SCOTTSBLUFF, Neb. - Scottsbluff Police were dispatched to a reported injury accident in the 900 block of 21st Ave involving four vehicles. The investigation found that a 2006 Jeep Commander driven by a Scottsbluff juvenile female was south bound on 21st Ave.

A 1995 Geo Prism driven by Leon Jelinek, 69-years-old, of Broadwater, Nebraska was stopped facing south waiting to make a left turn onto the Western Sugar property when the Jeep impacted the rear of the Prism.  The impact caused the Prism to cross the center line into the path of a north bound 2016 GMC Sierra driven by Jessie Martinez, 41-years-old of Gering, Nebraska.

The impact to the Sierra caused the Sierra to be pushed into the outside lane of north bound traffic where it impacted a north bound 2017 Subaru Forester driven by Savian Marquez, 20-years-old of Minatare, Nebraska.  Three drivers sustained minor injuries and were treated at Regional West Medical Center.  Two drivers were transported via Ambulance.

Citations are pending further investigation.  The Jeep and Prism were total losses.  The Sierra sustained and estimated $3000 in damages.  The Forester sustained an estimated $1500 in damages.  All vehicles required towing from the scene.  21st Ave between E Overland and E 7th ST was closed for approximately one hour.  Scottsbluff Fire Department and RWMC Ambulance Services assisted in the response.

Details on Injury Accident in Scottsbluff

Jill Austin always knew she’d find her way back to Valentine.

Raised in the north-central Nebraska community, Austin returned seven years ago so her children could grow up in the same place that shaped her upbringing. She’s not alone in that choice.

“Young families are moving back because they want their kids to have the same kind of childhood they had,” said Austin, executive director of the Valentine Children and Families Coalition. “In a small town, everybody is there to help everyone. And Valentine is a very forward-thinking community – we have new restaurants and businesses coming in – so that helps drive this growth.”

That sense of community pride and commitment to the next generation is what drives Austin’s work. Her coalition supports early childhood providers across Cherry County, focusing on innovative partnerships and expanding access to child care. The nonprofit recently raised $100,000 to open a child care facility in the basement of an Episcopal church –just one example of their creative, community-led approach.

Still, access to child care and early education remains an obstacle.

“We need more providers, for sure,” Austin said. “I would say we’re probably at a 40-kid deficit right now. We want people to move to our community, and we want to continue growing, but people won’t move back if there’s no child care or no housing. So, we must keep thinking outside the box to recruit and retain rural providers.”

That’s why Valentine joined the Knowledge Network for Early Childhood Education Workforce (KNEW), a statewide initiative that brings together stakeholders from 17 rural communities and counties to address the recruitment and retention of early childhood educators in Nebraska.

Led by the University of Nebraska at Kearney, along with Communities for Kids and Nebraska Extension, the program launched last fall with $2 million in funding from the U.S. Department of Education.

“We’re a pillar community for Communities for Kids, so it seemed like a natural fit,” Austin said, referencing the nonprofit initiative with more than 70 partners across the state. “It was a really easy transition into the KNEW program, and it was a really easy sell to our providers, as well.”

A first-of-its-kind program, KNEW uses a collaborative approach to enhance and expand the early childhood workforce. The two-year federal grant enables early childhood professionals, community leaders, business partners and researchers to work together to strengthen local infrastructure and build long-term solutions that support both providers and families.

“The primary goal of the KNEW project is to strengthen the recruitment and retention of early childhood educators in rural Nebraska,” said Philip Lai, an associate professor in the UNK College of Education and the project lead. “This work is critically important due to a concerning downward trend in both the availability and quality of early childhood care and education across the state.”

According to a 2023 report from the nonprofit Voices for Children in Nebraska, 84 of the state’s 93 counties do not have enough licensed child care spots to meet the potential demand. Nine of those counties were classified as “child care deserts,” with no licensed child care available for families living there.

Another survey from Nebraska Extension and We Care for Kids shows that almost a third of parents with children ages 5 and younger left the workforce because they couldn’t find affordable child care, and 74 percent of respondents believe a lack of quality, affordable child care and early learning is a serious problem in Nebraska.

“In recent years, increasing vacancies in child care centers have created significant challenges for families,” Lai said. “When children lack access to enriching early learning environments, their development can be compromised. At the same time, parents without reliable child care may struggle to maintain stable employment, which in turn affects local businesses and the broader state economy.

