(Lincoln, Neb.)&nbsp;&nbsp;— The summer travel season is getting underway! As roadways get busier with summer traffic, the Nebraska State Patrol reminds all motorists to drive safely and share the road responsibly.

“Students are getting out for summer and road trips are revving up,” said Lt. Colonel Jeff Roby, Interim Superintendent of the Nebraska State Patrol. “Memorial Day Weekend is always one of the busiest travel times of the year. Whether your trip takes you across the country, across the state, or just across town, always drive safely and wear your seat belt.”

During the first week of the&nbsp;Make It Click&nbsp;campaign, troopers cited 41 people for driving without a seat belt or using improper child restraint. Troopers have also arrested 14 people for driving under the influence and stopped 19 drivers speeding at over 100 miles per hour since the effort started on May 12. The national&nbsp;Make It Click&nbsp;campaign continues until June 1.

The Chadron Police Department is dedicated to maintaining public safety and enhancing the quality of life within our community. Overgrown weeds, grass, and trees can pose significant safety hazards, including obstructing visibility for drivers and pedestrians, concealing potential criminal activity, and providing habitats for pests.

In accordance with City of Chadron ordinances, property owners are required to maintain their premises by ensuring that grass and weeds do not exceed 12 inches and that trees and shrubs do not obstruct public rights-of-way or create safety hazards. City ordinance requires branches to be trimmed to a height of at least 8 feet above the surface of any sidewalk and 10 feet above the surface of any street or alley. Failure to comply with these regulations may result in enforcement actions, including warnings, citations, and, if necessary, abatement by city personnel at the property owner’s expense.

We encourage all residents and property owners to:

• Regularly Inspect and Maintain Properties: Ensure that grass, weeds, and vegetation are trimmed and do not impede public pathways or visibility.

• Address Overgrown Vegetation Promptly: If you notice overgrown areas on your property or in your neighborhood, take immediate steps to address the issue.

During the last two general elections in Nebraska, we got the opportunity to vote on ballot measures that would become state law. Most of these were designed to help low-income people in our state. Even though voters passed initiatives on minimum wage, paid sick leave, medical marijuana, and nixing school vouchers, the Legislature has been dragging their feet. Our senators want to modify the statutes the voters have demanded they enact. What is going on?

The Nebraska State Constitution Article III-2 says, "The first power reserved by the people is the initiative whereby laws may be enacted and constitutional amendments adopted by the people independently of the Legislature."

There is a difference between "laws that may be enacted" and "constitutional amendments" in the requirements to get on the ballot. Constitutional amendments require petitions be presented that are signed by 10% of Nebraska voters. Placing a state statute on the ballot requires 7%. Both require that petition gatherers must collect signature from 5% of the registered voters in 38 of Nebraska's 93 counties.

When constitutional amendments are passed by voters, there is little the Legislature can do to change them. However, after voters support a new law, legislators can "amend, repeal, modify, or impair" the statute with a two-thirds majority. If 33 votes are not received, the new law goes into effect the way it was worded on the ballot.

In November, 2022, Nebraskans voted to raise minimum wage gradually to $15.00 an hour. It is currently $13.50, with the final increase taking effect January, 2026. After that, minimum wage will increase by a cost-of-living adjustment based on the inflation rate of the previous August. LB 258 would establish an increase of 1.75% every year. The bill provides for a youth minimum wage and a training wage.&nbsp;Workers aged 16-19 could be paid 75% of minimum wage for the first 90 days on the job. Workers aged 14-15 would have a minimum wage of $13.50 per hour, with increases of 1.5% every year.

LB 415 is attempting to change the paid sick leave requirements passed last November, set to go into effect October 1. The law approved by voters says that businesses with fewer than 20 employees would allow those employees to accrue up to five days of paid sick leave a year, up to seven days a year for larger businesses. An hour of leave could be earned for every 30 hours worked. Leave could be used for the employee or for a family member and during a public health emergency. The proposed changes? No sick leave for teen workers aged 14-15, or for seasonal agricultural workers, or for employees in businesses with ten or fewer employees. This bill would make about 30,000 Nebraskans ineligible for paid sick leave.

LB 1402 was enacted by the Nebraska Legislature in 2024 to provide $10 million annually to fund education scholarships to pay all or part of the cost to educate eligible students attending private schools in Nebraska. Voters were asked to retain or repeal this statute, and we voted to repeal. LB 509 is again asking legislators to pass an Opportunity Scholarship Act where individual and corporate taxpayers would receive an income tax credit equal to the amount they donate for private school scholarships, allowing them to redirect as much as 50% of their total tax liability. Why would the Legislature think we want to shift tax money out of the general fund supporting government programs and instead send it to private schools?

