Flash Flood Warning issued for Morrill County 

The deadline for Free Application for Federal Student Aid (FAFSA) forms for the 2023-2024 academic year recently closed on June 30th. FAFSA is the form students and prospective students fill out to apply for grants, work-study, and low-interest loans from the U.S. Department of Education. Before the next FAFSA application cycle opens up on October 1, there is a critical error that Congress must fix to ensure farm families can continue to receive fair consideration of their applications for aid. &nbsp;

In 2022, over 80,000 Nebraskans filed for federal financial assistance for higher education through the FAFSA form. Millions of American families, including tens of thousands in Nebraska, rely on federal financial aid to afford college. The once 108-questions-long form was overly complex. Efforts under both Presidents Donald Trump and Joe Biden have worked to simplify it.&nbsp;

During the most recent simplification effort last year, however, The FAFSA Simplification Act changed the way a family’s assets, income and debt are calculated. As written, the rule unfairly assumes that small businesses and family farms can liquidate assets quickly to pay for college. This is despite the longstanding FAFSA process exclusion of non-liquid farm assets, such as farmland and equipment. These exclusions protected our farm families’ access to federal student aid. The repercussions of this new rule would be devastating for farm families and other similar family-owned small businesses across the country. The most the significant change to FAFSA included altering the federal needs analysis formula used to determine students’ financial aid eligibility. Without being fixed, this change could force small businesses and family agriculture operations to choose between sending their children to college and liquidating assets or dismantling their businesses.&nbsp;

I’m a big believer in making government services as easy for taxpayers to access and navigate as possible. I commend the previous Congresses for working to simplify and streamline the FAFSA application. However, the negative impact last year’s changes will have on farm families must be addressed swiftly before applications open with these new mandates on October 1.&nbsp;

I’m often reminded in Washington how easy it is for government bureaucracy to fall out of touch with the very people it is supposed to serve. This FAFSA situation is yet another reminder of how critical it is to stay vigilant and ensure we are constantly sharing the reality facing agriculture families. Agriculture is the heart and soul of what we do in Nebraska, and I’m honored to fight for our family farms, ranches, and other agriculture-based businesses in Washington.  &nbsp;

It is our duty to make sure farm families aren’t punished for the essential job they do to feed and fuel our nation. There are <a href="https://nda.nebraska.gov/facts.pdf" target="_blank">44,800</a> farms and ranches in Nebraska and small businesses represent <a href="https://lbg-online.net/small-business-statistics/nebraska/#:~:text=There%20are%20currently%20180%2C988%20small,2022%2C%20ranking%2011th%20among%20states." target="_blank">99.1%</a> of all private enterprises in Nebraska. Fur Trade Days schedule of events in Chadron

PIERRE, &nbsp;South Dakota — About 250 people descended on the South Dakota State Capitol on Thursday, demanding a prohibition against carbon capture pipeline companies gaining access to land against a landowner’s will.

Lawmakers, landowners and concerned citizens from across the political spectrum called on Republican Gov. Kristi Noem to call a special legislative session to address the issue. She did not attend the rally.

“Governor Noem, you say you stand with us,” said rally speaker Ed Fischbach, an Aberdeen-area farmer whose land is near a proposed pipeline route. “We need your actions to speak louder than your words.”

The rally comes amid a heated public debate over the expansion of carbon capture pipeline infrastructure.

Two pipelines that would pass through eastern South Dakota and multiple other states, including Nebraska, are designed to transport captured carbon dioxide produced at ethanol plants to underground storage sites in North Dakota and Illinois. The aim is to combat climate change by removing carbon from the atmosphere, where it traps heat. The projects are eligible for&nbsp;<a target="_blank" href="https://southdakotasearchlight.com/2023/06/30/thanks-to-federal-tax-credits-its-boom-time-in-the-midwest-for-carbon-dioxide-pipelines/">billions of dollars in federal tax credits</a>, and could allow ethanol producers to sell their products in places with restrictive emissions standards.

However, critics argue that the use of a court process called “eminent domain” — which one of the pipeline companies is already pursuing, to gain land access from dozens of unwilling landowners — is a violation of property rights.

“This is going to set precedents,” said Rep. Oren Lesmeister, D-Parade, in a speech to the crowd. “And if we don’t stop this now, what’s that going to mean for eminent domain for private gain in the future?”

Some attendees wore T-shirts that read “No eminent domain” and held signs asking “Gov. Noem, what if this was your land?” Some argued the use of eminent domain by carbon capture pipelines is improper, because carbon pipelines do not deliver a product for the public as some other eminent domain projects do, such as crude oil pipelines, water pipelines and electrical power lines.

