Panhandle police activity, Sept. 11 - Sept. 17

The Nebraska Department of Agriculture has received a report of a horse in the Panhandle that has contracted West Nile virus. Horses can become infected with the virus after being bitten by an infected mosquito; however, they cannot transmit West Nile virus to other horses or people after they contract the disease. While many horses can be exposed to the disease and not show symptoms, about 35 percent will become ill and will have to be potentially euthanized.

Horses that may be infected with West Nile virus may exhibit one or more symptoms that include:

-Weakness (hind end, front or back legs), incoordination

-Cranial nerve deficits (tongue weakness, difficulty swallowing)

There are four West Nile virus vaccines that are licensed through the United States Department of Agriculture to use on horses. If you have not vaccinated your horse or are unsure if your horse has been vaccinated, please contact your local veterinarian. Vaccines have been shown to be the best strategy to help prevent West Nile virus infection in horses.

So far this year, 124 mosquito surveillance samples have tested positive across the state, 50 of them in the Panhandle. In Scotts Bluff County, one sample also tested positive for St. Louis Encephalitis, another mosquito- borne disease. Statewide, 31 human cases of West Nile virus have been reported, including cases identified through blood donations. Of those, 13 cases were from the Panhandle.

Although surveillance efforts are taking place, Panhandle residents are urged to continue protecting themselves by following these prevention tips until the first freeze takes place:

-Applying mosquito repellent containing DEET, picaridin or oil of lemon eucalyptus;

-Wearing long-sleeved shirt, pants and socks;

-Avoiding going out at dawn and dusk when mosquitoes are most active;

-Eliminating standing water to reduce mosquito breeding sites

-Keep window screens in good repair, and;

-Use larvicides that contain Bacillus thuringiensis in standing water that is not easily drainable.

Panhandle Horse Tests Positive for West Nile Virus

ALLIANCE, Neb.&nbsp;– The Alliance Police Department would like to remind motorists of the importance of obeying Nebraska school bus stop sign laws to ensure the safety of children traveling to and from school.

-When a school bus extends its stop sign and activates flashing lights on undivided roads, all drivers traveling in both directions must come to a complete stop.

-On divided roads, drivers traveling in the same direction as the bus must stop.

-Vehicles may not proceed until the stop sign is retracted and the lights are turned off.

Failing to comply with these laws is a serious offense that endangers children and may result in significant fines and other penalties.

“As many in the community know, I occasionally help cover school bus routes,” said Chief David Leavitt. “I see firsthand how dangerous it can be when drivers are distracted or fail to stop. Staying alert and following the law isn’t just about avoiding an expensive ticket—it can save a child’s life.”

The Alliance Police Department encourages all drivers to remain vigilant and to prioritize student safety whenever they encounter a school bus on the roadway.

Desteny Miller, daughter of Cherry Wulf and Josh and Lisa Miller of Arapahoe was crowned Miss Northwest 2026 and Anna Meier, daughter of Julie and Justin Focken and the late Richard Meier of Gering, was crowned Miss Chadron’s Teen 2026. Anna was also awarded overall Teen Community Service.

The Miss Community Service award and the Miss audience choice award went to Nevaeh Laeger, daughter of Tim and Milinda Laeger of Minatare.

Nebraskaland Photo Contest Begins Oct. 1

ALLIANCE, Neb. – Contestant and Little Sister applications are now available for the 2026 Miss Alliance and Miss Alliance’s Teen Pageant to be held Saturday, Nov. 22, 2025 at 6 p.m. at the Alliance High School PAC.&nbsp; &nbsp;The Miss Alliance pageant is an official local pageant under the Miss America and Miss America’s Teen competition.&nbsp; It is designed to promote scholastic achievement, creative accomplishment, healthy living and community involvement for America's young women.

The Miss Nebraska’s Teen pageant is open to all female Nebraska residents age 14-years-old (by Sept. 1, 2026) to 18-years-old (by Sept. 30, 2026).

The contestants are judged on personal interview, talent, evening gown, on-stage question and health and fitness.  There will also be a separate overall community service competition, audience choice award and Miss Congeniality voting that do not count in the overall scoring.  A silent auction will also take place during the competition.  </figure>ALLIANCE, Neb. – Contestant and Little Sister applications are now available for the 2026 Miss Alliance and Miss Alliance’s Teen Pageant to be held Saturday, Nov. 22, 2025 at 6 p.m. at the Alliance High School PAC.&nbsp; &nbsp;The Miss Alliance pageant is an official local pageant under the Miss America and Miss America’s Teen competition.&nbsp; It is designed to promote scholastic achievement, creative accomplishment, healthy living and community involvement for America's young women.The Miss Nebraska’s Teen pageant is open to all female Nebraska residents age 14-years-old (by Sept. 1, 2026) to 18-years-old (by Sept. 30, 2026).The contestants are judged on personal interview, talent, evening gown, on-stage question and health and fitness. Pageant Registration Open for Contestants and Little Sisters

CHADRON, Neb. - Museum of the Fur Trade Director NaKaya Fester, President of the Museum of the Fur Trade Board Kirk Budd, and board member Sydney Brown visited the Sicangu Heritage Center at Sinte Gleska University in Mission, South Dakota Wednesday, Sept. 10 with a donation of 400 copies of MATO: The Life and Times of James Bordeaux, the museum’s most recent publication. The donation honors shared history and supports academic and cultural enrichment, which align with the museum’s mission.