We voted for two initiatives for medical marijuana last November. The first would allow use, possession, and acquisition of up to five ounces of cannabis for medical purposes by a qualified patient with a written recommendation from a health care practitioner, and for a caregiver to assist a qualified patient with these activities. The second establishes a Medical Cannabis Commission to regulate dispensaries. The Nebraska Liquor Control Commission and two appointees by Governor Pillen need to establish regulations and eligibility standards for cannabis establishments by July 1. By October 1 at least some of the establishments must have been granted licenses. Medical marijuana continues to be illegal, because it cannot be transported across state lines.

Getting Ahead: Didn't we vote on that?

The legislation helps to preserve electrical service to homes, businesses and other Nebraska customers, by establishing requirements for cryptocurrency mining operations. In addition to notifying power utilities in advance, the bill also provides for payment or a letter of credit covering costs associated with potential infrastructure upgrades.

"With the opportunity in expanding this emerging industry, comes responsibility. This bill provides the guardrails needed to ensure that our electrical grid can handle the increased demand. By requiring mining operations to contribute to grid upgrades and be transparent about their energy use, we're protecting our infrastructure,” said Gov. Pillen.&nbsp;

In addition to the provisions above, the bill allows utilities to impose terms and conditions on these operations, such as requiring them to shut down during times of peak electrical demand and requiring that mining operations report annually on their energy consumption.

CHADRON — Dr. Charles L. Welch, president and CEO of the American Association of State Colleges and Universities (AASCU), encouraged Chadron State College graduates to embrace their new opportunities and remain true to themselves during the spring commencement ceremony May 10.

Welch, a first-generation college graduate who leads a national organization representing 520 public institutions, reflected on his academic journey and the transformative power of higher education.

“Your life is forever transformed for receiving this degree,” Welch told the&nbsp;<a href="https://www.csc.edu/news/2025/more-than-300-to-be-honored-at-cscs-spring-commencement.html" target="_blank">graduates</a>. “You can now do things that you never dreamed were imaginable in your life. Your degree can never be taken away from you. Use it and make it count.”

Welch opened his address by referencing the three Bs of public speaking: be positive, be wise, and be seated. He then offered a message celebrating both achievement and responsibility.

He invited the audience to applaud the families and friends who helped graduates reach the milestone, noting that support systems often make the difference in completing college.

“Graduates, find your loved ones in this crowd and thank them,” he said.

In a speech that blended humor, anecdotes, and advice, Welch shared a list of life tips ranging from valuing relationships to voting and maintaining a firm handshake. He emphasized authenticity, recounting how he defied professional stereotypes by remaining true to his Arkansas roots.

“You define your career. Your career does not define you,” he said. “Be who you are. Be genuine and be authentic.”

Among his tips was a reminder about the power of a handwritten note, the importance of digital etiquette, and the mental shift from saying “I have to” to “I get to.”

He concluded with a call to “live like you are dying,” referencing the Tim McGraw song of the same name and encouraged students to make the most of each day.

“The biggest mistake you can make in life is thinking you have enough time,” Welch said.

City of Scottsbluff staff are busy assessing the storm damage while clean-up efforts have begun.

We ask City residents to put their yard debris in their yard waste containers first, then use biodegradable paper yard waste bags if needed. Cut branches and trees to 5 feet in length. Set all debris at the curb. Crews will spend the first part of the week picking up the debris. Debris, including large trees/branches, can be hauled to the Scottsbluff Tree Dump. Trees that have fallen in residents' yards will need to be removed from their property by the owner or tree service. The City will not enter private property to remove any down trees or branches. The tree dump will be open during normal hours this week. More information on the City Tree dump can be found on the City of Scottsbluff Website. We ask that everyone accomplish clean-up efforts by Wednesday.

Alliance, NE – On May 18 th 2025 members of the US Marshall Service were in Alliance conducting drone surveillance in an effort to locate Harley Salway. Mr. Salway had been on the run since late March and was wanted on multiple felony warrants. Shortly after 5:00pm, Mr. Salway was spotted exiting a home on E. 4 th St. Officers from the Alliance Police Department and the Nebraska State Patrol responded to assist and surrounded the residence.

