Panhandle police activity, Oct. 7 - Oct. 15

SCOTTSBLUFF, Neb. -&nbsp;Western Nebraska Community College has seen a seven percent increase in its total enrollment for the Fall 2025 semester, reflecting continued institutional momentum and student demand across multiple program areas.

The Fall 2025 census report , presented at the October Board of Governors meeting, shows total enrollment at 1,688 students — a 7.6 percent increase from Fall 2024. The number of full-time students rose by 9.2 percent, while part-time enrollment rose by 6.5 percent.

Overall, student credit hours increases by 6.7 percent, and full-time equivalency (FTE) climbed 6.6 percent from the previous year.

"This is the culmination of all the hard work and dedication that our entire college has put in over the past year," WNCC President Greg Dart said. "I'm proud of our efforts and we are excited to see our numbers continue to grow, year after year."

A significant contributor to this year's increase is the free tuition for WNCC's dual credit program, CollegeNOW!. This fall, 729 students from Panhandle high schools are taking dual credit courses at WNCC, an 18.7 percent increase from last year, making up 43 percent of WNCC's student headcount. This is the largest dual credit cohort since 2011.

"By removing financial barriers, we've made it possible for more students to take advantage of our classes and get a head start on their higher education journey," Dart said.

The number of returning students also increased from the previous fall, with a spring-to-fall retention rate of 59 percent, and a 68 percent retention rate of students who took summer classes.

WNCC’s student body includes learners from all 13 counties in its service area. According to the report, 25.4 percent of students identify as Hispanic. The college also saw an 18.1 percent increase in online enrollment and continues to attract students from beyond the region, including 111 students from outside Nebraska and 78 international students.

Student Enrollment Numbers Increase at WNCC

With Nebraska’s pheasant, quail and partridge seasons quickly approaching, the Nebraska Game and Parks Commission reminds upland hunters to be safe in the field.

Game and Parks offers the following safety tips for upland bird hunters going afield this fall:

“Upland bird hunting is time-honored annual activity enjoyed by Nebraskans for decades, but every hunter should remember safety comes first,” said Kyle Gaston, Nebraska hunter education coordinator. “Safe hunting is no accident.”

The youth season is Oct. 18-19, and the general season opens Oct. 25.

Hunters ages 12-29 are reminded that they must carry proof of successful completion of a hunter education course while hunting. Proof can be in the form of a valid permit containing the hunter’s hunter education number, or a hunter education card or certificate issued by another state.

NGPC Urges Nebraskans to Stay Safe This Upland Bird Season

OMAHA, Neb. –&nbsp;An inmate who went missing from the Community Corrections Center – Omaha (CCC-O) has been arrested by the Omaha Police Department.&nbsp;<a>Randy Johnson #2</a>14161&nbsp;was taken into custody Oct. 13, 2025, and booked into the Douglas County Correctional Center.&nbsp;

Johnson went missing on July 8, 2025, when he left CCC-O, and his electronic monitoring device was found near the facility. He started his sentence on November 17, 2021. Johnson was sentenced to nine to 13 years out of Douglas County for possession with intent to distribute cocaine and possession of a deadly weapon by a felon.

CCC-O is one of two community custody facilities operated by NDCS. Community custody is the lowest custody level and the least restrictive facility. Inmates are allowed to participate in work opportunities, attend school and religious services with prior approval and without direct supervision.

Missing Inmate Arrested

GRAND ISLAND, Neb.&nbsp; — The Nebraska State Patrol is investigating an officer-involved shooting that occurred Wednesday morning in Grand Island. There were no injuries in the shooting.

At approximately 6:40 a.m., investigators with the NSP Technical Crimes Unit were serving a search warrant at a residence at 921 East Oklahoma Avenue in Grand Island. The search warrant was in relation to a child pornography investigation.

Preliminary information shows that as investigators attempted to perform the search warrant, the resident, Justin Jelinek, fired a gun from inside the home. A trooper returned fire. Nobody was struck by gunfire. Jelinek then barricaded himself inside the home.

The NSP SWAT Team was activated, and investigators gave repeated commands for Jelinek to exit the home. After approximately ten minutes, Jelinek voluntarily exited the home and was taken into custody without further incident..

Jelinek, 43-years-old, has been lodged in Hall County Jail. Charges are pending. The investigation remains ongoing.