MATO: The Life and Time of James Bordeaux is written by Museum of the Fur Trade Historian Dr. James A. Hanson and chronicles Bordeaux’s influence on regional relationships between French traders and indigenous peoples during the fur trade. The publication highlights Bordeaux’s contributions to plains history and culture, as well as the Bordeaux family’s impact on trade with indigenous peoples.

“With support from the Heritage Center, and funding from the Nebraska State Historical Society Foundation, we are enthusiastic about sharing the Bordeaux legacy and highlighting its significance in history,” Fester said.

The Sicangu Heritage Center hosted a reception in conjunction with the donation. In attendance were many Bordeaux descendants, including Adelita Bordeaux Guerue, a third-great granddaughter of Bordeaux.

The impetus for this donation stemmed from the large population of Bordeaux descendants within the Sicangu Oyate.

“Dr. Hanson told me that his father, the founder of the [Museum of the Fur Trade], kept track of Bordeaux descendants who visited the museum over a 50-year period. He was able to note over 700. I was astounded,” Budd said.

Numerous relatives of Bordeaux continue to visit the Museum of the Fur Trade, established on the historic site where Bordeaux once operated his trading post, seeking to connect with and learn more about his history and enduring legacy.

The gesture was met with gratitude at the Sicangu Heritage Center. “We are excited to have them come all the way up here to donate these books,” said Museum Curator of Sicangu Heritage Center Keli Brings Three White Horses.

The donated books will be distributed across the Sinte Gleska University campus to support the college’s needs as determined by the administration.

Located only three miles east of Chadron, Nebraska, the Museum of the Fur Trade stands on the site of James Bordeaux’s trading post, which was established for the American Fur Company in 1837 and is now included in the National Register of Historic Places. All items in the collection are original pieces and include the oldest known point blanket from 1775, firearms that were owned by Kit Carson and Tecumseh, and crop seeds that were obtained directly from American Indians over 125 years ago.  Gov. Pillen Proclaims September Child Welfare Workforce Development Month

ALLIANCE, Neb. — At approximately 12:37 a.m. on Sept. 20, 2025, Lieutenant Tim Peterson responded to a 9-1-1 open-line call at a residence on Yellowstone Avenue. The dispatcher reported hearing a commotion and a male voice threatening to kill someone in the background.

Upon arrival, Lieutenant Peterson heard a physical disturbance and the suspect yelling, “I’m gonna kill you.” Upon entering the residence, he encountered the suspect, identified as&nbsp;Joshua J. Dunovsky, a 27-year-old white male (DOB: 07/22/1998), in the hallway. Dunovsky immediately adopted an aggressive fighting stance and resisted attempts to place him into custody. Despite repeated verbal commands, the suspect refused to comply and actively resisted arrest. A physical altercation ensued, during which Lieutenant Peterson called for backup. During the struggle, the suspect managed to free one hand and attempted to strangle Lieutenant Peterson.

Backup officers from the&nbsp;Alliance Police Department,&nbsp;Nebraska State Patrol, and the&nbsp;Box Butte County Sheriff’s Office&nbsp;responded to assist. Upon their arrival, Lieutenant Peterson was still physically engaged with the suspect outside the residence. The suspect was eventually subdued and handcuffed, though he continued to resist arrest even after being restrained.

A subsequent investigation revealed that prior to law enforcement’s arrival, the suspect had assaulted two family members during a domestic dispute. One victim sustained head injuries and was transported to a local hospital for treatment. The second victim declined medical transport.

Joshua J. Dunovsky was taken into custody and is currently being held at the&nbsp;Box Butte County Jail&nbsp;on the following charges:

Chief David Leavitt&nbsp;extends his sincere gratitude to the Nebraska State Patrol and the Box Butte County Sheriff’s Office for their swift and professional assistance during this dangerous situation. Lieutenant Peterson did not sustain any serious injuries during this incident.

2025 Monument Marathon Road Impact Notice

LINCOLN, Neb.&nbsp;—&nbsp;When the Nebraska Cornhuskers and Michigan Wolverines meet on the football field this Saturday, they’ll be united by more than Big Ten pride. During halftime at Memorial Stadium, fans will witness an extraordinary story of hope, healing and the power of one person to save another.

