ALLIANCE, Neb. – United Way of Western Nebraska is pleased to announce a new partnership with Food Bank of the Heartland in hosting mobile food pantries in their service area. The first pantry in partnership with AmeriCorps Seniors Box Butte County RSVP and Food Bank for the Heartland will be a&nbsp;drive-thru mobile food pantry&nbsp;on&nbsp;Wednesday, October 29 at 4:00 p.m.&nbsp;at the&nbsp;Alliance Senior Center, located at&nbsp;212 Yellowstone Avenue. United Way of Western Nebraska in partnership with Food Bank for the Heartland plan to bring mobile food pantries to other communities in Western Nebraska in 2026.

This free event is open to the public and provides food for families in need, with&nbsp;one distribution per household. The Mobile Pantry Program delivers fresh and shelf-stable food directly to communities with a high need but limited food resources. These one-day, drive-through distributions are free to attend. Community packs include various shelf-stable items. Along with community packs, other items distributed can include assorted produce, bread and dairy products.

A brief intake form will be completed for each household receiving food. If you are unable to attend, a&nbsp;proxy form&nbsp;is available to allow a family member or friend to pick up food on your behalf. Forms can be picked up in advance at:

United Way Of Western Nebraska Hosting Mobile Food Pantry In Alliance

LINCOLN, Neb.&nbsp;–&nbsp;The Nebraska State College System (NSCS) announced today that Nebraska SMART, its free virtual tutoring program, is expanding statewide, giving every K–12 student in Nebraska access to one-on-one academic support from trained college tutors.

Since launching as a pilot in February 2024, Nebraska SMART has provided more than 1,660 tutoring sessions to students in rural school districts across Nebraska. Initially serving Educational Service Units (ESUs) 1, 4, and 13, the program strategically expanded to include Nebraska Rural Community Schools Association (NRCSA) member districts. With the addition of mid-sized districts earlier this year, Nebraska SMART is now positioned to serve all Nebraska school districts statewide.

Funded through a Nebraska Department of Education Improvement Grant, Nebraska SMART pairs K–12 students with teacher education candidates from Chadron State, Peru State, and Wayne State Colleges for personalized, online tutoring in core subjects such as English, math, science and social studies. Tutors are full-time students admitted to their college’s teacher education program, have completed background checks, and receive specialized training through their coursework. Each State College campus has a Nebraska SMART Coordinator who provides faculty oversight and ensures instructional quality.

“This is a perfect example of how the Nebraska Department of Education can partner with the Nebraska State College System to provide both student support and workforce development at the same time,” said Commissioner Brian Maher. “This program has been successful in rural districts and it is exciting to offer the service to all Nebraska schools.”

Box Butte County Commissioner Meeting Agenda for Oct. 22

At the Nebraska State Fair, one of the most meaningful experiences doesn’t happen on the midway or on stage — it happens in the Birthing Pavilion, where veterinary students from our UNL 2-plus-2 Professional Program in veterinary medicine get real-world experience caring for animals and educating the public on animal husbandry and livestock care.

Each year, the Tractor Supply Birthing Pavilion at Fonner Park transforms into a living classroom where students from the University of Nebraska’s veterinary program assist in animal care and delivery under the supervision of licensed veterinarians. Over 11 days, they gain hands-on experience that simply can’t be replicated in a traditional classroom setting.

UNL pre-veterinary students are also gaining experience and education as they volunteer in the pavilion on the weekends.&nbsp; They get to network with other volunteer veterinarians, staff veterinarians/interns and interact with the public.

“Engaging with the public is huge,” said Lauren Ahlers, a 2025 Birthing Pavilion intern. “Getting to know what they [public] feel is important so that you know what you should be focused on in your career so you can provide for them as well.”

Former intern, Dr. Katie Roth of Woodland Animal Hospital, added that her experience at the State Fair was a catalyst for her, integrating her classroom work into real world experiences she now handles every day.

“This program is so valuable, I mean not only to those that volunteer but also to those that come in,” said Dr. Roth. “So in my undergrad, in my vet schooling, this program was huge in getting me to be successful in my career now as a veterinarian.”

These vet students live onsite throughout the Fair, providing around-the-clock monitoring for sows, ewes, chicks and cows expected to give birth during the event. They’re responsible for tracking animal health, assisting with deliveries, and ensuring the newborns and mothers receive proper postnatal care. All of this while also interacting with thousands of visitors eager to learn about these species and veterinary science.

