Fall Events Coming to Chadron State Park

University of Nebraska Medical Center Interim Chancellor H. Dele Davies, MD, and John Lowe, PhD,&nbsp;director of the Global Center for Health Security at UNMC, teamed Friday to detail the many partnerships between the U.S. armed services and UNMC.

The information was shared with the University of Nebraska Board of Regents, which met at UNMC.

“Among our collaborations, UNMC serves as a clinical readiness hub for the U.S. Air Force, embedding trauma surgeons, training military clinicians and sustaining medical skills in Nebraska and abroad,” Dr. Davies said. “UNMC partners with the Department of Defense to train military physicians, physician assistants and health care leaders through programs that span Nebraska communities and national service.”

Dr. Lowe, who also serves as assistant vice chancellor for health security training and education and the Anne M. Hubbard Chair of the UNMC Department of Environmental, Agricultural and Occupational Health, spoke to the regents about C-STARS Omaha and its mission – with UNMC and Nebraska Medicine – to advance the readiness skills and competency of U.S. Air Force medical personnel so they can provide safe and effective care for patients who have contracted or may have been exposed to highly hazardous infectious diseases.

Other collaborations discussed with the regents included:

“We are proud of our efforts on behalf of our nation and our veterans,” Dr. Davies said. “We are grateful to partner with the C-STARS team; and we continue to find ways to provide more impactful health care and safety measures for Nebraska, our nation and the world.”

Dr. Lowe said he was proud of the partnership’s impact on advancing global health security and military readiness.

 <li>Department of Defense academic partnerships – such as the Interservice Physician Assistant Program – that have resulted in more than 3,100 service members trained by UNMC.</li><li>UNMC’s 36 DoD research projects, include developing protective drugs for soldiers facing biological, chemical or radiological threats, as well as advancing cancer therapies and treatments for combat injuries.</li><li>UNMC’s partnership with the Veterans Affairs, with 62 faculty providing care at the Omaha VA, as well as 21 residency programs and 112 research projects.</li><li>The Infectious Disease Air Transport (IDAT) program, in which med center subject matter experts work with C-STARS to create training plans, hold exercises and do research on dealing with high-consequence infectious diseases in the field.</li><li>Plans for a more advanced IDAT facility, purpose-built to enhance the nation’s capability and capacity for transport of patients affected by HCID to higher levels of care.</li><li>The UNMC College of Dentistry’s veteran outreach efforts, including holding its own clinics and participating with local and national efforts.</li>

UNMC Leaders Discuss Defense Collaborations at Regents Meeting

NORTH PLATTE, Neb.&nbsp; — Troopers with the Nebraska State Patrol have arrested one person after finding nearly 100 pounds of Ketamine during a traffic stop on Interstate 80.

At approximately 11:25 a.m. on Thursday, Oct. 2, 2025, a trooper saw a westbound Hyundai Tucson speeding on I-80 near North Platte, at mile marker 179. During the traffic stop, the trooper observed THC vape cartridges inside the vehicle.

A search of the vehicle revealed numerous vacuum sealed bags of suspected Ketamine. The bags were contained inside suitcases in the trunk of the vehicle. The weight of the Ketamine was 98 pounds. Troopers also found over $4,600 in cash in the vehicle.

The driver, Trevor Frisby, 28-years-old, of Wilmington, North Carolina, was arrested for possession of a controlled substance, possession with intent to deliver and possession of money during a drug violation. He was lodged in Lincoln County Jail.

Troopers Find Nearly 100 lbs of Ketamine in I-80 Traffic Stop

On Friday, Oct. 3, the University of Nebraska Board of Regents approved the second design phase for&nbsp;Project Health, a transformational academic health care facility that will be based on the Omaha campus of the University of Nebraska Medical Center and its primary clinical partner, Nebraska Medicine.

The project, the first phase of the larger&nbsp;Project NExT&nbsp;initiative, will serve as a state-of-the-art clinical learning center to educate and train future health care providers, conduct cutting-edge research and expand access to clinical trials.

“As we look ahead, Project Health will not only transform our medical campus – it will help shape the future of health care for Nebraska,” said NU President Jeffrey P. Gold, M.D. “The visible progress already underway is a powerful reminder of the momentum we’ve built – and will continue to build – as we work to deliver on our bold vision for the state.”