“The bottom line is clear: without access to quality child care, families may be forced to leave their rural communities in search of better opportunities – resulting in a loss of workforce, community vitality and economic resilience.”

Through research, professional development and community-based solutions, the KNEW program is already making a difference.

The project team launched an online course offering resources for child care providers to strengthen their practice and career development, and statewide gatherings provide opportunities for participants to build partnerships and grow their professional networks. Funding is also available to support professional development and training programs at the local level.

The research group, which includes Lai and fellow UNK College of Education faculty members Sharon Obasi, Paula Thompson and JP Rech, will complete a study involving more than 200 participants from rural Nebraska communities, allowing them to better understand the early childhood education workforce landscape.

By exploring the social and professional networks within each community, the KNEW team hopes to identify the factors that support long-term sustainability – and scale those successes statewide.

“Our goal is to develop shared strategies and best practices that rural communities can use to improve early childhood education and increase access to child care across Nebraska,” said Thompson, an associate professor in the UNK College of Education. “By gaining a deeper understanding of these communities – what is working and what barriers still exist – we can build an infrastructure for sustainable services that benefits children, families, businesses and communities for years to come.”

Although it’s located more than three hours away, on the opposite side of the state, the community of Holdrege shares a lot of similarities with Valentine.

McKenna Fahrenbruch, a Colorado native, moved there about six years ago to experience small-town life in rural Nebraska. Like Austin, she discovered that she’s part of a larger trend.

“Holdrege and Phelps County are seeing a lot of growth. We have an amazing hospital and thriving businesses, so a lot of young families are interested in moving here,” Fahrenbruch said. “The goal now is to make sure we’re building that child care capacity as our community continues to grow.”

“If we don’t have child care, then we can’t have nurses and we can’t have people working at these businesses and keeping them going. It impacts the whole community,” she added.

A former kindergarten teacher, Fahrenbruch serves as director of the Holdrege Area Early Childhood Partnership, a nonprofit formed last fall. She works closely with local providers, families and businesses to improve the quality of early education, increase access and strengthen the overall child care system.

Four providers from her community are participating in the KNEW project, and Holdrege is also a Communities for Kids partner.

“The need for providers right now is huge,” she said. “We definitely need more providers in our community. We also need more people who are willing to work at these child care centers. A lot of our centers in Holdrege are not functioning at full capacity because they don’t have enough staff.”

Fahrenbruch, who earned her master’s degree from UNK, believes an important step is reshaping how people view the profession.

“We want our providers to see themselves as business owners and professionals – not just child care providers,” she said. “We want them to take pride in their work and keep educating themselves so they can provide the best-quality care.”

Fahrenbruch and Austin are both excited about the collaborative aspect of the KNEW program, giving them an opportunity to compare notes, share ideas and learn from each other.

“I think it’s going to give us a lot of good data that we’ve been seeking for a long time,” Fahrenbruch said. “This is information we can bring back to our community and use to make improvements moving forward.”

Eventually, the research findings will be shared through academic publications, conference presentations and other professional forums, extending the program’s reach far beyond Nebraska’s borders.

“We want to ensure that the knowledge gained benefits not only Nebraska but also other states facing similar early childhood education workforce shortages,” Lai said.

UNK Program Builds Partnerships to Strengthen Early Childhood Education

OGALLALA, Neb.&nbsp; — The Nebraska State Patrol is investigating a death that occurred at the Keith County Jail on Sunday.

Sunday evening, NSP was contacted by the Keith County Sheriff’s Office regarding a death that had occurred at the jail. Keith County Jail staff had located an inmate deceased inside a cell. The death appeared to be a suicide. There was no other person inside the cell at the time.

The inmate was identified as Dawson Reifschneider, 25-years-old. Reifschneider was being held in Keith County Jail while awaiting trial in Scotts Bluff County.

The Keith County Attorney’s Office has requested the Nebraska State Patrol conduct the grand jury investigation.

Mission Store Awards 18th Annual Grants

ALLIANCE, Neb. -&nbsp; The Alliance Police Department is issuing this public statement to clarify the proper role of law enforcement in trespass-related matters on private residential and commercial property. Recent questions from residents and business owners highlight the need to clearly distinguish between civil property issues and situations that require police involvement.

Trespass on private property, whether at a residence or a business, is generally a civil matter between the property owner and the individual being asked to leave. A criminal violation occurs only when a person refuses to leave after being properly notified or returns after being lawfully barred.