“This is hands-on education at its finest,” said Dr. Missy Lemons of Animal Medical Clinic in Grand Island. “Students not only gain medical experience but also learn how to communicate with the public about animal care, an equally important skill for their future careers.”

The Pavilion bridges the gap between education and community, allowing families to witness the miracle of life, while students gain experience that strengthens Nebraska’s future veterinary workforce.

The program represents a strong partnership between the University of Nebraska, the Nebraska Veterinary Medical Association, and the Nebraska State Fair, each working together to advance animal health education and agricultural literacy.

“It’s rewarding to know that this program not only teaches students but also helps guests appreciate the effort and expertise that go into raising healthy animals,” said Dr. Lemons.

Nebraska State Fair Gives Veterinary Students a Hands-On Learning Experience

Governor Jim Pillen appointed Ryan N. Decker as county court judge in the Third Judicial District. That district consists of Lancaster County.

Decker has been a deputy attorney in Lancaster County since 2018 and has been the prosecutor for the Lancaster County Veterans Treatment Court and the Adult Drug Court. He also handles felony traffic cases. Prior to that, Decker was an assistant county attorney in Black Hawk County, Iowa.

Decker received a Bachelor of Arts degree from St. Ambrose University in Iowa. He earned his juris doctor from Creighton University School of Law.

The vacancy is due to the retirement of Judge Laurie J. Yardley.

&nbsp;Governor Jim Pillen also appointed Richard P. McGowan of Omaha as district court judge in the Fourth Judicial District. That district consists of Douglas County.

McGowan has had his own law practice in Nebraska for 18 years, focusing on criminal defense, juvenile law, personal injury, guardianship, and other related areas. Prior to opening his practice, McGowan served as an attorney in a variety of private law firms. He is chairperson for the Douglas County Board of Mental Health.

McGowan has a degree in philosophy/sociology from Rockhurst University. He earned his juris doctor from Creighton University School of Law.

The vacancy is due to the retirement of Judge Leigh Ann Retelsdorf.

Gov. Pillen Appoints New Judges to Third and Fourth Judicial Districts

High school students across the state are getting their hands dirty in the name of science and conservation through the annual Land Judging competition, held each October in partnership with Nebraska’s Natural Resources Districts (NRDs) and the USDA Natural Resources Conservation Service. The event, hosted in seven statewide regions, challenges students to evaluate real-world soil conditions and recommend land management practices that promote long-term agricultural productivity and environmental stewardship.

During the competition, students visit a site with four exposed soil pits and use official evaluation cards to judge key soil features such as texture, permeability, depth, slope, surface thickness, and erosion. They then determine the land’s capability for crop production and select appropriate conservation treatments from a provided list. These hands-on assessments teach students how to interpret soil structure, classify land, and identify best practices for conserving both soil and water. Individual and team scores are tallied to recognize top performers in soil science and land evaluation.

The contest was hosted on October 8, 2025, in Chadron by Upper Niobrara White NRD. Six schools participated:

Bayard, Bridgeport, Gering, Leyton, Mitchell, and Scottsbluff.

The North Platte NRD other participants&nbsp;included Scottsbluff students George Schmall, Touny Hraskybrown, Logan Zulkoski, Kellan Zulkoski, and Cooper Dudden. North Platte NRD Releases 2025 West Land Judging Results

CHADRON, Neb. – For Chadron State College sophomore Kimo Tuivaiti, leaving the tropical shores of American Samoa for the Nebraska plains was both an act of courage and faith.

“I was nervous when I first arrived in Chadron,” Tuivaiti said. “I feared being alone and not finding anyone to relate to. But I soon realized those fears were only in my head. As time went on, I found friends and peers who were also navigating their own journeys, and that gave me a sense of belonging.”

Tuivaiti is from Pago Pago, the capital of American Samoa, and the city’s mascot is an eagle. He traces his family roots across the islands of Tutuila and Manu’a. Those connections, he said, remind him that wherever he goes, his identity is grounded in the islands and his ancestors’ stories.

Before enrolling at CSC, Tuivaiti studied for a year at the American Samoa Community College and worked with Ray Tulafono, a Chadron State alumnus whose father, Togiola Tulafono, also attended CSC before becoming the governor of American Samoa.