At 5:24pm, Harley Salway, M/W DOB 8/29/72 was taken into custody without incident and booked on the following charges:

 Use of a Deadly Weapon to Commit a Felony

Also arrested at the scene was F/B Angela Cole DOB 1/20/76 who was harboring Salway at the time of his arrest, despite numerous inquiries from law enforcement regarding his whereabouts. She is charged with:

 Conspiracy to Commit a Class 2 Felony

Salway is being held in the Box Butte County jail without bond. Cole is being held on a $10,000.00 bond. The Alliance Police Department would like to thank the public for the many tips which ultimately led to the arrest of a dangerous fugitive. The Alliance Police Department would also like to thank the US Marshall Service, the Nebraska State Patrol and the Box Butte County Sheriff’s Office for the collaboration and cooperation which ultimately led to this arrest.

Tornado Warning issued for Morrill, Cheyenne Counties 

Chadron, Neb.&nbsp; — Investigators with the Nebraska State Patrol have arrested a Crawford man following an investigation into child exploitation.

This morning, investigators served an arrest warrant for Tyrell Homrighausen, 31, at his home in Crawford. Homrighausen was arrested for multiple felony counts of possession of child pornography.

Investigators served a search warrant on Homrighausen’s residence in late March. Analysis conducted by the NSP Tech Crimes Unit discovered images of child pornography on a phone.

Homrighausen was lodged in Dawes County Jail. The investigation remains ongoing.

Anyone with additional information regarding this investigation should contact the Nebraska State Patrol Troop E at 308-632-1211.

HARRISON, Neb., -- Starting Friday, May 16th, Agate Fossil Beds National Monument will be open 9:00 a.m. – 5:00 p.m. daily. Park trails will continue to be open from dawn until dusk. Summer programs at the monument bring weekly hands-on activities covering a variety of park topics near the visitor center and also conversations with park rangers on top of the Fossil Hills and on the Daemonelix trails. Additionally, the monument will schedule evening programs on select days to allow opportunities for visitors to enjoy night sky viewing.

Visitors are encouraged to celebrate the park’s 60th birthday on June 7th with a guided hike, ranching and roping demonstration, guest speakers, and cake.

“The rangers and volunteers here at Agate Fossil Beds National Monument are excited to welcome visitors and share their knowledge of this national treasure,” says Anne Wilson, Education Technician Ranger at Agate Fossil Beds. “We are all looking forward to the later park hours and all the incredible learning opportunities that summer brings.”

The National Park Service strives to make all programs at Agate Fossil Beds accessible to everyone.

Agate Fossil Beds summer hours are back, 60th Anniversary Celebration in June

Columbus, Neb. – Nebraska Public Power District (NPPD) will be conducting a planned power outage Wednesday, May 21 from midnight to approximately 3 a.m.

Crews are conducting the planned outage to repair a damaged substation component to ensure reliable operation of the substation and electric service to customers. “We appreciate everyone’s patience during this planned outage. In an effort to minimize impact to customers, we will be conducting the outage during the nighttime hours when electric use is minimal. This is not always an option when conducting planned outage work, but this outage will allow us to make repairs while most people are sleeping,” added NPPD Distribution Supervisor T.J. Rutledge.

NPPD will be contacting impacted customers prior to May 20 to notify them of the planned outage. If a customer has a question about the outage, they can call 1-877-ASK-NPPD.

NPPD plans power outage 'after midnight' in Chadron

LINCOLN, Neb. (AP) — Nebraska lawmakers gave final approval Thursday to a $11 billion, two-year state budget package that closes a projected $260 million deficit and modestly increases state spending.

The budget package, crafted by the Legislature’s Appropriations Committee, represents a 0.9% increase in state expenditures over the next two fiscal years. Lawmakers passed six key components of the budget, including the mainline budget bill, LB261, on a 37-11 vote.

LB261 includes several provisions rolled into the bill from other legislation. Among them:

Lawmakers also passed LB264 on a 35-13 vote. The bill authorizes fund transfers, including $216 million from state agency cash funds and $147 million from the state’s Cash Reserve Fund. It leaves roughly $684 million in the so-called “rainy day fund.”

Gov. Jim Pillen praised lawmakers for approving what he called a historically conservative and balanced budget.

“This budget puts money toward education, property tax relief, and elimination of the developmental disability waitlist,” Pillen said in a statement. “It also bolsters our national nuclear security, all while closing the $432 million deficit reported in November.”

Pillen said he would review the package for possible line-item vetoes to trim additional spending.

During the ride, volunteer riders will reenact the mail-delivery service of the historic Pony Express by collecting letters written by youth, their families, and other supporters about the importance of children’s mental health, their personal experiences, and their journey with mental health.