Collin Duprel, who ran unsuccessfully as a Libertarian for Congress last year, told the crowd that lawmakers who failed to show up for the rally will have a tough time getting reelected.

“There’s a lot of people who are missing,” Duprel said. “They don’t deserve to be in office anymore. We’re drawing a line in the sand, today.”

State Rep. Aaron Aylward, R-Harrisburg, chair of the South Dakota Freedom Caucus, said in a press release he is committed to fighting for legislative action.

“Governor Noem: Our land and property rights are under attack, and the time for action is now,” Aylward said. “By declaring a man-made emergency and convening a special legislative session, you can put an end to this assault on citizens’ rights.”

The governor can declare a special session, but so can two-thirds of the Legislature.

At the end of the rally, affected landowner Jared Bossly and state Rep. Karla Lems, R-Canton, delivered about 2,000 petition signatures to the governor’s office, calling for a special session.

Noem has not addressed protesters’ calls to declare a special session but tweeted last week, “If the Legislature wants to call themselves into special session to change the law, I look forward to reviewing what they send to my desk.”

There was a bill to prohibit eminent domain for carbon pipelines during last winter’s legislative session. The bill passed the House but&nbsp;<a target="_blank" href="https://southdakotasearchlight.com/2023/02/16/committee-rejects-bill-to-stop-carbon-pipelines-from-using-eminent-domain/">failed in a Senate committee</a>.

House Majority Leader Will Mortenson, R-Pierre, did not attend the rally. He said in a statement that while he “led the charge for farmers and ranchers during this year’s session,” unless “we get agreement with the Senate on some proposals, we shouldn’t call a special session and neither should the governor. It would be a waste of taxpayer dollars and legislator time.”

“For my part, I’ll be spending the next couple months working with senators to gather consensus on protecting landowners. I hope we get the job done,” Mortenson said.

The carbon capture pipeline company using eminent domain, Summit Carbon Solutions, and its proponents have defended the process as a necessary step for ensuring the future of corn-based ethanol. They point out that the company has already negotiated easements with about 70% of impacted landowners in the state.

Summit Carbon Solutions did not reply to a request for comment on the calls for a special session. Both Summit and Navigator CO2 Ventures, the other company proposing a carbon pipeline through South Dakota, have permit hearings scheduled later this summer with the South Dakota Public Utilities Commission.

Kristi Noem to call a special legislative session to address the issue. She did not attend the rally.“Governor Noem, you say you stand with us,” said rally speaker Ed Fischbach, an Aberdeen-area farmer whose land is near a proposed pipeline route. “We need your actions to speak louder than your words.”The rally comes amid a heated public debate over the expansion of carbon capture pipeline infrastructure.Two pipelines that would pass through eastern South Dakota and multiple other states, including Nebraska, are designed to transport captured carbon dioxide produced at ethanol plants to underground storage sites in North Dakota and Illinois. The aim is to combat climate change by removing carbon from the atmosphere, where it traps heat. A Panhandle mosquito trap site has recently collected mosquitoes positive for West Nile virus. These are the first confirmed positives for the season in the Panhandle. These positive mosquitoes give Panhandle Public Health District (PPHD), along with other health departments, an indicator of the location of the virus and where people may encounter mosquitoes carrying the virus.

Multiple locations across Nebraska are routinely monitoring sites to trap and test mosquitoes over the summer months. Human cases of West Nile are also used for surveillance. At this time, there have been no cases of human West Nile reported in Nebraska.

West Nile virus is contracted through the bite of a mosquito. It begins with flu-like symptoms that can include a slight fever and headaches, though 8 out of 10 people never develop symptoms. Severe symptoms of West Nile can lead to encephalitis which can cause inflammation of the brain, disorientation, convulsions and paralysis. People with compromised immune systems are especially susceptible to this disease.

Prevention is the best to avoid getting diseases from mosquitoes. All Nebraska residents are encouraged to:

· Use insect repellent that has DEET, picaridin, or oil of lemon eucalyptus.

· Be careful at dawn and dusk when mosquitoes are most active.

· Wear long sleeve shirts and pants, especially when out hiking and camping.

· Mosquitoes can breed in small pools of water, so frequently check your property for standing water and drain items such as kid wagons, bird baths, flowerpots, gutters, and tires.

· Even with the sudden change in weather, it is still advised to be cautious outdoors until there are consistently low overnight temperatures.