Alliance High School Crowns Homecoming Royalty

CHADRON, Neb. – Chadron State College’s Graves Lecture Series will resume this fall with three presentations on Tuesdays at 7 p.m. at the Mari Sandoz High Plains Heritage Center Atrium. Attendance is free, and the community is encouraged to attend.

The first speaker of the Fall 2025 season is Kevin Coy on October 21. Coy, an Academic Advisor for the CSC TRIO Upward Bound program, mentors and guides high school students in preparing for college success. In Rooted in Resilience, he will discuss how to develop a strong foundation of inner strength, adaptability and perseverance, even in the face of challenges. He will explain how to draw upon your values, experiences and support systems to grow through hardships instead of being defeated by them.

“Like deep roots anchor a tree, resilience helps you stay grounded while reaching for new possibilities,” Coy said.

Coy, a Florida native, moved to Chadron in 2014 to attend CSC, where he played football for the Eagles. He graduated in 2018 with a Bachelor of Arts degree. He is married to Taylor Coy, and they have two young sons.&nbsp;

The second installment in the series, on Oct. 28, will feature the voice of the Chadron State College Eagles Dave Collins as he presents Game Day on Air: A Broadcaster’s Playbook.&nbsp;Collins has been bringing local sports to Nebraska listeners through radio broadcasts for more than 20 years. He is the Sports Director with Double Q Country Radio where he has broadcasted more than 600 CSC athletic competitions including football, men's and women's basketball, volleyball and softball since 2015. Collins also hosts weekly sports shows with coaches and players, and has an extensive award-winning background that includes a decade as a News Director and high school sports broadcaster. He and his wife, Shaunda French-Collins, CSC’s dean of Business, Math and Science, reside in Chadron with their young son, Braylon.

The final fall presentation, on Nov. 18, Type II Diabetes and its Effect on Insulin Receptors, will spotlight student and faculty research. Sutton Pohlman, a native of Stanton, Nebraska, and a member of the CSC football team, is currently pursuing an MBA with a healthcare administration focus. He graduated from CSC in December 2024 with a degree in chemistry and a minor in human biology. He began working with Dr. Clint Evrard on insulin research during the Spring of 2024, and they continue to conduct research together. After playing his final year on the CSC football team and earning his MBA, Pohlman plans to enroll at the University of Nebraska Medical Center College of Medicine in the Fall of 2026.

Evrard received a Bachelor of Science in Physics from Indiana State University before entering the diocesan seminary at St. Meinrad School of Theology in southern Indiana. He later joined the Capuchin Franciscan order and continued philosophical and theological studies at the Catholic Theological Union in Chicago. Before his final vows as a Franciscan, Evrard decided to complete his doctorate at the University of Louisville where he worked as a teaching graduate assistant, received both a Master of Science and a doctorate in computational quantum chemistry and quantum mechanical materials. Evrard said he came to CSC because teaching and working with students are his first priority.

Sutton Pohlman, a native of Stanton, Nebraska, and a member of the CSC football team, is currently pursuing an MBA with a healthcare administration focus. He graduated from CSC in December 2024 with a degree in chemistry and a minor in human biology. He began working with Dr. Clint Evrard on insulin research during the Spring of 2024, and they continue to conduct research together. After playing his final year on the CSC football team and earning his MBA, Pohlman plans to enroll at the University of Nebraska Medical Center College of Medicine in the Fall of 2026.Evrard received a Bachelor of Science in Physics from Indiana State University before entering the diocesan seminary at St. Meinrad School of Theology in southern Indiana. He later joined the Capuchin Franciscan order and continued philosophical and theological studies at the Catholic Theological Union in Chicago. Upland bird hunters across the state will go afield Oct. 25 for Nebraska’s pheasant season opener.

Nebraska’s diverse habitats and variety of opportunity continue to make Nebraska’s upland hunting seasons attractive to hunters and set it apart from other states.

Expectations for the 2025 pheasant and quail season are optimistic as field reports are frequent and surveys show positive pheasant numbers in locations across the state, according to Nebraska Game and Parks Commission surveys.

Those surveys showed this spring that the Panhandle and Southwest regions supported relatively high pheasant densities, and the Central, Northeast and Sandhills regions all saw increases in densities compared to 2024. However, some areas of the state could see lower-than-expected production.