The tradition of the Pony Express Ride is centered on mental health being fundamental to overall health for individuals of all ages. This year, riders, youth, behavioral health regions, family members, and other key stakeholders will focus on knowing yourself to grow yourself. Each individual approach to mental health reflects their unique needs, background, and environment.

The ride will finish at the Nebraska State Capitol at 1:30 pm. on Saturday, May 17, where the riders will deliver these letters to DHHS Division of Behavioral Health Director, Dr. Thomas Janousek.

“Raising awareness and reducing stigma around childhood mental health sets a sturdy foundation for positive mental health in adulthood,” said Dr. Janousek. “The dedication of these riders reflects the important need to support the mental health journey of kids and individuals of all ages. These gatherings, often referred to as "MIP parties," pose significant risks to the safety and well-being of young people. During the mowing season in Greenwood Cemetery, flowers, floral arrangements, or ornaments of any kind are only allowed in the containers that are attached to the marker base and provided for that purpose.

Exceptions to the above are the following:

• Three days before Memorial Day and three days after;

• During a funeral, and three days after.

Flowers may be placed outside of the grave marker base three days prior to Memorial Day on Thursday, May 22, 2025. All items remaining outside of the marker base will be removed by cemetery personnel on Friday, May 30, 2025.

If you anticipate you will not be able to return in this time period and would like your arrangement saved for an additional seven days (ten days total following Memorial Day), flower tags will be available at the Greenwood Cemetery sexton’s building. You may write your name on the back of the tag and attach it to your arrangement. All arrangements with tags will be stored alongside the shop building for one week for you to pick up.

Today Social Security benefits play a vital role in reducing poverty, lifting more Americans above the poverty line than any other program.

This new act was designed by Frances Perkins, Secretary of Labor, as part of the New Deal programs of the Great Depression. Today Social Security benefits play a vital role in reducing poverty, lifting more Americans above the poverty line than any other program.When the law was signed on August 14, 1935, most Americans worked until they died. Most people couldn’t afford to retire unless other family members chose to support them.In 1939, Social Security was broadened to include benefits for a worker's dependents and survivors. Before that time, when a wage earner died or became disabled, the rest of the family was thrown into poverty and often became homeless.President Eisenhower expanded Social Security in 1956 to include the disabled. In 1965 Congress created Medicare, health insurance for people aged 65 and older. The law also created Medicaid for low-income people. It was quickly signed by President Lyndon Johnson.These programs are&nbsp;a vital source of inflation-adjusted income for retired and disabled workers, their dependents and their survivors.&nbsp;For many who live in poverty, it may be the only income they receive.The current Social Security system works like this: when you work, you pay taxes into Social Security. The money is used to pay benefits to people who have already retired, people who are disabled, survivors of workers who have died, and dependents of beneficiaries. Benefits are adjusted for inflation.You pay Social Security taxes of 6.2% of your earnings, up to $176,100. It’s listed as FICA (Federal Insurance Contributions Act) on your paycheck. Your employer matches what you pay. You and your employer pay Medicare taxes of 1.45% on all your wages (or net earnings from self-employment); this is used for Medicare health insurance coverage.Social Security bases your benefit payment on how much you earned during your working career. Your age when you start claiming benefits also affects how much you will receive. You can begin drawing retirement any time from age 62 to 70, and the longer you wait, the more you will receive each month. Full social security retirement age is currently 67 years. You receive less per month if you start drawing at a younger age, more if you wait until age 70.Social Security is not the only source of income for most people when they retire. Most financial advisers say you will need about 70 percent of pre-retirement income to live comfortably in retirement. This income might include your Social Security benefits, pension, retirement accounts, investments, and personal savings.In last week's column I talked about current attacks on Social Security from people who think it should be scaled back or ended completely. Who would be affected?This year 69 million people are drawing Social Security payments every month. About 75% are retirees; the rest are disabled or dependents of a worker who died or became disabled. Their average check: $1,976 ($23,712 for the full year). I recently read an article from AARP that said that 22 million people rely on these payments for at least half of their income. For 10 million people, their monthly benefit is more than 90% of their total income.Money paid into Social Security is used to pay current recipients. It is also invested in the Social Security Trust Fund, which currently has $2.721 trillion in government bonds, earning interest. In the ninety years since the program was created there have been several tweaks, which included adjustments to the percentage withheld, income limits, inflation adjustments, even retirement age. A few more tweaks may be needed to ensure its continued stability, but Social Security is financially sound.