Homeowners and renters have full authority to decide who may be on their property. Issuing a trespass notice is a civil action, and property owners must deliver these notices themselves.

Officers will respond if a person is currently on the property and refuses to leave, if a situation becomes unsafe, or if a crime is occurring.

Residents who feel threatened or fear harm from an individual should consider seeking a protection order, which provides enforceable legal safeguards and is the appropriate tool for ongoing safety concerns.\

Businesses and Commercial Property

Businesses maintain the right to remove individuals who violate rules, cause disturbances, or refuse to leave. However, the responsibility to issue a trespass notice rests with the business owner or authorized staff—not law enforcement.

Officers may respond when a person refuses to leave, when a disturbance is occurring, or when documentation is needed as a business issues its own trespass notice.

“Over the years, it became common practice in Alliance for officers to issue or deliver trespass notices on behalf of residences and businesses. While well intentioned, this practice falls outside the scope of a police officer’s duties and does not align with current best practices in modern policing. It is inappropriate for officers to involve themselves in civil processes or property-management functions that are the responsibility of private parties.

Our officers will always respond when safety is at risk or when a person is actively refusing to leave. But we cannot intervene in purely civil matters or deliver civil notifications. If someone feels threatened or fears bodily harm, I strongly encourage them to pursue a protection order through the court system, which offers proper legal protection.

The Alliance Police Department is committed to protecting the community, respecting individual rights, and ensuring our officers’ time and training are used in accordance with their lawful duties.”

Alliance PD Clarifies Role in Trespass Matters on Private Property

LINCOLN, Neb. — Today, the Nebraska Department of Transportation (NDOT), in partnership with the Nebraska State Patrol (NSP), Lancaster County Sheriff’s Office, Lincoln PoliceDepartment, and Lincoln Fire &amp; Rescue recognized Crash Responder Safety week. &nbsp;

Crash Responder Safety Week, Nov. 17-21, is a national initiative sponsored by the Federal Highway Administration (FHWA).&nbsp;Gov. Pillen has signed a proclamation declaring the Week in Nebraska, emphasizing the importance of effective traffic incident response, reducing secondary crashes and the critical role of crash responders.&nbsp;This year, the Week’s theme reminds drivers that&nbsp;Safety Starts With You – Slow Down, Move Over,&nbsp;emphasizing a&nbsp;focus on driver safety when navigating around crashes.

“Every crash presents unique circumstances for first responders, but one thing they share is the risk of secondary crashes,” said Colonel Bryan Waugh, Superintendent of the Nebraska State Patrol. “As first responders provide care for those involved, investigate the crash, and work to reopen the roadway, we rely on the public to keep those responders safe. Secondary crashes are preventable. Give your full attention to the road, slow down, and move over when you approach a crash scene.”

This year’s theme complements NDOT’s participation in the nationwide Traffic Incident Management (TIM) program. TIM is a planned approach that works to standardize how emergency responders detect, respond to and safely and quickly clear traffic incidents. The program promotes best practices for crash clearance, and motorist and responder safety.

"Safe and timely clearance of highway incidents is an NDOT priority," NDOT Director Vicki Kramer said. "Crash Responder Safety Week is one way we spotlight that effort. Just last year, NDOT finalized its Traffic Incident Management training series for emergency responders along the I-80 corridor, and in recent months we’ve placed emphasis on making drivers aware of the state's new 'Move Over, Slow Down' law."

Nebraska’s updated Move-Over Law (LB 530) went into effect Sept. 3 after passing through the Nebraska Legislature and receiving Gov. Jim Pillen’s signature earlier this year. Previously, the law applied only to emergency and roadside assistance vehicles on controlled-access highways. Drivers on these highways must now move over when approaching&nbsp;any&nbsp;stopped vehicles or vulnerable road users – including pedestrians, construction crews, bicyclists, and ag equipment -- on the same side of the highway.

According to NSP, troopers have cited 165 drivers for a move over violation so far in 2025. In 2024, 136 drivers were cited, and in 2023 there were 83 citations.

Elworth is retired, having served as a former state assistant attorney and a county prosecutor in both Lancaster and Dodge counties.&nbsp; He was also involved in investigating, interpreting and enforcing rule violations in athletics, including for the National Collegiate Athletic Association (NCAA). Elworth received both his undergraduate degree and his juris doctor from the University of Nebraska – Lincoln (UNL).