For hunters pursuing upland birds in western and south-central Nebraska, the Stubble Access Guide displays an additional 33,400 acres of tall wheat or milo stubble fields and adjacent habitats open to public hunting access.

Expectations High for State’s Pheasant Opener

LINCOLN, Neb.&nbsp;– Yesterday, Governor Jim Pillen signed an executive order at Northeast Community College launching the&nbsp;Good Life, Great Careers Initiative&nbsp;as part of Manufacturing Month in Nebraska. The new initiative aims to establish clear pathways for Nebraskans, especially youth, to access thriving and stable careers.

“Apprenticeships and pre-apprenticeships are some of the best ways to create these pathways to successful careers across our extraordinary state,” said Gov Pillen. “Now more than ever, we need to create and align workforce programs that make sense for Nebraska’s communities – especially as we double down on the investments we make in the young people of our state.”

The&nbsp;Good Life, Great Careers Initiative&nbsp;will create and strengthen apprenticeship and pre-apprenticeship programs to build on their successes and create new opportunities for Nebraskans. The goal is to add 6,000 new registered active apprentices in Nebraska by Dec. 31, 2030.

As part of the&nbsp;Good Life, Great Careers Initiative, the Nebraska Department of Labor (NDOL) is launching the Office of Registered Apprenticeship, which will be integrated into NDOL and serve as a state hub for all matters related to registered apprenticeship programs.

The Office of Registered Apprenticeship will develop and expand registered apprenticeship programs to align with the State of Nebraska’s workforce needs, with a primary focus on manufacturing, healthcare, transportation, construction, the bioeconomy, and other high-demand industries.

“I am thankful to Governor Pillen for his support and dedication to growing a skilled Nebraska workforce,”&nbsp;said NDOL Commissioner Katie Thurber.&nbsp;“The&nbsp;Good Life, Great Careers Initiative&nbsp;allows Nebraska to create a unified approach to making sure all Nebraskans have access to the Good Life. I’m looking forward to productive collaboration with all state departments and essential stakeholders as we implement the Governor’s vision for workforce development and establish the new Office of Registered Apprenticeship. The annual Water Education for Tomorrow (WET) event welcomed more than 300 fifth-graders Oct. 7-8 to the North Platte Natural Resources District (NPNRD) Campus in Scottsbluff. The two-day event featured nine stations where fifth graders rotated to learn about water and its many aspects through educational talks and hands-on activities. The event is a collaboration between the Educational Service Unit (ESU) 13 and the NPNRD.&nbsp;

“It’s just a chance for area 5th-grade students to come and learn about an important natural resource, ‘water,’ from experts from around the area,” said Dave Griess, ESU 13 professional learning coordinator. The event is a team effort as both the NPNRD and ESU 13 go over evaluations and tweak aspects of the event. They develop nine different stations and get presenters who are very informative and hands-on. “I think the kids love to learn about science, social studies, and natural resources, in different ways than in the classroom.”

Among the returning stations was “Water Safety,” run by the Scottsbluff Rural Fire Department.&nbsp;

“We’re telling them about fire and water safety,” said Carissa Schank-Grubbs, Scottsbluff Rural Fire Department fire chief. “They go to the pool, and go to the lake, and we do have lots of bodies of water around here, and it’s important for kids to know about life jackets and how to use them.” The highlight for the students was at the end of the session, when they would get to spray the fire department's firehose.&nbsp;

Each station had something the students enjoyed and dealt with water. “We have a fantastic campus where we can have nine different stations and 200 kids all spread out. The topic also fits well with our purpose, water resources,” said Kyle Ann Hopkins, NPNRD data management and outreach coordinator.&nbsp;

Many of the children note their favorite part involves the animals the Riverside Discovery Zoo brings out to the event. This year, a short-tailed python visited with the students on Tuesday. The presenter explained to the students how water can make it easier or harder for snakes to burrow in the ground, where they build homes or wait to attack prey.&nbsp;

“It’s a fun field trip. So interactive, hands-on, and an enhancement for science time,” said Rebecca Wenger, fifth-grade teacher at Lincoln Heights. “They like to talk about their favorite station, and later on in the year, they remember the interaction here and how it applies to their textbook learning.”