“Seeing leaders like Governor Togiola and Governor Lolo Matalasi Moliga, both of whom studied at CSC, inspired me,” Tuivaiti said. “Their journeys showed me that I, too, could pursue my education here and one day give back to my people.”

Tuivaiti said he experienced culture shock when moving to Chadron. The cold weather, new foods, and social differences were big adjustments after growing up in a close-knit island community. But he said the kindness and curiosity of people in northwest Nebraska helped him feel at home.

“What has surprised me the most about living in rural Nebraska is how welcoming and friendly people can be,” he said. “I didn’t expect people to be so curious and open to learning about my background. The slower pace of life and how much the community supports each other remind me of home in some ways.”

He is Legal Studies major with a minor in Political Science and a student broadcaster for CSC Live. As president of the International Club, Tuivaiti helps others learn about his culture through the club’s annual Food Tasting Party and conversations throughout the year. He has taught his friends a few Samoan words which makes him feel connected to home.

“Faith and respect are the core values of Samoan culture, and I carry them with me every day,” he said. “My grandmother always told me, ‘In all victories or losses, humbly give thanks to God.’”

Tuivaiti said he has been grateful for the encouragement of his faculty members and classmates.

“The professors here truly believe every student can succeed if given the right guidance,” he said. “That support has meant more to me than words can express.”

After earning his bachelor’s degree, Tuivaiti plans to attend law school and eventually return to American Samoa to serve his people. His dream is to represent them in Congress.

“What makes me proud to be Samoan is our deep sense of culture and identity,” he said. “Even though it’s a small island, it has a big heart. I carry that sense of pride, resilience, and community with me here in Nebraska.”

 </figure>CHADRON, Neb. – For Chadron State College sophomore Kimo Tuivaiti, leaving the tropical shores of American Samoa for the Nebraska plains was both an act of courage and faith.“I was nervous when I first arrived in Chadron,” Tuivaiti said. “I feared being alone and not finding anyone to relate to. But I soon realized those fears were only in my head. As time went on, I found friends and peers who were also navigating their own journeys, and that gave me a sense of belonging.”Tuivaiti is from Pago Pago, the capital of American Samoa, and the city’s mascot is an eagle. He traces his family roots across the islands of Tutuila and Manu’a. Those connections, he said, remind him that wherever he goes, his identity is grounded in the islands and his ancestors’ stories.Before enrolling at CSC, Tuivaiti studied for a year at the American Samoa Community College and worked with Ray Tulafono, a Chadron State alumnus whose father, Togiola Tulafono, also attended CSC before becoming the governor of American Samoa.“Seeing leaders like Governor Togiola and Governor Lolo Matalasi Moliga, both of whom studied at CSC, inspired me,” Tuivaiti said. “Their journeys showed me that I, too, could pursue my education here and one day give back to my people.”Tuivaiti said he experienced culture shock when moving to Chadron. The cold weather, new foods, and social differences were big adjustments after growing up in a close-knit island community. But he said the kindness and curiosity of people in northwest Nebraska helped him feel at home.“What has surprised me the most about living in rural Nebraska is how welcoming and friendly people can be,” he said. “I didn’t expect people to be so curious and open to learning about my background. The slower pace of life and how much the community supports each other remind me of home in some ways.”He is Legal Studies major with a minor in Political Science and a student broadcaster for CSC Live. As president of the International Club, Tuivaiti helps others learn about his culture through the club’s annual Food Tasting Party and conversations throughout the year. He has taught his friends a few Samoan words which makes him feel connected to home.“Faith and respect are the core values of Samoan culture, and I carry them with me every day,” he said. “My grandmother always told me, ‘In all victories or losses, humbly give thanks to God.’”Tuivaiti said he has been grateful for the encouragement of his faculty members and classmates.“The professors here truly believe every student can succeed if given the right guidance,” he said. “That support has meant more to me than words can express.”After earning his bachelor’s degree, Tuivaiti plans to attend law school and eventually return to American Samoa to serve his people. His dream is to represent them in Congress.“What makes me proud to be Samoan is our deep sense of culture and identity,” he said. “Even though it’s a small island, it has a big heart. I carry that sense of pride, resilience, and community with me here in Nebraska.”