The regent action authorizes construction of the shell and core of the facility. This work amounts to about $1.22 billion of the entire $2.19 billion project. Initial design phase approval, granted in April 2025, allowed for site preparation and foundational work to begin. A planned third phase, which also would require regental approval, would be necessary to complete the project. Funding for the project comes from several sources: philanthropy, the state of Nebraska; the city of Omaha; the university and Nebraska Medicine; and private financing.

In addition to serving as an ultramodern clinical learning and research environment, Project Health will become the primary in-patient clinical hospital for Nebraska Medicine. When the project is complete, more than 550 beds will be available in the facility.

“UNMC must grow professional learner enrollment by 20-25% to meet the needs across our state,” said H. Dele Davies, MD, interim chancellor of UNMC. “This will be possible only with significant improvement of our physical environment, as these students will need a modern, cutting-edge space to practice and hone their skills. With 30% of the building dedicated for educational purposes, Project Health will truly help UNMC grow Nebraska’s health and medical workforce.”

Both Drs. Gold and Davies pointed to the state’s critical need for more health care professionals:

Dr. Davies noted that Project Health would complement other initiatives to boost the health care workforce in Nebraska. Notably, expansion of UNMC’s programs in Kearney will increase the number of graduates there by 75 percent – to more than 600 annually – within the next five years.

 <li>Sixty-six of Nebraska’s 93 counties are designated as medically underserved​.</li><li>​There is an uneven distribution of health professionals in Nebraska: 83% of providers reside in metro areas, while only 65% of Nebraska’s population does so. The result is that 35% of the state’s population relies on 17% of the total health care workforce for care.​</li><li>​Although many health professions are expected to see varying growth rates by 2030, need and demand also will be affected by an imminent retirement boom of health professionals over the next 5-10 years, including about 20% of practicing physicians.​</li><li>​This will coincide with an expected decline of 1% of dental professionals and 9% of primary care physicians (defined as family medicine, general practice, internal medicine, OB/GYN, pediatrics and pediatric internal medicine) by 2030.​</li><li>​In 2023, 21 Nebraska counties lacked a primary care physician. ​</li><li>​The Nebraska Center for Nursing projected that Nebraska would experience a workforce shortage of 5,436 nurses this year.&nbsp;&nbsp;​</li>
 </ul>Dr. Davies noted that Project Health would complement other initiatives to boost the health care workforce in Nebraska. Notably, expansion of UNMC’s programs in Kearney will increase the number of graduates there by 75 percent – to more than 600 annually – within the next five years.

Board of Regents Approves Second Design Phase for Project Health

Changing of the seasons signaled the latest status check of the volumes of materials shipped out from the Keep Alliance Beautiful Recycling Center. Thanks to our patrons, staff, volunteers, supporters and hauler the total through three quarters stands a sliver under 35 tons more than 2024.

During the past quarter, what appears to be a record total for recyclables processed/shipped in three months – 284,443 pounds – spurred our numbers to 746,111 pounds by Sept. 30 compared to 676,155 the year before. So . . . the pace is right on to hit a million pounds for the year. However, bulk shipments of cardboard via H &amp;amp; H Sanitation of Alliance during the first and third quarters this year were a bonus in the weight department that might not happen again before the first of the year. Overall, the trend is still positive with commercial and residential recyclers filling bins and trailers as fast (often faster) than we can empty them.

The basics of our materials mix remain the same. Cardboard, during any given year or quarter, accounts for more than half the total volume. Two dozen bales in a semi-trailer (more than a half ton each) from H &amp;amp; H brought the total to 180,999 pounds this past quarter. That compares to 128,603 the previous quarter and 171,353 to open 2025. We baled, on average, 136,216 pounds of cardboard per quarter in 2024.

Three categories have posted steady gains thus far (in pounds): No. 1-7 plastics – 1Q 7,608, 2Q 10,699, 3Q 12,468 (2024 – 15,076); Milk Jugs – 1Q 419, 2Q 2,802, 3Q 3,061 (2024 – no shipment); and, Mixed Paper – 1Q 31,781, 2Q 33,389, 3Q 39,248 (2024 – 31,313). Other materials have fluctuated, yet five other main categories all showed an increase over the third quarter last year (in pounds, 2025/2024): Steel/Tin Cans – 7,578/6,038; Aluminum Cans – 4,299/2,934; Electronics 9,600/6,709 (the 2025 3Q total includes nearly a ton of “e-waste” collected during the City of Alliance City-Wide Clean Up at the landfill Aug. 22-23); Glass 21,280/16,445; and, Hefty Bags 4,539/4,276.