Fifth Graders Explore Water’s Uses and Effects at Annual WET Event

Nebraska offers long seasons and abundant opportunities to harvest furbearers and coyotes throughout the state.

These animals are common in Nebraska, and most are found statewide. Regulated harvest of these mammals provides an excellent outdoor opportunity and is an important management tool for controlling populations to reduce problems they can cause people and property.

Hunting and trapping seasons typically are designed to allow furbearer harvest during the fall and winter, when the pelts are prime, and the animals are less likely to have dependent young. This gives hunters an opportunity to earn extra income, play a role in wildlife management and enjoy time outdoors.

Nebraska has three furbearers that may only be trapped – muskrats, beavers and river otters. Raccoons and opossums have an early hunting-only season. Those two species, along with bobcats, badgers, mink, long-tailed weasels, red fox, gray fox and striped skunks, also have seasons where they may be hunted or trapped.

Hunting and trapping are permitted statewide, except where closed by federal, state or local laws or regulations. Hunters and trappers must get permission before hunting or trapping on private land that is not part of a public access program.

River otters have a season bag limit of one for each harvester with no overall limit. For other furbearers, there is no bag limit for Nebraska residents. Nonresidents may harvest up to 1,000 furbearers, with an additional fee to harvest more.

For residents ages 16 and older, a fur harvest permit and habitat stamp are required to hunt or trap furbearers in Nebraska; no permit is needed for residents to harvest coyotes. Nonresidents need a nonresident small game permit to pursue coyotes, and a nonresident fur harvest permit and habitat stamp to harvest furbearers.

Make the Most of Nebraska’s Fur Harvesting Opportunities

OMAHA, Neb.&nbsp; — Troopers with the Nebraska State Patrol arrested a Georgia woman after locating 130 pounds of suspected methamphetamine during a traffic stop on Interstate 80 in eastern Nebraska.

Saturday, at approximately 6:45 p.m., a trooper stopped an eastbound Nissan Altima for speeding on I-80 near mile marker 440. During the traffic stop, the trooper became suspicious of criminal activity. A K9 with the Papillion Police Department detected the odor of a controlled substance coming from the vehicle.

A search of the vehicle revealed several trash bags in the trunk, containing suspected methamphetamine. The total weight was 130 pounds.

The driver, Iesha Smith, 47-years-old, of Smyrna, Georgia, was arrested for possession of methamphetamine with intent to deliver. She was lodged in Sarpy County Jail.

Bartling, a York native, is currently vice chancellor of enrollment management and marketing at the University of Nebraska at Kearney, with two decades of experience at the University of Nebraska and prior roles at Nebraska daily newspapers.

“As a lifelong Nebraskan, Kelly understands Nebraska’s unique attributes and has a network of leadership partners across the state, including Greater Nebraska,” Bingham said. “She has demonstrated marketing and communication success and is committed to working collaboratively to serve our members and enhance the Nebraska Chamber’s communication strategies to be an even stronger voice for business in Nebraska.”

In this new role created by Bingham, Bartling will lead strategic marketing and communications efforts—managing the Chamber’s voice, strengthening engagement, and expanding its impact across communication platforms, events, and key initiatives including the Nebraska Chamber Foundation, Leadership Nebraska, the Manufacturing Alliance, and Tech Nebraska. Nebraska Chamber Selects Bartling as New Vice President

CHADRON, Neb. – The Marshall and Owens families each received the Family Tree Awards on Friday and were honored during halftime of the football game on Saturday. According to the requirements listed online, each recipient family must include a minimum of three generations of graduates. At least two of the family members must have a record of outstanding service to the college, the alumni association, their community, or their profession.

Con Marshall earned his bachelor’s degree in 1963. He was a class officer, student senate president, Eagle newspaper sports editor and news editor, and active in Blue Key, Sigma Tau Gamma, and listed in Who’s Who. He was a reporter for the Chadron Record from 1964-66, a feature writer for the Star-Herald from 1966-69, and became Director of Information at CSC in 1969. He semi-retired in 2009 but continues to write and take photos. He wrote both the CSC 75th&nbsp;and 100th&nbsp;anniversary books. He and his wife, Peggy, of Crawford, have three children: Tyler, Sara, and Perry. The couple has been married for 60 years. Peggy (Galbreath) graduated in 1966 with her bachelor’s degree in education and her master’s in education in 1971. She was a member of the Student Education Association and Sigma Delta Nu. She taught at the Bridgeport Public Schools from 1964-65, at the Gering Public Schools from 1968- 69, and at CSC from 1986 to 2010.