American Samoan Student Finds Belonging Far From Home

CHADRON, Neb. – A design featuring eagle wings created by Chadron State College senior Angelyse Perez of Newcastle, Wyoming, has come to life on the Student Center thanks to the work of Pine Ridge Job Corps students, Chadron Area Chamber Director Gabby Kreis, community artists, and students and employees.

Perez, who will graduate in December with a bachelor’s degree art, said when she heard Kreis’ presentation about Chadron’s Art Alley and Open Frontier Art District, she wanted to be a part of a campus mural. Perez started a series of sketches, based on ideas Kreis discussed with her class. During the summer, Perez refined her design using Clip Studio, a digital painting program.

Art Professor Mary Donahue said Perez’ final submission worked well.

“Angel took the initiative and was motivated to work on and submit a design. Her excellent drawing skills and eye for color turned it into an eye-catching design. I am sure it feels satisfying and exciting for Angel to have the work as one that people interact with and take pictures of,” Donahue said.

The process of painting the mural during Homecoming week in late September was a satisfying group project, according to Donahue, who thanked Kreis and Coordinator of Conferencing Amanda Medaries for their energy and ideas.

“I loved seeing the smiles of the painters who worked on it,” Donahue said.

Kreis said the idea for the mural began when she was contacted by Medaries, who inquired about the possibility of partnering with the Chamber and its Art Alley Initiative for a campus mural. They discussed the concept and explored how to bring a mural to life.

“It represents pride, achievement, and the sense of possibility that comes with being an Eagle at Chadron State College. For visitors, it's an inspiring photo opportunity that invites them to quite literally ‘stand in the wings,’ becoming part of the college's story, spirit, and community,” Kreis said. “It celebrates creativity, collaboration and the pride students and the community share in the campus, also acting as a bridge through time, connecting generations of Eagles from the past, present and future.”

Medaries said the Student Center is a pivotal part of CSC which makes it the perfect place for the mural.

“Current students convene here to relax after a long day of classes and extracurriculars, plus visiting high schools, local businesses, and other public events are hosted throughout the building, as well,” Medaries said. “The combination of internal and external visitors allows for us to provide unique branding opportunities that will leave anyone who visits with CSC on their minds.”

Feedback about the mural has been positive, according to Medaries.

“So far, the students I have spoken to have thoroughly enjoyed the mural and the brightness the image brings to the Student Center. I have seen both students and staff posing in front of the wings,” she said.

She has circulated a poster with a QR code to a form that asks for feedback.

Meanwhile, Medaries is collaborating with Admissions to include the mural during future tours and events as the start of a new tradition.

“I believe the mural will be huge for both student experience and campus culture. My goal is to have anyone who visits Chadron State College hear, ‘Have you had your picture taken with the eagle wings yet?’ This will bond current and future students to the college, and community members, as well,” she said.

Kreis said one of the goals of the Chamber’s Art Alley-Paint the Town initiative has been to spark creativity and connection through public art.

“Collaborations like this one with Chadron State College show how art can bridge the campus and the broader community, giving students, residents, and visitors a shared sense of ownership and pride and place,” Kreis said. “My hope is that this project encourages more partnerships that highlight local talent and continue to bring color, energy, and inspiration to our community spaces,” Kreis said.

Panhandle police activity, Oct. 16 - Oct. 20

ALLIANCE, Neb. -&nbsp;45 degrees. Winds over 20 mph. Spitting rain. In spite of the weather, around 100 people showed up at 3rd and Box Butte Avenue in Alliance on Saturday, Oct. 18, 2025 to participate in the No Kings Day Rally for America.

Nationwide organizers reported 2,700 protests, with more than seven million participants in No Kings Day rallies. All the protests were peaceful, with no arrests of demonstrators reported.

Signs in Alliance showed a wide range of concerns: support for Social Security, Medicare, and Medicaid; tariffs hurting farmers; support for immigrants; the National Weather Service; the Department of Education; Public Radio and Television; cuts to Humanities and Arts and losing our independent judicial system.

Other signs did not focus on specific programs: “Democracy is not afraid of Protest”; “If you're not angry, you're not paying attention”; “I'm cold and I'm here. That's how mad I am”; “The only orange monarch we need" with a drawing of an orange monarch butterfly; “Protect the Constitution” and “Democracy dies when we stay silent.”