Personnel and equipment considerations affect how quickly what we take in goes out. A full staff coupled with consistent volunteers means a more organized shop and better flow. On the mechanical side we recently added a plug-in electric pallet mover though our workhorse diesel pickup will be retiring before winter. Time to search for a new (to us) pickup as the lift and rack moves to the other Ford F-250.

Trash in the curbside bags also continues to slow things down and is not fair to the diligent employees and volunteers who expect clean, dry contents. With just under three months left in the year I hope to see another record quarter. Thanks to all our recyclers. Maybe there is something you still throw away that you could bring us. Recruit a friend who may toss everything in the Dumpster. Just drive down an alley or visit our local landfill to see the millions of pounds of potential trash that could be recycled.

LINCOLN, Neb.&nbsp; —&nbsp;&nbsp;As the Huskers kick off a new month of football, troopers will be working alongside partner agencies to keep fans safe on and off the road.

With assistance from the NSP Aviation Support Unit, troopers will be working to keep roadways safe. Fans should be prepared for traffic congestion as they get closer to downtown Lincoln. NSP also encourages fans to check Nebraska 511 for the latest information on construction zones and any potential detours that may become necessary. Fans can hear traffic reports from Trooper Brett before and after the game on Huskers Radio Network.

Troopers work closely with partner agencies on several aspects of gameday operations. Troopers partner with the Lincoln Police Department, Lancaster County Sheriff’s Office, UNL Police Department and the Nebraska Department of Transportation to keep fans safe as they travel to and from the game, as well as in and around Memorial Stadium.

Inside the stadium, fans can text UNLPD at 402-472-0800 to reach stadium dispatch if they need assistance. Anyone in need of assistance can also contact any trooper, officer, deputy, security, or event staff at the game.

Before and after the game troopers will be on patrol to ensure fans get to and from their destinations safely. Anyone who observes a reckless driver or anyone in need of non-emergency roadside assistance can call *55 to reach the Nebraska State Patrol Highway Helpline. NSP’s portion of this effort is made possible thanks in part to grant funding from the Nebraska Department of Transportation – Highway Safety Office.

Troopers Ready to Keep Fans Safe During Gameday

The Nebraska Dry Bean Commission (NDBC) hosted 18 international dry bean buyers from eight different countries to learn the story of Nebraska dry beans from farm to fork on Wednesday, Sept. 17, in Scottsbluff. The group was part of the 2025 United States Dry Bean Council (USDBC) Worldwide Reverse Trade Mission, which toured bean fields and visited with bean exporters, educators, and growers in Nebraska and Colorado from Sept. 13-20.&nbsp;

“The annual event educates them (buyers) on the production process and harvest process and, more importantly, connects them with exporters to build and strengthen relationships,” said Danny Raulerson, Executive Director of the U.S. Dry Bean Council.

Last year, the USDBC event took place in Minn-Dak, located in the heart of the Red River Valley in northern North Dakota. Where most of the dry bean crop is direct-harvested and has an upright bean architecture. In Nebraska, the majority of farmers still harvest their crops by windrowing, where the bean plants are cut and lie on the ground to be windrowed for harvest.&nbsp;&nbsp;

Jean Ann Macaraig, a purchaser for Century Pacific Food Inc. in the Philippines, was interested in seeing the harvest process, though rain would keep them out of the fields. Her company has been purchasing great northerns from the U.S. since 2018. “We are food manufacturing company and have Hunts and use beans for that product. We also use dark red kidneys for chili and bean products. It is most suitable.”

The international market focuses on the production process of dry beans. They are sensitive to certain crop inputs used and how residue limits are transferred to the edible product, depending on the region or part of the world from which the beans originate. “U.S.A. is a big supplier for us from France, I’m here to build new and existing links with suppliers,” said Laurent Natali, head of purchasing for CIACAM in France. He said they use great northern, dark red kidneys, and some navy beans for the canning industry, where they are made with and without sauce. “(Beans are) becoming more and more popular, for cheap protein and ecological reasons in consumption.”

Rain and wet conditions kept the tour out of the bean fields on Wednesday, but Dr. Carlos Urrea, University of Nebraska-Lincoln dry bean breeder, discussed his bean breeding program with the purchasers. Urrea typically collaborates with other universities and institutions to grow beans year-round.&nbsp;&nbsp;&nbsp;

“The main objectives are to develop high-yielding varieties with multiple disease resistances, an upright plant architecture, earliness harvest, being able to grow under low water soil conditions, seed quality, we have the best in the U.S. because the dry beans are 100 percent irrigated, and enhance nutritional quality, high iron and zinc seed content,” he said.