Tyler graduated with a bachelor’s in 1994 and was active in Blue Key. He lives in Scottsbluff, works for FedEx, and has one child, Jaedon.

Sara Behrends graduated with a bachelor’s degree in Education with a K-12 music endorsement in 1995. She was active in Cardinal Key, Sigma Delta Nu, the Eagleaires, and other music groups. She taught K-12 music in Crawford from 1996- 97, Elementary music at Wauneta-Palisade from 1997 to 2021, and has taught K-5 music at Alliance since 2021.

She and her husband, Aaron, of Worland, Wyoming, have four children: Paul, Miranda, Olivia, and Sonya. Aaron graduated with a bachelor’s in education with a K-12 music endorsement and a physics subject endorsement in 1997. He was involved with various CSC music groups. He led the Wauneta-Palisade middle and high school band and choir from 1997 to 2021 and has been a science teacher in Alliance since 2021.

Olivia is married to Angel Veladez, was active in various music groups, and this semester she is student teaching in Bridgeport, Nebraska. She will graduate this December with a bachelor’s in Education with a K-12 music endorsement.

Sonya currently attends CSC pursuing degrees in molecular biology and chemistry, and she participates in instrumental music performances.

Kristy Heppner Owens, is the daughter of Russel and Shirley Heppner. Following the death of her husband, the late Shirley Heppner married Chuck Royal Johnson of Rapid City. Johnson, 96, graduated in 1956 with an education degree and in 1984 with a computer science degree. He retired from teaching with the Converse County Wyoming School District.

Kristy graduated in 1975 with a degree in K-12 Art Education, and she taught in Hot Springs, South Dakota. &nbsp;Later, she operated a home day care center for 10 years in Everett, Washington, where he husband was stationed with the Burlington Northern railroad, and 10 years in Alliance, Nebraska, after they transferred back to the region.

She and her late husband, Dick, have three children: Milisa Palmer, Kassidy Owens, and Heath Owens.

Heath earned his bachelor’s degree in commercial graphic design in 2001. He is a private independent contractor who has been building and renovating homes for 10 years. Previously, he was in medical sales, and a newspaper publisher with Lee Enterprises managing the Rapid City Journal and other newspapers in the northern hills.

Heath’s wife, Brooke (Shimp), earned her bachelor’s in criminal justice in 2004. She was active in the Student Education Association and the Criminal Justice Club. She has been the Human Resource Manager at the Powder River Division of the Burlington Northern Santa Fe railroad since 2007. They have three children: Riley, Alison, and Hunter. Alison Owens graduated from Crawford High School and attended CSC in 2024-25.

Dick’s sister,&nbsp;<a href="https://www.csc.edu/news/2020/owens-nauslar-shares-tips-to-navigate-an-uncertain-future.html" target="_blank">JoAnne Owens-Nauslar</a>, of Lincoln, graduated from Newcastle High School in Wyoming and earned her bachelor’s degree from CSC in health and physical education in 1970. She went on to earn a master’s in physical education in 1976 and an Ed.D. in 1992 from the University of Nebraska-Lincoln. She is a nationally recognized advocate for physical activity and health literacy, and she has had various educational and corporate roles, including 19 years as the Nebraska State Director for Health and Physical Education. Her contributions to the field have earned her induction into multiple halls of fame and numerous prestigious awards. She serves on the Nebraska Sports Council Board and chairs the Chadron State Foundation.

JoAnne’s aunt, Lena Owens, was the Dietitian and Director of Food Service from 1960 to 1975. Lena’s daughters, Beverly and Barbara, attended CSC. Beverly married Jeffrey Schmidt in 1968 and they had four children: LoraLee Jean, Paeter Deitrich, Shalisa Jean, and Starla Jo. JoAnne’s sister Milinda “Mindy” Owens Wineteer of Chadron is the mother of Jamie Hileman who attended CSC.