Three members serve on the Liquor Control Commission, each representing one of Nebraska’s congressional districts. Appointments are subject to confirmation by the Nebraska Legislature.

Newly appointed commissioners serve six-year terms. In this instance, Elworth and Synhorst are filling vacancies resulting from resignations in their respective districts. Elworth’s term will expire in May of 2027. Synhorst’s term will expire in May of 2029.&nbsp;&nbsp;

According to the Sheriff’s office, the warrant was served shortly after 9 a.m. at 604 Chestnut Street on November 14.

Deputies say Darrell Hyberg III, 26, and Taylor Grafford, 38, were taken into custody without incident. Both face multiple charges, including:

During the operation, South Platte School was placed on lockdown as a precaution. The sheriff’s office says the school was notified again once the scene was secure, and the lockdown was lifted.

Adding a special touch to the event, members of the Kids Playground Advisory Committee—local youth who helped guide the project—held the ribbon and performed the official cutting. The playground project was made possible through remarkable community generosity. The Foundation raised more than $250,000 from local donors alongside regional and statewide grants, reflecting an extraordinary, shared commitment to investing in Hemingford’s future.

In addition to the main playground, the Foundation also unveiled a second location featuring a small playset near the ballfields. This additional site ensures even more access to active play for kids throughout the year.

Hemingford Community Foundation Celebrates Ribbon Cutting for New Community Playground

Panhandle Public Health District in collaboration with Children's Nebraska, announced it has received a Heart Safe designation through Project ADAM. This program ensures schools and organizations have automated defibrillator (AED) equipment, response training and advanced emergency preparedness procedures in the event of an onsite Sudden Cardiac Arrest.

Children's Project ADAM program partners with schools and organizations statewide to encourage preparedness for emergent situations and save lives.

“We are excited to be recognized as a Heart Safe organization,” said Myrranda Kelley, RN, Public Health Nurse at PPHD.

Kelley added, “It reflects our commitment to creating a safe environment for our workplace and community. Having education and equipment in place is most important when every second counts. Through this partnership we have received the Avive Connect AED machine, it is state-of-the-art equipment and has set the bar high for future AEDs—PPHD is fortunate to have it.”

Kelley is the Lead Site Champion for the Heart Safe Project, PPHD has implemented a Certified Emergency Response Plan for lifesaving resources and training. Part of their plan is to have a Certified Emergency Response Team and keep their staff prepared with annual AED trainings, drills and staying up to date on CPR. This speaks to PPHD’s commitment to readiness, education and lifesaving action in an emergency.

Project ADAM (Automated Defibrillators in Adam's Memory) was named for Adam Lemel, a 17-year-old Wisconsin teenager who suffered a fatal sudden cardiac arrest in 1999 while playing basketball at school. Access to an AED and immediate care could have saved Adam's life.

Project ADAM's Heart Safe School program ensures schools and organizations have well-maintained AEDs available on site, CPR and AED-trained staff and a practiced emergency plan to respond to a collapse, giving staff and community visitors the best possible chance to survive an unexpected cardiac event.

According to the American Heart Association, more than 350,000 out-of-hospital sudden cardiac arrests occur in the United States each year, and approximately 10 percent survive. Since 1999, more than 4,000 schools and organizations across the country have achieved a Heart Safe designation.

PPHD Receives Heart Safe Designation, Partners with Children's Nebraska for Project ADAM Preparedness

ALLIANCE, Neb. - “Newspapers and phonebooks only” cautions one side of the sky blue trailer just north of the Keep Alliance Beautiful Recycling Center. The other side just wants magazines. And after a couple months the whole thing should be emptied soon. Actually, both sides will be combined and shipped as “mixed paper”.

KAB is guilty of sign update syndrome (like numerous storefronts still advertising the previous business or even an entrepreneur that was last seen more than a decade ago). Patrons are welcome to put magazines, paperback books, newspapers and phone books — as well as office paper, and junk mail in any of the trailer’s 10 containers. Western Resources Group in Ogallala has accepted this mixture for a while, which allows time saved sorting, and can still be marketed down the line.

Surprisingly, considering how little an 8x11 sheet weighs, paper is among our heaviest materials in comparison to what else we ship in IBC totes. Paper is always paired with a cardboard bale on top when Spud (our hauler) arrives to fill his trailer.