Protesters were concerned about President Trump's using the power of his office in a way never seen in previous administrations. Others see his actions as often being corrupt, vindictive and authoritarian. The protest’s focus was on democracy and protecting the constitutional rights of Americans.

Cars and trucks passing on 3rd Street slowed down to read the signs and many honked in approval of the Alliance event.

No Kings Rally For America In Alliance

CHADRON, Neb. - On Sunday morning, Oct. 19, 2025, Officer Seth Orsborn was patrolling on the 200 block of Oak Street when he observed a red Chevrolet Trailblazer high centered over the concrete curb of a parking lot. Officer Orsborn exited his patrol vehicle to investigate the situation and approached the red Chevrolet Trailblazer. As Officer Orsborn got up to the vehicle, an approximate 6-foot-1, 280 pound male exited the Trailblazer and Officer Orsborn instructed the male to get back into the car.

The male did not comply with Officer Orsborn’s direction and Officer Orsborn informed the male he was going to talk to him about this situation and informed the male that he had just got into an accident. The male responded walking aggressively towards Officer Orsborn asking him what he was going to say about it, nearing Officer Orsborn’s chest. Officer Orsborn pushed the male subject back and informed him not to come up on him like that.

The male subject then stepped forward and punched Officer Orsborn in the face. Officer Orsborn backed up, pulled his Taser out and provided instructions to the male to get onto the ground, while also calling for backup. The male continued to not follow Officer Orsborn’s instructions and instead began taking off his shirt and his hat and taking an aggressive stance. Officer Orsborn continued providing instructions to the male to get onto the ground, holding the male subject at bay without further escalation until backup arrived on scene.

Officer Colin Deines arrived on scene to assist Officer Orsborn. Together, they were able to gain some control of the male subject, but the subject continued to resist arrest and the Taser was deployed in order to gain compliance from the male and get him into handcuffs. Once the handcuffs were on the male subject, the male was escorted to the caged area of the patrol vehicle, where he continued to resist and kicked at the officers. The officers were able to get the subject into the patrol vehicle and continued their investigation.

The male subject was suspected of being under the influence of an alcoholic beverage and the officers began a Driving Under the Influence investigation. Upon completion of the investigation and as a result of the entire situation, 34-year-old Bennet Yellow Hawk of Chadron was placed under arrest for Assault on an Officer (Class 3A Felony), Resisting Arrest (Class I Misdemeanor), Driving Under the Influence of Alcohol and Refusal of a Chemical Test. Yellow Hawk was transported to the Dawes County Jail and processed into the jail. Bond was set at 10 percent of $50,000.

The Chadron Police Department received assistance on the investigation by the Nebraska State Patrol and the Dawes County Sheriff’s Office.

ALLIANCE, Neb. - I heard the auto body shop now offers piercings, and the grain elevator installed the highest zipline around. No, not really. There’s diversifying that makes sound business sense then there’s “what were they thinking?”.

Keep Alliance Beautiful had a similar experience more than a year ago involving grain bags – the long white plastic type preferred by some over metal bins. This material was a departure from anything we had been collecting at the recycling center. I had understood that a MRF (materials recovery facility) would accept the bags. That turned out not to be the case. In addition a number of the bags were not delivered ready to ship (and we did not have the equipment to remedy the situation). No doubt the landowner would have more bags in the future, however we had to scratch grain bags off the list.

The ag storage system came up again this past week as I attended a Keep Nebraska Beautiful (KNB) meeting on Zoom. Chris De Clerk from Revolution described how farmers, cooperatives and others in the Cornhusker state could recycle grain bags through his company. Sounded simple: collect 20 tons of baled/rolled and tied bags and be willing to load them into a semi-truck trailer provided by Revolution. Fill the space and there is no cost to ship. While grain bags are not pervasive in the Alliance area/northern Panhandle they are utilized by a number of farmers and ag companies. Chris explained they would also accept the plastic tarps found on silage and grain piles if people would take the time to cut and roll that material as well.

Revolution’s service is a progression of Chris’ experience in the recycling industry. “I started with Delta Plastics,” 10-12 years ago, he recalled. That company sold poly irrigation tubing. “It essentially becomes garbage after use. Since we make it, it becomes our trash. Now we take it back and recycle it into trash bags.”