Peggy (Galbreath) graduated in 1966 with her bachelor’s degree in education and her master’s in education in 1971. She was a member of the Student Education Association and Sigma Delta Nu. She taught at the Bridgeport Public Schools from 1964-65, at the Gering Public Schools from 1968- 69, and at CSC from 1986 to 2010.Tyler graduated with a bachelor’s in 1994 and was active in Blue Key. He lives in Scottsbluff, works for FedEx, and has one child, Jaedon.Sara Behrends graduated with a bachelor’s degree in Education with a K-12 music endorsement in 1995. She was active in Cardinal Key, Sigma Delta Nu, the Eagleaires, and other music groups. She taught K-12 music in Crawford from 1996- 97, Elementary music at Wauneta-Palisade from 1997 to 2021, and has taught K-5 music at Alliance since 2021.She and her husband, Aaron, of Worland, Wyoming, have four children: Paul, Miranda, Olivia, and Sonya. Aaron graduated with a bachelor’s in education with a K-12 music endorsement and a physics subject endorsement in 1997. He was involved with various CSC music groups. He led the Wauneta-Palisade middle and high school band and choir from 1997 to 2021 and has been a science teacher in Alliance since 2021.Olivia is married to Angel Veladez, was active in various music groups, and this semester she is student teaching in Bridgeport, Nebraska. She will graduate this December with a bachelor’s in Education with a K-12 music endorsement.Sonya currently attends CSC pursuing degrees in molecular biology and chemistry, and she participates in instrumental music performances.<figure>

 </figure>The Owens FamilyKristy Heppner Owens, is the daughter of Russel and Shirley Heppner. Following the death of her husband, the late Shirley Heppner married Chuck Royal Johnson of Rapid City. Johnson, 96, graduated in 1956 with an education degree and in 1984 with a computer science degree. He retired from teaching with the Converse County Wyoming School District.Kristy graduated in 1975 with a degree in K-12 Art Education, and she taught in Hot Springs, South Dakota. &nbsp;Later, she operated a home day care center for 10 years in Everett, Washington, where he husband was stationed with the Burlington Northern railroad, and 10 years in Alliance, Nebraska, after they transferred back to the region.She and her late husband, Dick, have three children: Milisa Palmer, Kassidy Owens, and Heath Owens.Heath earned his bachelor’s degree in commercial graphic design in 2001. He is a private independent contractor who has been building and renovating homes for 10 years. Previously, he was in medical sales, and a newspaper publisher with Lee Enterprises managing the Rapid City Journal and other newspapers in the northern hills.Heath’s wife, Brooke (Shimp), earned her bachelor’s in criminal justice in 2004. She was active in the Student Education Association and the Criminal Justice Club. She has been the Human Resource Manager at the Powder River Division of the Burlington Northern Santa Fe railroad since 2007. They have three children: Riley, Alison, and Hunter. Alison Owens graduated from Crawford High School and attended CSC in 2024-25.Dick’s sister,&nbsp;<a href="https://www.csc.edu/news/2020/owens-nauslar-shares-tips-to-navigate-an-uncertain-future.html" target="_blank">JoAnne Owens-Nauslar</a>, of Lincoln, graduated from Newcastle High School in Wyoming and earned her bachelor’s degree from CSC in health and physical education in 1970. She went on to earn a master’s in physical education in 1976 and an Ed.D. in 1992 from the University of Nebraska-Lincoln. She is a nationally recognized advocate for physical activity and health literacy, and she has had various educational and corporate roles, including 19 years as the Nebraska State Director for Health and Physical Education. Her contributions to the field have earned her induction into multiple halls of fame and numerous prestigious awards. She serves on the Nebraska Sports Council Board and chairs the Chadron State Foundation.JoAnne’s aunt, Lena Owens, was the Dietitian and Director of Food Service from 1960 to 1975. Lena’s daughters, Beverly and Barbara, attended CSC. Beverly married Jeffrey Schmidt in 1968 and they had four children: LoraLee Jean, Paeter Deitrich, Shalisa Jean, and Starla Jo. JoAnne’s sister Milinda “Mindy” Owens Wineteer of Chadron is the mother of Jamie Hileman who attended CSC.