With the development of higher yields and disease resistance, beans are positioned well in the global market.&nbsp;

“We have to do a better job of telling the story. So, when I think about beans, I consider sustainability, digestibility, availability, affordability, and profitability as well,” said Robert Loggins, Director of External Affairs and Community Engagement at Bush Brothers &amp; Company. “And what I mean by profitability is it has to be good for our consumers, our farmers to plant acres, and our retail partners, and I think we have a unique story in that.”

The group was part of the 2025 United States Dry Bean Council (USDBC) Worldwide Reverse Trade Mission, which toured bean fields and visited with bean exporters, educators, and growers in Nebraska and Colorado from Sept. 13-20.&nbsp;“The annual event educates them (buyers) on the production process and harvest process and, more importantly, connects them with exporters to build and strengthen relationships,” said Danny Raulerson, Executive Director of the U.S. Dry Bean Council.Last year, the USDBC event took place in Minn-Dak, located in the heart of the Red River Valley in northern North Dakota. Where most of the dry bean crop is direct-harvested and has an upright bean architecture. In Nebraska, the majority of farmers still harvest their crops by windrowing, where the bean plants are cut and lie on the ground to be windrowed for harvest.&nbsp;&nbsp;Jean Ann Macaraig, a purchaser for Century Pacific Food Inc. in the Philippines, was interested in seeing the harvest process, though rain would keep them out of the fields. Her company has been purchasing great northerns from the U.S. since 2018. “We are food manufacturing company and have Hunts and use beans for that product. We also use dark red kidneys for chili and bean products. It is most suitable.”The international market focuses on the production process of dry beans. They are sensitive to certain crop inputs used and how residue limits are transferred to the edible product, depending on the region or part of the world from which the beans originate. “U.S.A. is a big supplier for us from France, I’m here to build new and existing links with suppliers,” said Laurent Natali, head of purchasing for CIACAM in France. He said they use great northern, dark red kidneys, and some navy beans for the canning industry, where they are made with and without sauce. “(Beans are) becoming more and more popular, for cheap protein and ecological reasons in consumption.”Rain and wet conditions kept the tour out of the bean fields on Wednesday, but Dr. Carlos Urrea, University of Nebraska-Lincoln dry bean breeder, discussed his bean breeding program with the purchasers. Urrea typically collaborates with other universities and institutions to grow beans year-round.&nbsp;&nbsp;&nbsp;“The main objectives are to develop high-yielding varieties with multiple disease resistances, an upright plant architecture, earliness harvest, being able to grow under low water soil conditions, seed quality, we have the best in the U.S. because the dry beans are 100 percent irrigated, and enhance nutritional quality, high iron and zinc seed content,” he said.With the development of higher yields and disease resistance, beans are positioned well in the global market.&nbsp;“We have to do a better job of telling the story. So, when I think about beans, I consider sustainability, digestibility, availability, affordability, and profitability as well,” said Robert Loggins, Director of External Affairs and Community Engagement at Bush Brothers &amp; Company. “And what I mean by profitability is it has to be good for our consumers, our farmers to plant acres, and our retail partners, and I think we have a unique story in that.”

The Nebraska Game and Parks Commission has tips to help drivers avoid deer-vehicle accidents and lessen the risk of injury or vehicle damage.

The driver may take possession of deer struck, they must&nbsp;contact the Game and Parks within 24 hours and have 48 hours to receive a salvage tag from a conservation officer or designee. The report also says U.S. drivers, on average, have a 1 in 128 chance of colliding with an animal. In Nebraska, the odds are 1 in 155.

Leadership Transition at Box Butte General Hospital

LINCOLN, Neb.&nbsp;– The federal government shutdown is creating uncertainty for Nebraska patients and hospitals. Important&nbsp;<a href="https://www.washingtonpost.com/health/2025/09/30/shutdown-threatens-senior-telehealth/" target="_blank">telehealth waivers</a>&nbsp;were not extended past the Sept. 30 deadline, threatening the availability of telehealth services for Nebraska seniors.

“At the outset of the COVID-19 pandemic, Congress wisely allowed for waivers that expanded Medicare's coverage of telehealth,” said Jeremy Nordquist, President of the Nebraska Hospital Association. “For Nebraskans, particularly our seniors, this innovation has been a game changer, ensuring they can get the help they need without the added burden of travel.”