On World Marrow Donor Day, and in partnership with the National Marrow Donor Program (NMDP), a special halftime moment will honor Julia Morrison, a young girl from Lincoln whose life was saved by a bone marrow transplant. The recognition will also include her donor, Dr. Erica Brockberg, an OB-GYN from Michigan, along with the expert bone and marrow transplant care team from the Fred &amp; Pamela Buffett Cancer Center at Nebraska Medicine, the clinical partner of University of Nebraska Medical Center (UNMC).

Julia, now a thriving fourth grader, was matched with Dr. Brockberg, who joined the bone marrow donor registry while attending the University of Michigan. Their families will be celebrated during a special halftime recognition showcasing the impact of medical teams, donor generosity and the ongoing need for life-saving matches.

“This Nebraska–Michigan connection is about so much more than the final score. It’s about raising awareness, celebrating a life saved and hopefully inspiring someone else to be a match,” said Jennifer Morrison, Julia’s mother.

“The recognition on Saturday is really a celebration of our victories—not only in competition on the football field, but in patient care,” said Dr. Jeffrey P. Gold, president of the University of Nebraska System. “We are honored to share this powerful moment with another world-class institution, the University of Michigan, and our valued partners at the National Marrow Donor Program who make these lifesaving connections possible.”

The halftime recognition will include Julia, Dr. Brockberg and four members of Julia’s transplant team.

Team members from NMDP will host a cheek swab drive outside Memorial Stadium from 11:30 a.m. until 2:30 p.m. Students, staff, faculty and fans between the ages of 18 and 40 who are in relatively good health can register as potential donors on Stadium Drive outside the west side of the stadium.

Nebraska Football to Spotlight Lifesaving Bone Marrow Connection at Halftime

Distracted driving and speeding are endangering and killing Nebraskans. So, here’s a challenge to everyone who gets behind the wheel: Let’s make our roads the safest in America.

I’m issuing this challenge because of the troubling trends in traffic safety. In June, over a two-week span, three Nebraska State Patrol cruisers were hit while parked on I-80.

In late July, a Nebraska Department of Transportation (NDOT) worker was injured while assisting at the scene of a crash on the interstate. This marked the fourth critical or fatal injury to an NDOT public servant in the last two and a half years.

By putting down the “dumb phones” and reducing speeds, we can save lives – and set positive examples for our kids. It’s the type of common courtesy and personal responsibility that make Nebraska the Good Life.

When we repealed the motorcycle helmet law in Nebraska, we did it because if you choose not to wear a helmet, you’re risking only your own life. But if you drive distracted – whether in a car, pickup, or semi – you put every single person and family you pass on the road in danger. Drivers who use their phones behind the wheel are 240% more likely to crash, according to a new report by the Governors Highway Safety Association.

The stakes are high. We have to put the phones down.

In 2024, NDOT’s Highway Safety Office (HSO)&nbsp;<a href="https://dot.nebraska.gov/media/rlxpqmo4/year-end-fatality-report-2024.pdf" target="_blank">reported&nbsp;</a>252 fatalities on Nebraska roadways – an 11% increase from the previous year and the largest jump in nearly 20 years. Speed, tragically, was a leading factor.

During the second half of July, the Nebraska State Patrol conducted a&nbsp;<a href="https://statepatrol.nebraska.gov/troopers-work-slow-high-speeds-during-summer-travel" target="_blank">highway safety campaign</a>. Here are the results:&nbsp;More than 1,800 drivers were pulled over for speeding;

Since Memorial Day 2025, nearly 250 drivers in Nebraska have been ticketed for driving more than 100 mph. Frankly, for your family and mine, it’s time we take action.

The Nebraska Legislature passed, and I signed,<a href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=58041&amp;docnum=LB530&amp;leg=109" target="_blank">&nbsp;LB 530&nbsp;</a>earlier this year. This legislation made the following changes:&nbsp;Increases fines for speeding for the first time since 1996.

I’ve asked NDOT Director Vicki Kramer to continue to look for additional common-sense steps to make Nebraska roadways safer. This includes working with the Legislature’s Transportation and Telecommunications Committee to find reasonable steps to bolster traffic safety laws.

For example, research shows the use of speed cameras can reduce injuries and fatalities in work zones by more than 40 percent. Legislation (<a href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=59514&amp;docnum=LB600&amp;leg=109" target="_blank">LB 600</a>) has been introduced — with the support of my administration — to authorize the use of this technology in Nebraska’s highway work zones, which are experiencing an average of six fatal crashes annually along with hundreds more that cause injuries. This bill should be passed.