Panhandle mosquitoes test positive for West Nile virus

CHADRON – A report released this summer from Project Strive at Chadron State College shows 12 years of positive trends for three indicators of student success. The factors are persistence or retention, good standing or a GPA above 2.0, and graduation rate.

For students enrolled in Project Strive from 2010 to 2022, the persistence rate, or advancing to the next academic level, ranged between 81 and 94 percent. The good standing percentage ranged from 88 to 96 percent for the same period. The graduation rate varied from 37 percent in 2011-12 to a high of 66 percent in 2020-21. Director Jen Schaer said the graduation rate is based on a six-year window starting with freshmen enrollment.

The federal grant that funds the Project Strive program serves 160 students each year. Students must be U.S. citizens and meet one of the following criteria: first-generation, low-income, or a documented disability.

Schaer said services offered through the program include personal counseling, academic counseling, academic seminars, resources for success, financial literacy, cultural activities, social activities, grade checks, tutoring, award ceremonies, and supplemental grant aid.

“We encourage our students to come to us with any problem, or if they just want to chat. Sometimes, having someone listen is the best medicine,” Schaer said.

She said students enrolled in the program are from as far away as New York, Alaska, Puerto Rico, and Hawaii.

“The different backgrounds and ethnicities make the program fun and exciting and allow students to grow and learn from each other. Learning about new cultures gives students a great insight into the world and what is out there,” Schaer said.

Schaer said when she and the staff plan trips to regional sites, they assess possible attractions and select educational options they think will interest the students. Group trips have included the ropes course and Riverside Zoo in Scottsbluff, Nebraska, the Minuteman Missile site near Wall, South Dakota, the Badlands, Reptile Gardens, Bear Country, Mount Rushmore, Keystone, and the Crazy Horse sculpture.

“Our best recruiters to the program are our current students. Many are Eagle Leaders and mentors and encourage new students to join by sharing their experiences and how the program has helped them. Athletes are also a huge support to the program,” Schaer said. “Faculty, staff, and current students are huge factors with the success of the program. They encourage students to join and use the resources provided.”

Schaer added that the Project Strive staff, Amanda Lewin and Sonja Dressel, deserve recognition for the hard work and connections they make with students.

“Both of them are always coming up with new and exciting ways to get and keep students involved. This program would not be as successful as it is without them. Dr. Rhine, Dr. Powell, and the Deans have also been great supporters,” Schaer said.

Box Butte General Hospital parking lot lines to be painted

OMAHA, Neb. – The U.S. Marshals Metro Fugitive Task Force, with the assistance from the Western Nebraska Intelligence &amp; Narcotics Group Task Force, arrested in Gering on June 21 a man wanted since 1978 for the killing of a woman in Germany.

Tommy Molina, 69, was wanted by authorities in Germany for homicide. It is alleged that on April 20, 1978, Molina stabbed a woman multiple times while he was stationed in Schweinfurt as a U.S. Army soldier.

Molina is awaiting extradition back to Germany to face the charges against him.

“U.S. Marshals work closely with countless countries around the world to ensure that justice is served,” said U.S. Marshal for the District of Nebraska, Scott Kracl. “In this particular case, our partnership with Germany has taken a violent fugitive off the streets.”

The Metro Fugitive Task Force, led by the U.S. Marshals Service, is a partnership comprising numerous local, state and federal agencies throughout Nebraska. Through cooperative efforts, the task force targets violent and sexual offenders wanted on state and federal arrest warrants, in order to increase community safety.

The Nebraska Department of Transportation announced projects to done in the Nebraska Panhandle through 2028 and 2029 recently. The Star Herald reported on Wednesday that there was a 40.9 million dollar project for District 5 that includes 11 counties in the panhandle. 

That project will be working to resurface 9.1 miles of Nebraska Highway 71, north of Scottsbluff in Sioux County. Another project with be south of Watson Ranch and will run toward Box Butte County. More details about the  NDOT projects can be found&nbsp; in their Surface Transportation Program book.&nbsp;&nbsp;

Dobby's Pioneer Town in Alliance is hosting a site clean up event from Thursday July 6, through  July  13 from 4-7 PM. The cleaning will include raking, weed removal, trash pick up  dust and clean exhibits and painting if interested.

 The site continues to be open during the summer for visits from 10  am to 6 pm,  and Dobby's Pioneer Town welcomes volunteer  and financial donations. For more information,  contact Board President  Lori at 308-762-7157

Post a picture of the chalk drawing with artists name, current age group, title of artwork, and a little quote about the piece Step 5. THAT'S IT!!!