Like anything else, paper needs a bit of prep. Often we start a container with shredded paper and smash it down “stomping grapes” style. Then sheets and shred combine to layer to the top. We remove brown paper, such as shopping bags, to bale with the cardboard. Also, bags brought by the schools may contain pencils, a few left over snacks, etc. Hardcovers must be removed from books and we tear larger copies down to less than an inch so they are more friendly to the machines’ teeth.

Look too closely and you may be sucked in. It is tempting to read more than a headline or ponder who the family was that discarded these memories, such as a salutatorian address from the late 1930s. This speech appears typed, single spaced, on two sheets. Written at the end of the Great Depression, the speaker examines the qualities one must possess, beyond education, to land a job after high school. Still folded to fit in a purse or pocket the outline for words uttered long ago is but a tiny window into the past.

Lately, I filled the back of a vehicle with books to be recycled. Instead we decided to box them up again and donate a mix of research, fiction and non-fiction for another batch of people to read.

Serving a supposedly digital society KAB processes tons of paper a year. If it is clean and dry we welcome paper at our trailers, the recycling center doors or on curbside bags.

Actually, both sides will be combined and shipped as “mixed paper”.KAB is guilty of sign update syndrome (like numerous storefronts still advertising the previous business or even an entrepreneur that was last seen more than a decade ago). Patrons are welcome to put magazines, paperback books, newspapers and phone books — as well as office paper, and junk mail in any of the trailer’s 10 containers. Western Resources Group in Ogallala has accepted this mixture for a while, which allows time saved sorting, and can still be marketed down the line.Surprisingly, considering how little an 8x11 sheet weighs, paper is among our heaviest materials in comparison to what else we ship in IBC totes. Paper is always paired with a cardboard bale on top when Spud (our hauler) arrives to fill his trailer.Like anything else, paper needs a bit of prep. Often we start a container with shredded paper and smash it down “stomping grapes” style. Then sheets and shred combine to layer to the top. We remove brown paper, such as shopping bags, to bale with the cardboard. Also, bags brought by the schools may contain pencils, a few left over snacks, etc. Hardcovers must be removed from books and we tear larger copies down to less than an inch so they are more friendly to the machines’ teeth.Look too closely and you may be sucked in. It is tempting to read more than a headline or ponder who the family was that discarded these memories, such as a salutatorian address from the late 1930s. This speech appears typed, single spaced, on two sheets. Written at the end of the Great Depression, the speaker examines the qualities one must possess, beyond education, to land a job after high school. Still folded to fit in a purse or pocket the outline for words uttered long ago is but a tiny window into the past.Lately, I filled the back of a vehicle with books to be recycled. Instead we decided to box them up again and donate a mix of research, fiction and non-fiction for another batch of people to read.Serving a supposedly digital society KAB processes tons of paper a year. If it is clean and dry we welcome paper at our trailers, the recycling center doors or on curbside bags.

SCOTTSBLUFF, Neb. -&nbsp;Western Nebraska Community College hosted the 12th annual Alumni &amp; Friends banquet and awards ceremony, in Scottsbluff.

WNCC's Alumni committee presented five awards at this year's banquet, including the Outstanding Young Alumnus, Family Pride, Outstanding Alumnus, Lifetime Achievement and Friend of the College.

"As the Alumni Director, I am privileged to connect with former WNCC students both far and wide," WNCC Alumni &amp; Stewardship Director Mary Sheffield said. "WNCC has a special place in the hearts of so many. It is an honor, each year, to recognize a few individuals and businesses that do so much to serve the college and our mission."

The Outstanding Young Alumnus award recognizes a graduate of WNCC younger than 40-years-old who is a rising star in their career field and has shown dedication to community service. The Outstanding Young Alumnus Award was presented to Andrew Hunzeker, class of 2008. Andrew spent three years studying at WNCC, where he served as the Student Government president for two years, participated in the Theatre and Music programs and enjoyed two study abroad opportunities in Ecuador and Pero.

He serves as the Outreach Services Manager for EducationQuest Foundation where he works with schools and community organizations across western and central Nebraska to help students and families explore college options, understand financial aid, complete the FAFSA and apply for scholarships. When he’s not helping students through EducationQuest, he’s usually volunteering with local groups like the Snow-Redfern Foundation, and lending a hand to neighbors.