The category of material Chris targets is referred to as “ag film”. He emphasized that the idea is to use less virgin resin through a post-consumer recycling source. Money is always an incentive. Used grain bags quickly add up to multiple tons of trash after being emptied. The bags could be left in the field, buried or burned though none of those options may be advisable by local authorities. Of course landfills charge by the pound. The issue is similar to worn out tires. Tire amnesty collections in Alliance, and throughout the state, attract hundreds of tons of tires, many from the country, every year. The issue is organization, whether it would be a municipality, coop or Keep Nebraska Beautiful affiliate.

Chris, for his part, “would like to get in front of some end users and coops in Nebraska.” KNB President and CEO Bob Verkuilen said he would be willing to make the tour with him. Chris met some of the affiliates on the conference call during the Nebraska Recycling Council’s recent conference in Lincoln.

NGPC says Hunters Should Expect Farm Equipment on Roads

LINCOLN, Neb. – As a result of new federal requirements, the Nebraska Department of Health and Human Services (DHHS) is rolling out several changes to Supplemental Nutrition Assistance Program (SNAP) eligibility requirements.

The required changes listed below will go into effect on October 20, 2025, immediately for new applicants, and households with active benefits will be reviewed at their&nbsp;next recertification, when a household member is added, or when other updates are addressed.&nbsp;Due to the federal government shutdown, DHHS is currently waiting for additional federal guidance on these changes and will provide updates once more information is received. The department will work to implement these federal requirements as smoothly as possible. The changes include:

Households no longer eligible for SUA may be entitled to another utility allowance based on their utility expenses.

Eligibility has been removed for refugees, those granted asylum, and any others not explicitly listed above.

Gans joined the Commission staff in 2019 as an analyst in the Telecommunications/NUSF department. With a focus on improving the quality of the commission’s work product, she took on the role of assistant director of the department in 2022. An exceptional supervisor, Gans is diligent, accountable and thoughtful in everything she does.

“Carrie has taken on a large volume of additional work over the past year,” said PSC Executive Director Greg Walklin. “A consummate professional, her versatility, focus and desire to see everyone around her succeed makes her an incredible asset to the Commission. She leads by example every day.”

In his role as Senior Grain Inspector, Robert Leigh has proactively and consistently improved processes within the PSC Grain Department. Patient, and understanding, Leigh is mentor to the department’s field staff.

Walklin said, “Robert’s deep institutional knowledge, combined with this calm demeanor, makes him an invaluable resource. By fostering strong working relationships, he brings out the best in everyone around him and helps the PSC complete this critical function for the state.”

LINCOLN, Neb.&nbsp;– Today, the Judicial Nominating Commission for the Second District of the Nebraska Supreme Court advanced Patrick Guinan and Derek Vaughn to Governor Jim Pillen for his consideration. They are both from Omaha.

The Nebraska Supreme Court consists of the chief justice and six associate justices. The chief justice represents the state at large, while each associate represents his/her judicial district. The Second Judicial District consists of a portion of Douglas County.

Street Closure Due to Sewer Main Extension Project in Alliance

GRAND ISLAND, Neb.&nbsp; — Charges have been filed against a Grand Island man after he shot at Nebraska State Patrol troopers early Wednesday morning.

At approximately 6:40 a.m. Wednesday, investigators with the NSP Technical Crimes Unit were serving a search warrant as part of a child pornography investigation. The search warrant was for a residence at 921 East Oklahoma Avenue in Grand Island.

As investigators attempted to serve the search warrant, the resident, identified as Justin Jelinek, 43-years-old, was observed holding a shotgun. Jelinek initially complied with commands to put down the weapon, but he refused to exit the residence. Jelinek then went into another room, retrieved a different firearm and fired at least one shot toward the troopers at the front door of the residence. One trooper returned fire. Nobody was struck by gunfire.

Approximately 10 minutes later, Jelinek voluntarily exited the home. Troopers took him into custody without further incident. He was lodged in Hall County Jail on charges of attempted homicide, attempted first degree assault, use of weapon to commit a felony, resisting arrest and obstructing a peace officer.

A search of the home revealed over 20 firearms and over 5,000 rounds of ammunition. The investigation remains ongoing. The Grand Island Police Department assisted in this response.