CSC Honors Two Families with Family Tree Awards

CHADRON, Neb. – Chadron State College seniors in the SW 435 class will host the annual Social Work Conference on Nov. 5, from 8 a.m. to 4 p.m. on the CSC campus. This year’s theme is Breaking the Silence: Healing and Prevention for Domestic Violence. The event is free to the public, with no registration required. The first 75 attendees will receive a free lunch. Current students will need to purchase lunch using their meal plans.

This year’s conference will feature three main speakers, Mandi Pratt, Ashley Wasserburger and Lisa Peden, as well as a student-led play, Revolution.

Pratt is a public speaker from Ontario, California. Personally surviving Post-Traumatic Stress Disorder (PTSD), Pratt has first-hand experience with resilience and the journey through the plot twists in life. Through discussion, Pratt will help the audience feel more in charge of their lives through empowerment, hope and peace.

Wasserburger is the Education Director at Working Against Violence Inc. (WAVI), an organization based in Rapid City, South Dakota, that provides a community free of domestic violence and sexual abuse. WAVI empowers the youth by standing alongside them and providing logistical, educational and emotional support. Wasserburger plans to discuss trauma adaptation and resilience, helping the audience increase empathy within themselves and others.

Peden is an experienced and dedicated Bilingual Prevention and Education Specialist with The DOVES Program, a non-profit community-based domestic and sexual violence program serving nine counties in the Nebraska Panhandle. Peden is passionate about prevention, education and community engagement. Her work spans a range of activities, including delivering presentations and trainings, coordinating awareness campaigns and collaborating with local partners to address the root causes of violence.

Revolution is a play about domestic violence, performed by a student-led volunteer program from Columbus, Nebraska. The play will cover topics for adolescents such as dating violence, sexual assault, and building healthy relationships.

Social Work Class Hosting Domestic Violence Conference at CSC

LINCOLN, Neb. - The Nebraska Public Service Commission (PSC) will hold a formal hearing in the Black Hills Energy Rate Case (NG-124) beginning at 9 a.m., Wednesday, Oct. 15, in the Commission hearing room and online.

On May 1, Black Hills Energy filed an application with the PSC seeking a $34.6 million rate increase. The proposal will increase Black Hills’ fixed customer charges and distribution charges, the rates regulated by the Commission. The Commission has until January 1, 2026, to make its decision regarding Black Hills Energy’s rate increase application.

Testimony and comments made during the formal hearing will be limited to the parties involved in the proceedings, including Black Hills Energy, and the Public Advocate. Customers are represented by the Public Advocate, an attorney with experience in natural gas matters appointed pursuant to statute.

KEARNEY, Neb.&nbsp; — The Nebraska State Patrol hosted troopers and officers from eleven other states for a week of training that will help keep roadways safe across the country.

Last week, NSP Carrier Enforcement troopers provided a series of training sessions focused on commercial motor vehicle safety, including inspections and post-crash investigations. The training included troopers and officers from Indiana, Missouri, Iowa, Minnesota, South Dakota, Idaho, Texas, Wisconsin, Vermont, Illinois and Kansas.

“Teamwork across state lines is important to keep America’s roadways safe,” said Captain Martin Denton, Commander of NSP Carrier Enforcement. “Our troopers are proud to share their training with troopers and officers from across the country. The scenarios are based on actual encounters and situations our troopers have experienced. Thanks to all the participants and our local partners for making last week’s training a success.”

The training sessions provided both classroom and hands-on instruction in areas of forensic examination of commercial motor vehicles, as well as completion of post-crash inspections of commercial motor vehicles.

NSP received assistance from several local partners to make this training as valuable as possible. The Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) require each state to develop a STIP, which must list all highway and transit projects that will use federal funds, as well as all regionally significant transportation projects using non-federal funding sources. In Nebraska, the STIP is updated every year on Oct. 1. Periodically, NDOT must amend the STIP to add or remove projects, to make adjustments to funding sources or estimates, or to update a project’s scope of work.

The FHWA and the FTA will not approve the revision until the public comment period has ended and comments have been evaluated and incorporated in the revision, as appropriate. In Nebraska, the STIP is updated every year on Oct. 1. Periodically, NDOT must amend the STIP to add or remove projects, to make adjustments to funding sources or estimates, or to update a project’s scope of work.The FHWA and the FTA will not approve the revision until the public comment period has ended and comments have been evaluated and incorporated in the revision, as appropriate.