The Family Pride award is given to a family with at least two generations that have attended or graduated from WNCC. This year, the Family Pride award was presented to the Pilkington Family. The Pilkington family’s connection to WNCC is one built on generations of learning, friendship and community spirit. It all began with Donald, known as Jess, and Dorothy Pilkington, who both graduated in 1948 from Scottsbluff Junior College. Jess played football alongside Dick “Night Train” Lane. Even though Jess Sr. and Dorothy are now gone, their love of family, education and community continues to inspire generations of Pilkingtons who follow in their footsteps. The Pilkingtons are proud to be part of WNCC’s story. They are deeply honored to be recognized with the Family Pride Award and remain grateful for the friendships, lessons and sense of belonging that WNCC has brought to their lives across the decades.

The Outstanding Alumnus Award goes to a graduate that has been successful in their career and has made significant contributions to the community. Jodi Ruzicka, Class of 1995, accepted the 2025 Outstanding Alumnus Award. Jodi is a lifelong resident of the Scottsbluff-Gering area whose career and community service reflect her dedication, perseverance and genuine heart for helping others. A proud graduate of Gering High School, Jodi began her professional journey in banking, starting as a secretary and working her way up to Assistant Vice President in Lending. While balancing full-time work and raising two daughters, she realized how important education was - not just for her career, but as an example for her children. She credits her success to the encouragement of WNCC’s faculty and staff, along with the friendship of fellow non-traditional students who shared her determination and drive.

The Lifetime Achievement award is given to a WNCC faculty, staff, or alumnus who has demonstrated a lasting commitment of service to the mission and community of&nbsp;WNCC. The 2025 award went to Merlyn "Mert" Davis. Davis has spent a lifetime shaping young minds and building community. A proud Scottsbluff native and 1950 Scottsbluff High School graduate, Mert served four years in the U.S. Air Force before earning his teaching degree from Creighton University. Mert began his teaching career in 1958 in Crawford, Nebraska, before returning home in 1961 to teach at Scottsbluff High School.

In 1969, Mert began teaching at Nebraska Western College, where he remained until his retirement in 1995. Over the years, he taught History, Economics, Human Relations and Introduction to Education, inspiring countless students to pursue careers in teaching. In the early 1970s, he also served as the head coach of the college’s track team, traveling with student-athletes to competitions around the country, including Nationals, and later helped coach the men’s basketball team alongside Head Coach Dave “Soupy” Campbell. When classes were not in session, Mert spent more than 30 summers as a park ranger at Scotts Bluff National Monument, where he loved sharing stories of local history with visitors from near and far.

The&nbsp;Tom &amp; Cara Perkins Friend of the College Award&nbsp;is given to a person, organization, or business that has demonstrated a commitment to the educational advancement of people in the Panhandle. The 2025 Cara Perkins Friend of the College award winner went to Karen Anderson. Anderson’s life philosophy was shaped early by her mother, who worked as a janitor for thirty years at the high school Karen attended. Her mother’s advice was simple but life-changing: “Get an education and don’t clean up everyone’s mess—use your brain.” She spent 26 years as Executive Director of the Scottsbluff/Gering United Chamber of Commerce. Under her leadership, the Chamber earned 4-Star U.S. Chamber Accreditation and became a model for collaboration and community progress. Karen joined the Western Community College Area Board of Governors in 2016 and served as chair in 2024. She always championed the connection between education and business as the key to a thriving local economy.

Karen is known for her humor, warmth and adventurous spirit, which shines in her personal life. Karen retired from the Chamber in July 2023 and moved to Lincoln in December 2024 to be closer to her family.

WNCC Alumni Association hosts 12th Annual Banquet and Award Ceremony

Cournoyer-Bruguier&nbsp;is an enrolled member of the&nbsp;Yankton Sioux Tribe&nbsp;and former Nebraska&nbsp;Indian&nbsp;Child&nbsp;Welfare&nbsp;Coalition&nbsp;board member.

Chiara Cournoyer-Bruguier was among the organizations grassroots participants before it officially became the Nebraska Indian Child Welfare Coalition (NICWC.)&nbsp;Cournoyer-Bruguier first encountered NICWC when she was working with Iowa DHHS as the state tribal liaison, meeting with Nebraska tribes and other agencies in Sioux City, Iowa.

She officially became part of the coalition as a founding board member. She later began&nbsp;facilitating&nbsp;the Motherhood&nbsp;and Fatherhood is Sacred classes with NICWC in 2020 in response to the pandemic, which she will continue to do alongside her duties as administrative manager.

