to an area in Northern Dawes County where they spotted the Motorcycle riding at 98 miles per hour on highway 385 North of Chadron.

Troopers started to pursuit the vehicle after it failed to stop as it crossed 20 west of Chadron. Troopers were able to stop the rider when he reached a fence line and turn around, and as he was able to stop the motorcycle. 

31 year-old Gerald Hobbs of Cheyenne was arrested after authorities found controlled substances, and a concealed weapon in his backpack. 

Hobbs was booked into the Dawes County Jail for charges ranging from flight to avoid arrest and reckless driving.

Gary Stone, Nebraska Extension Educator says half of this week is blistering hot , though rain could be coming soon.&nbsp; "We're looking at a pretty good chance of moisture on Thursday and Friday and maybe through the weekend," Stone said.

Stone says that crop waters are going to be high and that growers should keep up with their watering and give an update on the crops.

"Corn is starting to sit on ears, set on kernels, beans are setting on pods, 2nd blossom is coming on," Stone said. "Sugar beets are also looking good, so keep the water coming."

Stone says that last week, the crop water use averaged about a quarter of an inch a day, growers can expect a similar number this week.

Senator Pete Ricketts was in the Alliance on Monday afternoon, as the former Governor of Nebraska spoke to business and community leaders  in the Knight Museum Theater about various issues and topics that are of interest to Nebraskans. 

One of the topics Ricketts discussed was illegal immigration at the southern border. "We've had millions of people come across our Southern border, which is uncontrolled," Ricketts said.&nbsp; "Not only that, but fentanyl is the leading killer of Americans ages 18-45," Ricketts said.

Ricketts&nbsp; has sponsored the (FEND off) Fentanyl Act and he says the legislation is meant to go after cartels that make the fentanyl and Chinese companies as well, making it a murder charge if the drug is distributed to someone and is killed by it.

Another topic at the forum was increasing the workforce in Nebraska, and Senator Ricketts says the focus needs to be the youth. "First of all, we need to make sure young people are getting the training they need to take the jobs we have," Ricketts said.

Ricketts touted programs he established as Governor like apprenticeships, career scholarship program and other avenues to develop young people into the workforce.

Other topics that Senator Ricketts tackled were renewable fuels and the importance of American innovation.

School started last week for my wife (second-grade teacher) and children. Same buildings within Alliance Public Schools for all three. Perhaps the most interesting part was walking through the halls in the entirety of AMS again. The only member of my family who does not spend hours each weekday in a classroom, I still feel the reverberation of teachers’ voices echoing decades later. Especially this month, I hear, “The fair is in August,” when somebody during second period complained about homework on the first day. Fast forward and, yes, the fair is still in August – one of the best harbingers of the upcoming school year.

Keep Alliance Beautiful has been involved in the Box Butte County Fair to some degree for years. This year Kathy Worley, our executive director, passed out informational/swag bags along the parade route. Also, our painted, stick-your-head-through-the-hole and get your picture taken attraction was on hand in one of the buildings. Work and fair intersected for me personally on the evening of family night. My son helped me gather a load to make room in the trailer for cardboard stationed at Hemingford and hook up our other trailer, which was full of recyclables, to bring back to Alliance. I was up there anyway that Tuesday, so it was more efficient for me to take the load southeast. The morning shift changed out the black bins and returned to our spot on Village property between the towering Farmer’s Co-op elevator and the public 9-hole golf course.

KAB proposed locating our trailers at the fairgrounds year round though the potential traffic was not desirable, their board explained. Therefore after a high profile parking spot at the former mini mart where everybody heading through town on Nebraska Highway 2 passes, KAB serves the community from a nondescript site. Like the move in Alliance from the Alliance Plaza (also on Highway 2) to Second Street and Cheyenne Avenue, people in Hemingford are unlikely to find/use the trailers unless they ask or already know where to go.

My goal is to have both Hemingford trailers at the fair for the final four days as people visit for grandstand events, 4-H shows and stream onto the grounds after the Saturday parade. An informational kiosk could stand nearby to educate the public while reducing how much waste leaves for the landfill that week. I am sure KAB and the fair board would be agreeable to finding another way to promote environmental education and sustainability.

Youth exemplified those issues in certain 4-H and open class entries this summer. In the former, an Alliance teen recycled newspaper to craft a bodice, while her peers modeled “upcycle simple garments” in a county only project. Judges recognized junior and senior 4-H bakers for “best use of recycled materials” on their cookie jars. Other projects qualified for the upcoming Nebraska State Fair at Grand Island with descriptions such as “accessory – recycled item” or “upcycled item” and “furniture – recycled/remade”.

Maintaining clean grounds has potential for KAB, however everyone involved already does fine (overall) in that category. One evening, while sitting down for supper at the food court, I overheard a man complaining that there were no trashcans amongst the tables. Others at his table referred him to a pair of open Dumpsters a few yards away that he visited minutes later. Unlike the constant, often overflowing garbage receptacles KAB empties along Box Butte during

Heritage Days, my take was the fair crowds knew how to pick up after themselves and did not expect the service from anyone else.

Still 11 months away, the 2024 Box Butte County Fair could say “aloha” to the environment as the next theme. I would love to see the commercial building open again and packed with businesses and not for profits telling visitors all about being green. If you have forgotten where the kids stuffed their pockets full of free pens and candy, I’m sure you’ll see the Hemingford recycling trailers at the north door.