Now many telehealth visits are not being covered by Medicare, forcing hospitals to reschedule these types of visits for patients. This impacts care for many Nebraskans, but particularly those in rural communities.

“Nebraska hospitals are also counting on funding from the Rural Health Transformation Program, which is now in jeopardy due to a proposal from Democratic leadership,” Nordquist continued. “For the long-term health of our hospitals, it is critical that this historic funding remains in place.”

The Nebraska Hospital Association urges Washington to come together to reopen the federal government and support health care funding.

 </figure>LINCOLN, Neb.&nbsp;– The federal government shutdown is creating uncertainty for Nebraska patients and hospitals. Important&nbsp;<a href="https://www.washingtonpost.com/health/2025/09/30/shutdown-threatens-senior-telehealth/" target="_blank">telehealth waivers</a>&nbsp;were not extended past the Sept. 30 deadline, threatening the availability of telehealth services for Nebraska seniors.“At the outset of the COVID-19 pandemic, Congress wisely allowed for waivers that expanded Medicare's coverage of telehealth,” said Jeremy Nordquist, President of the Nebraska Hospital Association. “For Nebraskans, particularly our seniors, this innovation has been a game changer, ensuring they can get the help they need without the added burden of travel.”Now many telehealth visits are not being covered by Medicare, forcing hospitals to reschedule these types of visits for patients. This impacts care for many Nebraskans, but particularly those in rural communities.“Nebraska hospitals are also counting on funding from the Rural Health Transformation Program, which is now in jeopardy due to a proposal from Democratic leadership,” Nordquist continued. “For the long-term health of our hospitals, it is critical that this historic funding remains in place.”The Nebraska Hospital Association urges Washington to come together to reopen the federal government and support health care funding.

MONA Presents Artist Talk with Dana Fritz on Oct. 15

CHADRON, Neb. – The Chadron State College theatre department is preparing to present Delirium, an adaptation of Edgar Allen Poe’s The Tell-Tale Heart, written by Assistant Professor and Director Brian Grob along with Elena Yazykova. The production will have a total of eight shows at the Black Box Theatre Oct. 30-31, and Nov. 1, Nov. 6-8 at 7 p.m., and Nov. 1 and Nov. 8 at 1 p.m.

The show is free to the public and advance ticket reservations are required at&nbsp;<a href="https://www.csc.edu/academics/theatre/seatreservation" target="_blank">https://www.csc.edu/academics/theatre/seatreservation</a>.

Grob joined the CSC faculty in August. He earned a Master of Fine Arts in Acting Pedagogy from the University of Idaho and a bachelor’s in Theatre Performance from Utah Valley University. He teaches Performance, Acting Pedagogy, Acting for Film, Scriptwriting and Screenwriting, Principles of Acting, First Year Experience, and Theatre Practicum.

Yazykova was born and raised in Macedonia. She immigrated to the US in her late 20s.&nbsp; After 13 years in Los Angeles, she moved to Seattle. She has written poetry, short stories and plays. Her plays have been produced, read and published in the US, Canada, Spain and the United Arab Emirates.

According to Grob, Delirium is a PG-13 story, featuring Heather, a self-appointed caretaker of a psychiatric ward.

“Heather does her best to keep the peace and hope alive, but when the brutality of the treatments escalates, a delusion of a fellow patient starts to seem more real than Heather wants to admit. And the ‘evil eye’ of a doctor she adores just might be watching,” Grob said.

The most challenging part of Delirium for freshman Kynlea Boomer has been portraying Jane, a character suffering from mental health issues.

“It’s hard thinking of some of the suffering that occurred back in the day in these kinds of facilities,” Boomer said.

Boomer is excited to participate in a show that is different from anything she has done in the past, as it will help her grow as an actress. Freshman Katie Hoevet agrees that the show has driven her to improve her acting skills.&nbsp;

“This show has required me to be more open and emotionally available than any show I have ever done,” Hoevet said.

Hoevet said she hopes the audience will view the many different facets that exist within each character.

“I hope the audience sees how many people have layers, even if those people are labeled as undesirable by society,” Hoevet said.

POST PODCAST: Coffee Talk: Yet Another Hocus Pocus Diatribe

ALLIANCE, Neb. - Community members in Alliance and surrounding towns came together at the Westside Event Center on Monday evening for the first ever Big Idea event in Box Butte County. At this community event, local entrepreneurs pitched their ideas about improving their local business opportunities. Business plans for affordable bathroom repair, an intimate restaurant with rotating chefs, a members-only bottle club, a laser and engraving business expansion and a de-icing company were presented in front of an excited group of Box Butte County citizens.