“We are thrilled to have Chiara join our NICWC team,” said Deborah Dancer, executive director. “Chiara brings a focus on wellness, joy, comfort, and warmth that is welcomed as an administrative manager.”

Dancer&nbsp;said Cournoyer-Bruguier has a people-centered&nbsp;perspective&nbsp;that will enhance NICWC&nbsp;along with&nbsp;her&nbsp;career&nbsp;experience,&nbsp;including her facilitation skills as a content expert in Motherhood and Fatherhood Is Sacred training.&nbsp;

“I am personally excited to have her join the team because she brings a certain calm to every situation and I look forward to positive changes in our organization&nbsp;as a result of her influence,” said Dancer.

Growing up Cournoyer-Bruguier's father was a social worker and the Indian Child Welfare Act director for their tribe. She always admired how he helped children and families in need.

“We also were family caregivers for cousins, and so we always had extra kids in our family home,” said Cournoyer-Bruguier. “I&nbsp;didn't&nbsp;know the extent of the situation until I grew up and could better understand why my&nbsp;cousins&nbsp;lived with us.&nbsp;It’s&nbsp;so important for me to see our Native families healing together whenever possible and to have our Native families whole.”

Cournoyer-Bruguier was among the first Native American cohort of students to receive funding to attend the Siouxland Indian Child Welfare Traineeship&nbsp;Program and&nbsp;earn a social work degree from Briar Cliff University in Sioux City, Iowa. This experience helped build her professional network, she said,&nbsp;and&nbsp;opened&nbsp;opportunities that she never imagined.&nbsp;She&nbsp;also has&nbsp;a business degree from the University of South Dakota.

Cournoyer-Bruguier was previously a&nbsp;tribal&nbsp;consultant with&nbsp;extensive experience in the&nbsp;human&nbsp;services&nbsp;field specializing in&nbsp;tribal&nbsp;child&nbsp;welfare&nbsp;administration, ICWA and&nbsp;diligent&nbsp;recruitment. She worked as a&nbsp;tribal&nbsp;child&nbsp;welfare&nbsp;specialist for the Capacity Building Center for Tribes providing technical&nbsp;assistance&nbsp;and consultation to&nbsp;tribes across the United States.&nbsp;Prior to that, she held positions as a&nbsp;tribal&nbsp;human&nbsp;services&nbsp;director,&nbsp;social&nbsp;services&nbsp;program&nbsp;manager,&nbsp;grant&nbsp;coordinator,&nbsp;child&nbsp;welfare&nbsp;caseworker, and many other frontline positions within the&nbsp;human&nbsp;services field.

Her position with NICWC will see Cournoyer-Bruguier&nbsp;assisting&nbsp;with and implementing all activities in support of NICWC’s strategic plan,&nbsp;mission&nbsp;and vision;&nbsp;being responsible for&nbsp;financial management, budgeting, coordinating audit-readiness activities, assisting&nbsp;with&nbsp;human&nbsp;resources activities, as well as&nbsp;fundraising and grant writing.

A mom of four children ranging in age from nine to 24-years-old, Cournoyer-Bruguier also has two grandsons and&nbsp;resides&nbsp;on her home reservation in southeastern South Dakota&nbsp;where&nbsp;she enjoys spending time with her family and&nbsp;hiking the&nbsp;trails along the Missouri River.

The vision of the Nebraska Indian Child Welfare Coalition is to ensure that all Native American children are raised by loving Indian families, surrounded by the people, culture and heritage that they know best.

Chiara Cournoyer-Bruguier Joins NICWC as Administrative Manager

NORTH PLATTE, Neb.&nbsp; — Troopers with the Nebraska State Patrol, with assistance from Homeland Security Investigators, have arrested two people after searching for a man wanted in connection with an attempted homicide. The arrests occurred Thursday in North Platte.

Thursday morning, NSP received information that a man with an active arrest warrant for attempted homicide was believed to be in North Platte. The warrant was connected to an investigation in Colorado.

At approximately Noon, troopers located the suspect’s vehicle, a Ford F-150, as it was traveling on residential streets in North Platte. The vehicle came to a stop outside a house near West 6th&nbsp;Street and North Emory Avenue. At that time, troopers contacted the driver and placed him into custody without incident. A passenger was also detained.