RULES: 1. An artist is limited to just one entry. (if you accidentally enter more than once we will only consider your earliest submission) 2. An artist can submit only one picture of their artwork. 3. An artist has until the 15th to submit their entry. One entry accepted per the whole month the contest runs. 4. After final day for entries on July 15th Carnegie will create a public forum for voting to decide award winners in each age group. 5. HAVE FUN!!!&nbsp;

Alliance Senior Center to host weekly corn hole tournament

The Box Butte General Hospital (BBGH) Board of Trustees (Board) meeting was called to order at noon Monday, June 26, 2023 in the Alliance Room at BBGH. The month’s agenda included a new quality and safety initiative, a brief financial update, and the approval of the 2023-2024 fiscal year budget.&nbsp;The consent calendar, May financial report, and credentialing requests were all approved as presented. Chief Quality Officer Mary Mockerman shared with the Board that she will no longer be providing monthly statistics on the COVID-19 virus. Mockerman introduced a new initiative the Quality and Safety team have been working on to improve the quality of care at BBGH. The initiative is to understand what the best ratio of staff to patient census is, especially for the hospitalist model. During upticks in census, staff from multiple care areas can be stretched thin. Mockerman is tracking data that will provide a better understanding of when to anticipate upticks in census and the best strategy for staffing during those times. The Board commended the initiative. Additionally, the Board acknowledged an update to The Joint Commission leadership standards. Chief of Staff Dr. Timothy Narjes shared a brief update about a community health matter. He stated that the number of pink eye cases has slowed down after an outbreak of cases in May. The cases were primarily seen in daycares and schools. Narjes stated that seasonal allergy and injury cases are on the rise. Chief Financial Officer Michael O’Dell shared with the Board that the new financial system that is operating with MEDITECH is working smoothly. Beginning Wednesday, July 19, patients who have been provided care on May 1 and after will start to receive statements of care. These statements do not include billing of services for care provided prior to May 1. Patients will receive two financial statements until the balance accrued prior to May 1 is paid in full.&nbsp;Clinical Informatics Nurse Deana Andrew provided a demonstration to the Board of the new patient portal. BBGH began using a new electronic health record (EHR) system on May 1, 2023. With the new EHR system came a new patient portal. Andrew demonstrated how to access the patient portal and the new features that patients have access to. A few features she highlighted were how to pre-register for appointments, how to access visit history, and how to securely message a provider. Every Friday, beginning Friday, June 30, patients will have the opportunity to register for their patient portal. Registration for the patient portal can be done at the Greater Nebraska Medical and Surgical Services clinic in Alliance every Friday from 9:00 am – 11:00 am and 12:00 pm – 4:00 pm. Patients must be 19 years of age and older and present to enroll. During new business, Chief Executive Officer Lori Mazanec proposed the 2023-2024 fiscal year budget. The Board unanimously approved the 2023-2024 Budget as presented.

MILLS, Wyo.— The Wyoming Area Office of the Bureau of Reclamation in Mills, Wyo., will be lowering the water level in Guernsey Reservoir in preparation for the annual silt run. The silt run is an operation which provides silt-laden water to Goshen, Gering-Fort Laramie, and Pathfinder Irrigation Districts under contract with Reclamation. As the silt-laden water gets diverted into an irrigation canal, the water slows down and the silt sinks to the bottom of the canal. This works as a type of temporary sealant to help minimize the seepage out of the bottom and sides of the canal.

On evening of July 9, the release of water from Glendo Reservoir will be decreased from approximately 3,500 cubic feet per second (cfs) to a flow of between 2,000 cfs and 1,000 cfs. The decreased flow will cause a rapid decline of the Guernsey Reservoir level of approximately 25 feet starting the morning of July 10 and continuing through July 16. By Saturday, July 15, the boat ramps at Guernsey Reservoir will no longer be useable due to the low reservoir level. Water being released from Glendo Reservoir will flow through Guernsey Reservoir, flushing silt from Guernsey Reservoir into the canals of downstream irrigators. The silt run will begin on July 16 and is anticipated to continue through July 29.

Beginning on the evening of July 29, the release of water from Glendo Reservoir will be rapidly increased to refill Guernsey Reservoir. The level of Guernsey Reservoir is expected to be suitable for boating again by the morning of Aug 1. However, the reservoir will continue to rise by approximately 3 feet per day and is expected to reach the normal reservoir operation level on Friday, August 04.