Meanwhile, the National Highway Traffic Safety Administration reports that distracted driving continues to be the fastest-growing cause of auto crashes nationwide, playing a role in roughly one-third of them. In 2023 alone,<a href="https://www.nhtsa.gov/risky-driving/distracted-driving" target="_blank">&nbsp;3,275 lives were lost to distracted driving</a>.

State legislation (<a href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=59522&amp;docnum=LB594&amp;leg=109" target="_blank">LB 594</a>) has been introduced by Senator Jason Prokop to make it illegal to use a handheld wireless communication device while driving. I am calling on lawmakers to pass this bill. This isn’t about “infringing on personal rights” – it’s about saving the lives of innocent drivers and passengers on Nebraska roadways.

I encourage every Nebraskan to use their seat belt, drive the speed limit, and focus on the road ahead. While elected officials can approve new rules and legislation, highway safety ultimately comes down to each of us doing the right thing every time we drive.&nbsp;&nbsp;

Chadron Makes Top 7 Best Towns to Retire Comfortably in Nebraska

LINCOLN, Neb. —&nbsp;The state of Nebraska has issued a health alert for Harmful Algal Blooms (HABs), also known as toxic blue-green algae, at Iron Horse Trail Lake in Pawnee County. Cub Creek Lake in Jefferson County and Rockford Lake in Gage County remain on health alert after being on alert last week.

Samples taken earlier this week at the lakes on alert measure above the threshold of eight parts per billion (ppb) of total microcystin, which is a toxin released by certain strains of blue-green algae.

When a health alert is issued, signs are posted to advise the public to use caution, and designated swimming beaches are closed during the alert. Recreational boating and fishing are permitted, but the public is advised to use caution and avoid exposure to the water, particularly by avoiding any activity that could lead to swallowing the water. Do not let pets get in the water or drink from the lake. People can still use the public areas for camping, picnics, and other outdoor activities.

Weekly sampling has been conducted at 56 public lake sites since the first week of May. The lakes will continue to be monitored weekly through the end of September.  </figure>LINCOLN, Neb. —&nbsp;The state of Nebraska has issued a health alert for Harmful Algal Blooms (HABs), also known as toxic blue-green algae, at Iron Horse Trail Lake in Pawnee County. Cub Creek Lake in Jefferson County and Rockford Lake in Gage County remain on health alert after being on alert last week.Samples taken earlier this week at the lakes on alert measure above the threshold of eight parts per billion (ppb) of total microcystin, which is a toxin released by certain strains of blue-green algae.When a health alert is issued, signs are posted to advise the public to use caution, and designated swimming beaches are closed during the alert. Recreational boating and fishing are permitted, but the public is advised to use caution and avoid exposure to the water, particularly by avoiding any activity that could lead to swallowing the water. Do not let pets get in the water or drink from the lake. People can still use the public areas for camping, picnics, and other outdoor activities.Weekly sampling has been conducted at 56 public lake sites since the first week of May. The lakes will continue to be monitored weekly through the end of September. Health Alert Issued for Iron Horse Trail Lake, Cub Creek Lake and Rockford Lake

LEXINGTON, Neb.&nbsp;—&nbsp;&nbsp;Troopers with the Nebraska State Patrol (NSP) Carrier Enforcement Division conducted local commercial vehicle inspections on Wednesday, Sept. 17, in Dawson County.

During this effort, the Metropolitan Aggressive and Prevention Selective (MAPS) Team conducted 21 vehicle inspections. Troopers discovered 45 violations of Federal Motor Carrier Safety Regulations and state law. Troopers placed 11 vehicles out of service (not allowed to return to the road). Additionally, troopers placed 1 driver out of service.

Vehicles are placed out of service for a variety of reasons relating to bad brakes or tires, or other problems that pose immediate safety risks. Troopers issued a total of 6 citations during the inspections.

During the inspections, troopers also issued a total of 6 CVSA decals. The decals indicate that the vehicle did not have any immediate safety issues.

The effort focuses on commercial vehicles that may not pass-through weigh stations as part of their regular routes.

The MAPS Team is funded largely by the Federal Motor Carrier Safety Administration. Troopers check for compliance with federal safety regulations and enforce laws pertaining to weight, size, registration, dyed fuels, and permits associated with commercial vehicles. The MAPS Team was implemented in 1998 and consists of troopers from the Nebraska State Patrol Carrier Enforcement Division.

Tonight's Special Council Meeting will be held at the Alliance Public Library, at 7 p.m., to consider adoption of the proposed FY26 Budget and property tax rate. It is proposed to raise property tax revenue by 10 percent.

Property Tax is one of several funding mechanisms for the General Fund and Airport, and is used to support many different functions including, but certainly not limited to Parks, Library, Museum, Police, Fire and ambulances.