Daniel Curtis, Tory McVicker, Tammy &amp; Gary Griffee,&nbsp;Heather Edwards and Patrick Hartman each received five minutes to pitch their 'big idea' for growing a local business. A panel of judges from the Box Butte county area listened to these presentations earnestly, as did over a hundred local community members. After the five pitches were completed, and questions phases occurred for each presenter, the judges met to decide who deserved the prize money. The top prize awarded $10,000 for first place, while second place earned $7,000. An audience vote award saw one presenter earn $500 based on a community vote, in which each person in attendance got to put a vote in for which of the five business ideas they believed in the most.

After the judges made their decision, the winners were announced. The audience vote earned Hartman the $500 for his Liquid De-Icing Fill and Manufacturing Station. Edwards was selected for second prize, earning her Prairie County Crafts Laser &amp; Engraving business $7,000. Finally, the first-place prize selected by the judges panel went to Hartman, who walked out of the Westside Event Center in Alliance with $10,500 in new business funding in total.

With only two of the five presenters leaving with funding provided by the Schmidt Foundation, all five presenters received support and engagement from their fellow community members throughout the night. McVicker's idea to create an intimate 30-seat dining experience set in the prairie, offering weekly rotating guest chefs who craft unique, multi-course menus, sparked interest from the crowd. The chance to have a 'big city' type of restaurant feel in the panhandle of Nebraska was a large selling point of her idea, and many in the audience were seen nodding their head in approval.

Curtis's Budget Bathrooms business idea was met with interested faces as well. His focus of bringing affordable, safe and sustainable bathroom solutions and repair led to many questions as the judges looked for more details on this business plan. With the focus of this 'big idea' being to help local community members have a solution to bathroom repair that wouldn't break the bank, Curtis's plan was well-received.

Griffee's bottle club idea was pitched as an establishment for folks to socialize, have a cocktail without the bar scene and add golf simulators for entertainment. This idea fielded questions from the judges as they looked for further understanding on how the memberships would work at this members-only club. An impressive scaled-down physical model was placed on display to help visualize what the club would look like on the inside.

Once the night concluded, all the community members got up out of their seats to mingle with other friends and family who had come out to show support. The Big Idea event in Box Butte County showcased how often the people who can best support a community are those who come from within it.

Box Butte County Big Idea Event Helps Secure Funding for Local Entrepreneurs

LINCOLN, Neb.&nbsp;– Today, Governor Jim Pillen announced his appointment of James M. Buchanan of Omaha as county court judge in the Second Judicial District. That district consists of Cass, Sarpy and Otoe counties.

Buchanan has had his own law practice in Nebraska for over 20 years, focusing on areas of domestic litigation involving paternity, custody, child support, adoption, estate planning and other related areas. Buchanan has also been an approved mediator for family law and other civil matters. Prior to opening his practice in Papillion, Buchanan practiced law in Iowa for two years.

Buchanan has a degree in management from the University of Nebraska – Lincoln (UNL). He earned his juris doctor from the Creighton University School of Law.

The vacancy in the Second Judicial District is due to Judge PaTricia A. Freeman’s appointment to the Nebraska Court of Appeals.

In July 2025, Gov. Jim Pillen signed a letter of intent to pursue an agreement with the federal government to allow NDOT to assume more environmental review duties for federally funded transportation projects. Under the National Environmental Policy Act (NEPA), FHWA can assign NEPA environmental review and compliance responsibilities to individual states.

NDOT has now formally initiated the process of seeking a full NEPA assignment program. Currently, the agency has limited NEPA review authority. Full NEPA assignment would remove unnecessary bureaucracy and administrative burdens, while strengthening project-delivery consistency.

“Governor Pillen has made it clear that state agency leaders must continue to find more efficiency in government,” said NDOT Director Vicki Kramer. “For NDOT, this means looking for new ways to streamline and expedite the delivery of key transportation projects. Full NEPA assignment will allow Nebraska highway users to see a better return on investment, while federal environmental standards will continue to be upheld.”

As of September 2025, states with a full NEPA assignment program with the FHWA are Alaska, Arizona, California, Florida, Ohio, Texas and Utah.&nbsp;These states have reported significant benefits, including faster project delivery and cost savings.