Like the move in Alliance from the Alliance Plaza (also on Highway 2) to Second Street and Cheyenne Avenue, people in Hemingford are unlikely to find/use the trailers unless they ask or already know where to go.My goal is to have both Hemingford trailers at the fair for the final four days as people visit for grandstand events, 4-H shows and stream onto the grounds after the Saturday parade. An informational kiosk could stand nearby to educate the public while reducing how much waste leaves for the landfill that week. I am sure KAB and the fair board would be agreeable to finding another way to promote environmental education and sustainability.Youth exemplified those issues in certain 4-H and open class entries this summer. In the former, an Alliance teen recycled newspaper to craft a bodice, while her peers modeled “upcycle simple garments” in a county only project. Judges recognized junior and senior 4-H bakers for “best use of recycled materials” on their cookie jars. Other projects qualified for the upcoming Nebraska State Fair at Grand Island with descriptions such as “accessory – recycled item” or “upcycled item” and “furniture – recycled/remade”.Maintaining clean grounds has potential for KAB, however everyone involved already does fine (overall) in that category. One evening, while sitting down for supper at the food court, I overheard a man complaining that there were no trashcans amongst the tables. Others at his table referred him to a pair of open Dumpsters a few yards away that he visited minutes later. Unlike the constant, often overflowing garbage receptacles KAB empties along Box Butte duringHeritage Days, my take was the fair crowds knew how to pick up after themselves and did not expect the service from anyone else.Still 11 months away, the 2024 Box Butte County Fair could say “aloha” to the environment as the next theme. I would love to see the commercial building open again and packed with businesses and not for profits telling visitors all about being green. If you have forgotten where the kids stuffed their pockets full of free pens and candy, I’m sure you’ll see the Hemingford recycling trailers at the north door.

The Panhandle Public Health District announced on Monday that they have confirmed their first West Nile Virus death for the 2023 season. 

The name of the deceased individual has not been released, but the PPHD said in a statement that since 2002, there have been 101 reported deaths in Nebraska&nbsp;according to the Nebraska Department of Health and Human Services (NDHHS).

Melissa Haas, Environmental Health Coordinator with PPHD says that there are certain precautions people should take.

“As school is back in session, we know people are excited for activities like football, but please be mindful that mosquitoes primarily feed at dawn and dusk so as Panhandle residents go to support their favorites athletes, it is particularly important to take important precautions." Haas said.&nbsp; &nbsp;"Put on bug spray until it freezes for the first time.”&nbsp;

&nbsp;Overall, in the Panhandle, mosquito trappers have sent in a total of 24,841 mosquitoes this season. This is 12 times the amount seen as compared to previous years.

LINCOLN —&nbsp;The Nebraska Racing and Gaming Commission has approved the first step in a process that could allow a Hastings-based company to transfer its racetrack license to western Nebraska.

Commissioners voted Friday to approve a 12-week, $48,000 market study with Innovation Group. That study could set up final approval later this year of a racetrack in Ogallala after Hastings Exposition &amp; Racing Inc. announced&nbsp;<a href="https://nebraskaexaminer.com/briefs/western-nebraska-casino-possible-as-plans-announced-for-a-racing-license-in-ogallala/">plans</a>&nbsp;this summer to transfer its racing license.&nbsp;

State law allows Hastings a one-time move of its license because the community was one of six “original” racetrack locations. The law stipulates the move must be to a Nebraska county that does not have a racetrack, in this case, from Adams County to Keith County.

Brian Jorde, a representative for the Hastings company, said a study is required to see whether the move could have any detrimental effects, such as concentrated or “undue” competition.

“We don’t believe there’s any reasonable argument that it can, in any way, be detrimental by moving that far away into a brand new market and giving the folks in western Nebraska —&nbsp;who often get passed over —&nbsp;an opportunity to be a part of something so exciting,” Jorde told the commission.

Hastings Exposition and Racing had tried for a couple of years to set up a racino in Hastings, spending hundreds of thousands of dollars for a location that would have been 17 to 20 miles from the racino in Grand Island.

Instead, the new racetrack is planned for nearly 200 miles away while laying the future groundwork for the Lake Mac Casino Resort and Racetrack, a 174-acre site that Jorde said would exist on the southwest corner of I-80 and Highway 26, the main intersection in Ogallala.

Mary Wilson, executive director for Keith County Area Development in Keith County, noted the new location is planned to be a “tourism destination” with its closeness to Lake McConaughy and the states of Wyoming and Colorado.

Elite Casino Resorts, which owns the Grand Island Casino Resort, plans to partner with the Hastings company for the new facility.

“We think this is the definition of a win-win,” Jorde said.

<a href="https://nebraskaexaminer.com/briefs/racino-bill-advances-with-initial-limit-at-six-racetracks/">Other Nebraska communities</a>&nbsp;such as Kimball, Gering, North Platte, Norfolk and Bellevue have expressed interest in more racinos.&nbsp;

State Sen. Mike Jacobson of North Platte told the board at its meeting that his community still intends to submit an application after required studies of socio-economic impacts and statewide market conditions.

The commission also approved a new first in gambling for the Cornhusker State: table games at the Grand Island Casino Resort.

This is the first time the commission has approved table games. Sharon Haselhoff, the regional vice president for Elite Casino Resorts, noted that eight were ready to launch as early as the Friday dinner hour, pending final commission approval.

Commissioners approved five blackjack tables, one roulette, one Texas hold ’em and one craps table as well as 46 more slot machines for Grand Island, bringing the total number of machines to 337.

Tom Sage, the commission’s executive director, said he’d be on the road to Grand Island for one final walkthrough as soon as the commission adjourned, a final step before the new games went live.

Dennis Lee, the commission’s chair, said it was fitting that Grand Island was the first for tabletop games given its decades-long history in racing.

“It’s appropriate, I think, that Grand Island be the first to let people roll the dice and spin the ball,” Lee said.