Further investigation revealed that both occupants of the vehicle were in possession of suspected methamphetamine. Troopers searched the vehicle and found a handgun, over .5 pounds of suspected methamphetamine, a knife, burglary tools, and several credit cards, IDs and checks belonging to other people.

The wanted subject, Robert Martell, 44-years-old, of Denver, Colorado, was arrested for the outstanding warrant. He and the other subject, Allison Gruenloh, 20-years-old, of Littleton, Colorado, were both arrested for numerous charges, including possession of methamphetamine, possession of methamphetamine with intent to deliver, possession of a firearm during a drug violation, possession of burglar’s tools, identity fraud, criminal possession of 4+ financial devices and other charges. Both were lodged in Lincoln County Jail.

The arrests occurred Thursday in North Platte.Thursday morning, NSP received information that a man with an active arrest warrant for attempted homicide was believed to be in North Platte. The warrant was connected to an investigation in Colorado.At approximately Noon, troopers located the suspect’s vehicle, a Ford F-150, as it was traveling on residential streets in North Platte. The vehicle came to a stop outside a house near West 6th&nbsp;Street and North Emory Avenue. At that time, troopers contacted the driver and placed him into custody without incident. A passenger was also detained.Further investigation revealed that both occupants of the vehicle were in possession of suspected methamphetamine. Troopers searched the vehicle and found a handgun, over .5 pounds of suspected methamphetamine, a knife, burglary tools, and several credit cards, IDs and checks belonging to other people.The wanted subject, Robert Martell, 44-years-old, of Denver, Colorado, was arrested for the outstanding warrant. He and the other subject, Allison Gruenloh, 20-years-old, of Littleton, Colorado, were both arrested for numerous charges, including possession of methamphetamine, possession of methamphetamine with intent to deliver, possession of a firearm during a drug violation, possession of burglar’s tools, identity fraud, criminal possession of 4+ financial devices and other charges. Both were lodged in Lincoln County Jail.

HARRISON, Neb. - Agate Fossil Beds National Monument is planning to host a drawing workshop, Sunday, Nov. 23, 2025, from 1 p.m. to 3 p.m. at the monument visitor center, located at 301 River Road, Harrison Nebraska, 69346.

Daniel Moore earned an MFA at the Louisiana Tech University School of Design where he is now Assistant Professor of Art. His work has been exhibited across the southern United States and featured in&nbsp;New American Paintings,&nbsp;Studio Visit Magazine, and&nbsp;Creative Quarterly.

Daniel spends time outdoors hiking, mountain biking, and making art. He teaches landscape painting workshops at Black Bayou Lake National Wildlife Refuge and serves on the board of directors of Friends of Black Bayou in Monroe, Louisiana.

While he is here, Mr. Moore plans to share his knowledge through a presentation in the Visitor Center theater. Following the inside presentation, visitors will be invited to try their hand at drawing outside, with guidance from Mr. Moore. This workshop is free and drawing materials will be provided.

Artist in Residence Workshop Scheduled for Nov. 23 at Agate Fossil Beds

CURTIS, Neb. - The Nebraska College of Technical Agriculture welcomed alumna Hanna Rainforth back to campus this week for an engaging Equine Sports Therapy Demonstration and an Equine Marketing Discussion with students in the Equine Health and Equine Management classes.

Rainforth is a Licensed Veterinary Technician from Grand Island, Nebraska. She owns Midwest Equine Sports Therapy and Raining H Media, two businesses that focus on equine wellness and western performance industries. She graduated from NCTA in 2017 with a degree&nbsp; in Veterinary Technology and a focus in Equine Health and Industry Management. 

During her visit, Rainforth demonstrated sports therapy techniques, discussed the benefits of equine massage, and shared insights into effective marketing within the performance horse world. She also spoke about her career path and the education that helped shape it. 

Rainforth said her time at NCTA played a major role in her success as a technician and business owner. “My education here helped me pass my licensing exam and work in many different clinic settings. It also gave me the knowledge and confidence to start my own businesses in the equine industry,” she shared. 

She reflected fondly on her days at NCTA, including traveling to shows with the ranch horse team and practicing skills with classmates in the veterinary technology building. Rainforth encouraged students to commit fully to their studies and to invest in relationships on campus. 

“My message to students is to put your heads down and study, take your education seriously, and build strong relationships with your fellow students. They will become your connections and colleagues later on,” she said. “Be professional in person and on social media. You never know who is watching and what opportunities you may miss.”