Guernsey Reservoir is the furthest downstream reservoir in the system of Federal storage reservoirs on the main stem of the North Platte River. During the irrigation season, water released from Guernsey Reservoir serves irrigation development in eastern Wyoming and western Nebraska and produces hydropower.

Boaters, recreationists, and irrigators should take proper precautions regarding changing river flows below Glendo and Guernsey Reservoirs and the rapid lowering and refilling of Guernsey Reservoir.

Reclamation announces lowering of Guernsey Reservoir in preparation for annual silt run

In  Sidney, firefighter's spent the afternoon on 4th of July putting out a hay fire. 

 There were no injuries' in the incident, and the Sidney Fire Department reported that the fire was not related to firework activity. 

 They also said that neighbors helped the firefighters with their equipment.

When guests drop in, what are we going to do with them, especially if we don't have a lot of money? We live in an area with endless possibilities, and most are free!Carhenge, of course, is the big tourist attraction just north of Alliance on Highway 87, and we've all taken friends and family to see this replica of Stonehenge. Carhenge consists of the circle of cars, three standing trilithons within the circle, the heel stone, slaughter stone, and two station stones. Also on the property is a Car Art Reserve, which includes sculptures like Spawning Salmon, the Fourd Seasons, and a dinosaur. A visit includes meandering through the cars, seeing the car art sculptures, and stopping in the Pit Stop gift shop. Be sure to take your camera!Dobby's Frontier Town is another great place to spend a few hours. Dobby Lee wanted to preserve a piece of history by creating a town much like the Alliance of his childhood. He was a handyman and an avid collector of antiques, so after his retirement, he began to rehab buildings to house his collections. Over the years several donations have been given to the town by area residents. This historical attraction has open displays in 27 buildings for guests to browse. Dobby's Frontier Town is located at 320 East 25th Street/Nance Road in Alliance and is open 10-6, May through September. Dobby's does request monetary donations to help maintain the buildings.Carnegie Arts Center at 204 W 4th Street is a fine arts facility committed to offering everyone opportunities for cultural expression and enjoyment of the arts. Carnegie displays nineteen rotating exhibits a year in their three galleries, hosting artists from different states and cultural backgrounds. All forms of media are represented. Visitors gain exposure to artworks that are diverse in concept as well as content. Annually, Carnegie hosts fund raising events, humanities events, exhibit tours, and receptions for artists. An expansive educational outreach program includes numerous workshops for youth, artists, and elders. The Studio Gallery showcases local artists as well as provides a comfortable and accommodating space available to the public for rent. The Sculpture Garden features endowed sculpture pieces, a nostalgic Memory Walk created with engraved bricks, and lovely plants and flowers. This space is a perfect setting for outdoor workshops, special events, and musical performances.The Knight Museum and Sandhills Center is an innovative historical museum featuring five areas of local history: Life in the Sandhills, Native American Life, Life in the Country, Life in the Town, and The Railroad. The secondary theme of Rogues, Rascals, and Visionaries gives you a look at the personalities that settled the area. Pioneer memorabilia, Native American artifacts, and Railroad history are some of the highlights of the Museum’s vast collection. Visitors to the museum can get a glimpse of the life lived by the people who settled in the Nebraska Sandhills. The Knight Museum and Sandhills Center is located at 908 Yellowstone Avenue, Alliance.1100 Niobrara in Alliance is where you'll find the Sallows Military Museum. The Sallows Military Museum’s purpose is to "Remember, Honor, and Educate", and is dedicated to the men and women who served our country in times of conflict. Weapons, uniforms, accessories, memorabilia, pictures, and written documents are available for viewing. Displayed items and information come primarily from individuals with some connection to the western Nebraska area. This unique quality provides the visitor a microscopic view of our nation’s conflicts and sacrifice through the eyes of those men and women.Partnering with Sallows Military Museum to honor our veterans is the Nebraska Veterans Cemetery at Alliance. It is located three miles southeast of Alliance on CR 57 (1/4 mile from the Alliance Municipal Airport) on 20 acres of ground which was used in WWII as an Army Airbase. Many of the troops trained on this land participated in the invasion of Normandy on D-Day. Today, veterans are laid to rest here in the peace and tranquility of the prairie.In this area southeast of Alliance in the beautiful rolling Sand Hills we'll also find the golf course. Skyview Golf Course is an 18-hole championship course located at 2613 CR 57. The course measures 6845 yards from the championship tees and 5500 yards from the forward tees. The gently rolling fairways are perfect for those golfers who choose to walk rather than ride.
